Notification of Submission to the Secretary of Agriculture; Draft Final Rule; Pesticides; Agricultural Worker Protection Standard; Reconsideration of the Application Exclusion Zone Amendments
This document notifies the public as required by the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) that the EPA has forwarded a draft final rule to the U.S. Department of Agriculture (USDA) entitled "Pesticides; Agricultural Worker Protection Standard; Reconsideration of the Application Exclusion Zone Amendments." The draft regulatory document is not available to the public until after it has been signed and made available to the public by EPA.
Draft Regulatory Guides: Design-Basis Floods for Nuclear Power Plants and Guidance for Assessment of Flooding Hazards Due to Water Control Structure Failures and Incidents
The U.S. Nuclear Regulatory Commission (NRC) is issuing for public comment two related draft Regulatory Guides (DG) namely DG-1290, Revision 1, "Design-Basis Floods for Nuclear Power Plants," proposed Revision 3 of Regulatory Guide (RG) 1.59 of the same name and DG-1417, "Guidance for Assessment of Flooding Hazards due to Water Control Structure Failures and Incidents," proposed new RG 1.256. DG-1290 provides guidance for applicants for new nuclear power plants (NPPs) on acceptable methods for evaluating design-basis floods and DG-1417 provides guidance for applicants on flooding hazards due to failure or other incidents at man-made water control structures including, but not limited to, dams and levees.
Safety Zone; Upper Mississippi River Mile Markers 219.5 to 218.5 Grafton, IL
The Coast Guard is establishing a temporary safety zone for the Mississippi River from mile marker (MM) 219.5 to 218.5 near Grafton, IL. The safety zone is needed to protect personnel, vessels, and the marine environment from potential hazards created by a Missouri National Guard training event near Grafton, IL. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port, Sector Upper Mississippi River.
Airworthiness Directives; The Boeing Company Airplanes
The FAA proposes to supersede Airworthiness Directive (AD) 2023-08-04, which applies to certain The Boeing Company Model 787-8, 787-9, and 787-10 airplanes. AD 2023-08-04 requires a detailed visual inspection of all door 1 and door 3 lavatory and galley potable water systems for any missing or incorrectly installed clamshell couplings, and applicable on-condition actions. Since the FAA issued AD 2023-08- 04, Boeing has discovered that some couplings did not have the required safety strap and has developed a design solution that replaces the couplings with couplings that have safety straps to address the unsafe condition. This proposed AD would retain the requirements of AD 2023- 08-04 and require a detailed inspection of all clamshell couplings for the presence and correct installation of safety straps at door 1 and door 3 lavatories and galleys with a potable water system, and applicable on-condition actions. The AD would also prohibit the installation of affected parts at inspection locations and remove Model 787-10 airplanes from the applicability. The FAA is proposing this AD to address the unsafe condition on these products.

The Coast Guard proposes to remove the operating schedule that governs the FDOT Railroad Bridge, across the Miami River, North Fork, mile 5.3, at Miami, FL. The railroad bridge is being replaced with a fixed bridge. We invite your comments on this proposed rulemaking.
Air Plan Approval; Connecticut; Low Emissions Vehicles Program
The Environmental Protection Agency (EPA) is approving a State Implementation Plan (SIP) revision submitted by the State of Connecticut on December 14, 2015. This SIP revision includes Connecticut's revised regulations for new motor vehicle emission standards. Connecticut updated its motor vehicle emission regulations to adopt California's Advanced Clean Car (ACC) I program that includes California's low emission vehicle (LEV) III criteria pollutant standards and zero-emission vehicle (ZEV) sales requirements through the 2025 model year, and greenhouse gas (GHG) emissions standards that commence in the 2017 model year. Connecticut ensured that its regulations are identical to the California standards for which a waiver has been granted, as required by the Clean Air Act (CAA).
Paper and Paper-Based Packaging Promotion, Research and Information Order; Clarifying Changes
The Agricultural Marketing Service (AMS) proposes multiple clarifying amendments to the Paper and Paper-Based Packaging Promotion, Research and Information Order (Order). The amendments include revising the definition of importer; adding a definition for partnership; clarifying the nominations process; clarifying language about in person and electronic voting for any Board meetings; updating the timing of financial reporting; and revising requirements for when exemptions can be requested. These actions would modify language in the Order to bring it up to date with current industry practices.
