In compliance with the National Environmental Policy Act of 1969, as amended (NEPA), and the Federal Land Policy and Management Act of 1976, as amended (FLPMA), the Bureau of Land Management (BLM) Yuma Field Office, Yuma, Arizona, intends to prepare an Environmental Impact Statement (EIS) to consider the effects of the Jove Solar Project (Jove Solar), an up to 600-megawatt (MW) solar photovoltaic (PV) project and battery storage system proposed on 3,495 acres of BLM-administered land in La Paz County, Arizona, and by this notice is announcing the beginning of the scoping process to solicit public comments and identify issues. The BLM also announces the segregation of the 3,495 acres of public lands from appropriation under the public land laws, including the Mining Law, but not the Mineral Leasing or Materials Acts, for a period of 2 years from the date of publication of this notice, subject to valid existing rights. This segregation will facilitate the orderly administration of the public lands while the BLM considers potential solar development on the described parcel.

In accordance with the Paperwork Reduction Act of 1995, FAA invites public comments about our intention to request the Office of Management and Budget (OMB) approval for a new information collection. The initial Federal Register Notice with a 