North Carolina: Final Authorization of State Hazardous Waste Management Program Revisions
The Environmental Protection Agency (EPA) is taking direct final action on the authorization of changes to North Carolina's hazardous waste program under the Resource Conservation and Recovery Act (RCRA), as amended. These changes were outlined in a June 26, 2023, application to the EPA. We have determined that these changes satisfy all requirements needed for final authorization.
North Carolina: Final Authorization of State Hazardous Waste Management Program Revisions
North Carolina has applied to the Environmental Protection Agency (EPA) for final authorization of changes to its hazardous waste program under the Resource Conservation and Recovery Act (RCRA), as amended. The EPA has reviewed North Carolina's application and has determined, subject to public comment, that these changes satisfy all requirements needed to qualify for final authorization. Therefore, in the "Rules and Regulations" section of this Federal Register, we are authorizing North Carolina for these changes as a final action without a prior proposed rule. If we receive no adverse comment, we will not take further action on this proposed rule.
Self-Governance PROGRESS Act Regulations
The U.S. Department of the Interior (Department), Office of the Assistant Secretary for Indian Affairs, proposes to revise the regulations that implement Tribal Self-Governance, as authorized by title IV of the Indian Self Determination and Education Assistance Act. This proposed rule has been negotiated among representatives of Self- Governance and non-Self Governance Tribes and the Department.
Safety Zone; Green River, Calhoun, KY
The Coast Guard is establishing a temporary safety zone for navigable waters of the Green River from Mile Marker 61 to 62 in Calhoun, KY. The safety zone is needed to protect personnel, vessels, and the marine environment from potential hazards created by a power line replacement due to unstable powerline poles. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port, Sector Ohio Valley.
7(a) Working Capital Pilot Program
SBA is introducing a new pilot loan program within the 7(a) Loan Program called "7(a) Working Capital Pilot" (WCP) to provide SBA 7(a) guaranteed lines of credit up to $5 million that may be used to support domestic and international transactions with SBA fees due from the Lender that operate as a function of time, charging a proportional amount for each year the facility is in use.
Airworthiness Directives; The Boeing Company Airplanes
The FAA is correcting a notice of proposed rulemaking (NPRM) that was published in the Federal Register. The NPRM proposed to issue an airworthiness directive (AD) that would apply to all The Boeing Company Model 767-200, -300, and -300F series airplanes. As published, the docket number referenced throughout the NPRM is incorrect. This document corrects that error. In all other respects, the original document remains the same; however, for clarity, the FAA is publishing the entire proposed rule in the Federal Register.

Implementation of Dynamic Line Ratings
The Federal Energy Regulatory Commission (Commission) is issuing an advance notice of proposed rulemaking presenting potential reforms to implement dynamic line ratings and, thereby, improve the accuracy of transmission line ratings. These potential reforms would require transmission line ratings to reflect solar heating based on the sun's position and forecastable cloud cover and require transmission line ratings to reflect forecasts of wind conditions on certain transmission lines. The potential reforms would also ensure transparency in the development and implementation of dynamic line ratings and enhance data reporting practices related to congestion in non-regional transmission organization/independent system operator regions to identify candidate transmission lines for the requirement to reflect forecasts of wind conditions. The Commission invites all interested persons to submit comments on the potential reforms and in response to specific questions.
Federal Motor Vehicle Safety Standards; Rear Impact Guards; Rear Impact Protection; Denial of Petition for Rulemaking
This document denies a petition for rulemaking from Jerry and Marianne Karth, Eric Hein, and Lois Durso-Hawkins, requesting that NHTSA amend Federal Motor Vehicle Safety Standards (FMVSS) No. 223, "Rear impact guards," and FMVSS No. 224, "Rear impact protection," to include additional requirements. The agency is denying the petition because it does not provide new or different information that would warrant initiation of a rulemaking at this time. This document also discusses NHTSA's consideration of a similar petition from the same petitioners submitted to the docket of the July 15, 2022 final rule amending FMVSS Nos. 223 and 224.
Endangered and Threatened Wildlife and Plants; Threatened Species Status for Pearl River Map Turtle With Section 4(d) Rule; and Threatened Species Status for Alabama Map Turtle, Barbour's Map Turtle, Escambia Map Turtle, and Pascagoula Map Turtle Due to Similarity of Appearance With Section 4(d) Rule
We, the U.S. Fish and Wildlife Service (Service), list the Pearl River map turtle (Graptemys pearlensis), a freshwater turtle species from the Pearl River drainage in Mississippi and Louisiana as a threatened species with 4(d) protective regulations under the Endangered Species Act of 1973 (Act), as amended. Due to similarity of appearance, we also list the Alabama map turtle (Graptemys pulchra), Barbour's map turtle (Graptemys barbouri), Escambia map turtle (Graptemys ernsti), and Pascagoula map turtle (Graptemys gibbonsi) as threatened species with 4(d) protective regulations under the Act. This rule adds these species to the List of Endangered and Threatened Wildlife.

The U.S. Nuclear Regulatory Commission (NRC) is amending its spent fuel storage regulations by revising the Holtec International HI- STORM Flood/Wind Multi-purpose Canister Storage System listing within the "List of approved spent fuel storage casks" to include Amendment No. 7 to Certificate of Compliance No. 1032. Amendment No. 7 revises the certificate of compliance to add a new overpack, add new multi- purpose canisters MPC-44 and MPC-37P, and add new fuel type 10x10J to approved content. Amendment No. 7 also incorporates other technical changes and several editorial changes.

Regulations Enhancing the Administration of the Antidumping and Countervailing Duty Trade Remedy Laws
Pursuant to Title VII of the Tariff Act of 1930, as amended (the Act), the U.S. Department of Commerce (Commerce) proposes to update its trade remedy regulations to enhance the administration of the antidumping duty (AD) and countervailing duty (CVD) laws. Specifically, Commerce proposes to codify existing procedures and methodologies and create or revise regulatory provisions relating to several matters including the collection of cash deposits, application of antidumping rates in nonmarket economy proceedings, calculation of an all-others' rate, selection of examined respondents, and attribution of subsidies received by cross-owned input producers and utility providers to producers of subject merchandise.

Air Plan Revisions; California; Eastern Kern Air Pollution Control District; Tehama County Air Pollution Control District; San Diego County Air Pollution Control District Emissions Statement Requirements
The Environmental Protection Agency (EPA) is proposing to approve revisions, under the Clean Air Act (CAA or "Act"), to portions of the California State Implementation Plan (SIP) regarding emissions statements (ES) requirements for the 2015 ozone national ambient air quality standards (NAAQS). In addition, we are proposing that the following California nonattainment areas (NAAs) meet the ES requirements for the 2015 ozone NAAQS: Tuscan Buttes, Kern County (Eastern Kern), and San Diego County. We are taking comments on this proposal and plan to follow with a final action.
Tribal Transportation Facility Bridge Program
This final rule amends the existing Tribal Transportation Program Bridge Program, formerly known as the Indian Reservation Road (IRR) Bridge Program, by renaming it the Tribal Transportation Facility Bridge Program (TTFBP) to comply with the changes made in the Moving Ahead for Progress in the 21st Century Act (MAP-21), carried on through the Fixing America's Surface Transportation (FAST) Act, and the recent changes made by the Bipartisan Infrastructure Law (BIL), enacted as the Infrastructure Investment and Jobs Act (IIJA). It also removes references to terms such as structurally deficient, functionally obsolete, and sufficiency rating. These updates aligned the TTFBP terminology for bridge conditions with the terminology used for State departments of transportation (State DOT) in the Federal-aid highway program. This change established consistent terminology for classifying and referring to bridge conditions.
Identification of Basket Contract Transactions as Listed Transactions
This document contains proposed regulations that would identify transactions that are the same as, or substantially similar to, certain basket contract transactions as listed transactions, a type of reportable transaction. Material advisors and certain participants in these listed transactions would be required to file disclosures with the IRS and would be subject to penalties for failure to disclose. The proposed regulations would affect participants in these transactions as well as material advisors. This document also provides notice of a public hearing on the proposed regulations.
Intercountry Adoption: Regulatory Changes to Accreditation and Approval Regulations in Intercountry Adoption
The Department of State (the Department) publishes a final rule revising the Code of Federal Regulations to amend requirements for accreditation and approval by the United States to provide adoption services in intercountry adoption cases. This rule amends regulations to provide clarification, updates, or other adaptation of familiar accreditation and approval standards for intercountry adoption. It also includes a new section with alternative procedures for primary providers that apply in intercountry adoption by relatives. The new regulations for adoption by relatives simplify and streamline the adoption process by limiting the number of adoption services the primary provider must provide. The final rule emphasizes that accredited agencies and approved persons comply with all applicable laws in foreign countries where they provide adoption services.
Safety Zone; Corpus Christi Ship Channel, Corpus Christi, TX
The Coast Guard is establishing a temporary safety zone for certain navigable waters of the Corpus Christi Ship Channel. The safety zone is needed to protect personnel, vessels, and the marine environment from potential hazards created by the removal of pipeline from the floor of the Corpus Christi Ship Channel near mile markers 55 and 56. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port, Sector Corpus Christi, or a designated representative.
Safety Zone; Captain of the Port Corpus Christi, TX
The Coast Guard is establishing a temporary safety zone for all navigable waters of the Captain of the Port Zone from the Mexico/US Border north to the Colorado Locks as defined in 33 CFR 3.40-35. This safety zone is being established to safeguard vessels, ports and waterfront facilities from damage due to Hurricane Beryl. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port, Sector Corpus Christi, or a designated representative.
Special Conditions: Gulfstream Aerospace Corporation (Gulfstream) Model GVII-G400 Airplane; Seats With Inflatable Lapbelts
These special conditions are issued for the Gulfstream Model GVII-G400 airplane. This airplane will have a novel or unusual design feature when compared to the state of technology envisioned in the airworthiness standards for transport-category airplanes. This design feature is seating with inflatable lapbelts. The applicable airworthiness regulations do not contain adequate or appropriate safety standards for this design feature. These special conditions contain the additional safety standards that the Administrator considers necessary to establish a level of safety equivalent to that established by the existing airworthiness standards.
Olives Grown in California; Decreased Assessment Rate
This action decreases the assessment rate established for the 2024 fiscal year and subsequent fiscal years for California olives as recommended by the California Olive Committee. The assessment rate will remain in effect indefinitely unless modified, suspended, or terminated.
Cranberries Grown in Massachusetts, et al.; Termination of Marketing Order and Data Collection Requirements for Cranberries Not Subject to the Marketing Order
This rulemaking terminates Federal Marketing Order No. 929 regulating the handling of cranberries grown in the States of Massachusetts, Rhode Island, Connecticut, New Jersey, Wisconsin, Michigan, Minnesota, Oregon, Washington, and Long Island in the State of New York, and the rules and regulations issued thereunder. The data collection, reporting and recordkeeping requirements applicable to cranberries not subject to the marketing order are also terminated (7 CFR part 926). This rulemaking also removes the marketing order from the Code of Federal Regulations.
Special Local Regulation; San Francisco Bay, San Francisco, CA
The Coast Guard is establishing a temporary special local regulation in the navigable waters of San Francisco Bay for the San Francisco Sail Grand Prix, Season 4 race periods on July 12, 2024, through July 14, 2024. This special local regulation is necessary to ensure the safety of mariners transiting the area from the dangers associated with high-speed sailing activities. This rule temporarily prohibits entering, transiting through, anchoring, blocking, or loitering within the event area near the Golden Gate Bridge and Alcatraz Island, unless authorized.
Airworthiness Directives; Bombardier, Inc., Airplanes
The FAA is adopting a new airworthiness directive (AD) for certain Bombardier, Inc., Model CL-600-2B16 (604 Variant) airplanes. This AD was prompted by a report of sparking due to damaged wire insulation in the fueling adapter. This AD requires inspecting the electrical wires attached to the airplane connector located behind the fuel scupper for damage, and all applicable related investigative and corrective actions. The FAA is issuing this AD to address the unsafe condition on these products.
Airworthiness Directives; Dassault Aviation Airplanes
The FAA is adopting a new airworthiness directive (AD) for certain Dassault Aviation Model FALCON 7X airplanes. This AD was prompted by a determination that non-conforming washers may have been installed in production on engine 1 and 3 forward yokes. This AD requires a one-time inspection for non-conforming washers and, depending on findings, related investigative and corrective actions, as specified in a European Union Aviation Safety Agency (EASA) AD, which is incorporated by reference. The FAA is issuing this AD to address the unsafe condition on these products.

The Coast Guard will enforce a safety zone near Mercer Island, WA for an annual fireworks display in the Captain of the Port, Sector Puget Sound area of responsibility on July 13, 2024 and July 14, 2024 to provide for the safety of life on navigable waterways during this event. Our regulation for marine events within the Thirteenth Coast Guard District identifies the regulated area for this event near Mercer Island, WA. No vessel operator may enter, transit, moor, or anchor within the safety zone, except for vessels authorized by the Captain of the Port, Sector Puget Sound or a Designated Representative.

Disclosure Requirements and Prohibitions Concerning Franchising
The Federal Trade Commission ("FTC" or "Commission") announces revised monetary thresholds for three exemptions from the Franchise Rule. The FTC is required to adjust the size of the monetary thresholds every fourth year based upon changes in the Consumer Price Index for All Urban Consumers ("CPI-U") published by the Department of Labor.
Fisheries Off West Coast States; Coastal Pelagic Species Fisheries; Interim Specifications and Management Measures for Pacific Sardine
This final rule implements interim annual harvest specifications and management measures for the northern subpopulation of Pacific sardine (hereafter, Pacific sardine), pursuant to an order issued on June 28, 2024, by the U.S. District Court for the Northern District of California in Oceana, Inc., v. Raimondo, et al., No. 5:21- cv-05407-VKD (N.D. Cal., filed July 14, 2021). Specifically, this rule re-instates the annual specifications and management measures that were in place for the 2023-2024 fishing year in whole, until August 1, 2024.
Updates to Floodplain Management and Protection of Wetlands Regulations To Implement the Federal Flood Risk Management Standard
On October 2, 2023, the Federal Emergency Management Agency (FEMA) published a notice of proposed rulemaking (NPRM) and supplementary policy that proposed to implement the Federal Flood Risk Management Standard (FFRMS) and update the agency's 8-step decision- making process for floodplain reviews by changing how FEMA defines a floodplain with respect to certain actions and how FEMA uses natural systems, ecosystem processes, and nature-based approaches when developing alternatives to locating a proposed action in the floodplain. After a careful review of the public comments received, FEMA is now issuing a final rule that implements the proposed rule, with some minor amendments.
Safety Zone; Annual Fireworks Displays Within the Sector Columbia River Captain of the Port Zone
The Coast Guard will enforce safety zone regulations at various locations in the Sector Columbia River Captain of the Port Zone from July 3, 2024 to July 27, 2024, to provide for the safety of life on navigable waters during fireworks displays. The regulation for fireworks displays within the Thirteenth Coast Guard District designates safety zones and identifies approximate dates for these events. Specific dates and times are identified in this notice. These regulations prohibit persons and vessels from being in the safety zones unless authorized by the Captain of the Port Sector Columbia River or a designated representative.
Special Local Regulation; Marine Events; Annual Bayview Mackinac Race, Lake Huron, MI
The Coast Guard will enforce special local regulations for the annual Bayview Yacht Club Port Huron to Mackinac Race. This special local regulation is necessary to safely control vessel movements in the vicinity of the race and provide for the safety of the general boating public and commercial shipping. During this enforcement period, no person or vessel may enter the regulated area without the permission of the Coast Guard Patrol Commander (PATCOM).
Valparaiso, Florida Terminal Area; Correction
On June 24, 2024, the Federal Aviation Administration (FAA) published the subject final rule in the Federal Register. In that final rule, the FAA amended five boundary coordinates contained within the Valparaiso, Florida, terminal area to ensure that the published boundaries matched the actual relation to both the U.S. shoreline and overlying restricted airspace to maintain aeronautical chart accuracy and consistency but failed to amend a sixth point. This action corrects that error. Additionally, the FAA intended to make this final rule effective to align with the 56-day chart cycle. The original rule's effective date does not align with a chart cycle publication date, and this action corrects it to align with the October 31, 2024, chart cycle.
Air Plan Approval; New Hampshire; Ambient Air Quality Standards
The Environmental Protection Agency (EPA) is proposing to approve most of a State Implementation Plan (SIP) revision submitted by the State of New Hampshire. This revision updates the State regulation containing ambient air quality standards. EPA is proposing to approve all the State's updated standards, except the primary annual fine particle (PM2.5) standard, which we propose to conditionally approve because it does not match EPA's current National Ambient Air Quality Standard for PM2.5. This action is being taken under the Clean Air Act (CAA).
Air Plan Approval; Minnesota; Second Period Regional Haze Plan
The Environmental Protection Agency (EPA) is proposing to approve the Regional Haze State Implementation Plan (SIP) revision submitted by the Minnesota Pollution Control Agency (Minnesota) on December 20, 2022, as satisfying applicable requirements under the Clean Air Act (CAA) and EPA's Regional Haze Rule (RHR) for the program's second implementation period. Minnesota's SIP submission addresses the requirement that states must periodically revise their long-term strategies for making reasonable progress towards the national goal of preventing any future, and remedying any existing, anthropogenic impairment of visibility, including regional haze, in mandatory Class I Federal areas. The SIP submission also addresses other applicable requirements for the second implementation period of the regional haze program. EPA is taking this action pursuant to sections 110 and 169A of the CAA.
Draft Policy Statement on Special Class Rotorcraft
The FAA invites public comment on the agency's draft policy statement PS-AIR-21.17-02, "Special Class Rotorcraft." This proposed policy would identify certain rotorcraft as special class.

We, NMFS, announce the extension of the public comment period on our May 14, 2024, proposed rule to issue protective regulations under section 4(d) of the Endangered Species Act (ESA) for the conservation of the threatened oceanic whitetip shark (Carcharhinus longimanus). As part of that proposed action, we solicited comment on the proposed rule, a draft environmental assessment (EA), and an initial regulatory flexibility analysis (IRFA) over a 60-day period, to end on July 15, 2024. Today, we extend the public comment period by 60 days to September 15, 2024, and announce that we will be holding one or more public hearings on the proposed rule. Comments previously submitted do not need to be resubmitted, as they will be fully considered in the agency's proposed action.
Airworthiness Directives; The Boeing Company Airplanes
The FAA is adopting a new airworthiness directive (AD) for all The Boeing Company Model 737-8, 737-9, and 737-8200 airplanes and Model 737-700, -800, and -900ER series airplanes. This AD was prompted by multiple reports of passenger service unit (PSU) oxygen generators shifting out of position within their associated PSU assemblies because of a retention failure. This AD requires a general visual inspection of the PSU oxygen generator installation to determine the configuration of the thermal pads of the retention straps and applicable on-condition actions. This AD also prohibits the installation of affected parts. The FAA is issuing this AD to address the unsafe condition on these products.
Safety Zone; Missouri River, Mile Marker 27-366
The Coast Guard is establishing a temporary safety zone on the waters of the Missouri River from mile markers 27 to 366. The safety zone is to protect personnel, vessels, and the marine environment from potential hazards created by high water levels and levee conditions. Entry of vessels or persons into the zone is prohibited unless specifically authorized by the Captain of the Port, Sector Upper Mississippi River or a designated representative.
Advisory Committee; Allergenic Products Advisory Committee; Termination; Removal From List of Standing Committees
The Food and Drug Administration (FDA or Agency) is announcing the termination of the Allergenic Products Advisory Committee, Center for Biologics Evaluation and Research. This document announces the reasons for termination and removes the Allergenic Products Advisory Committee from the Agency's list of standing advisory committees.
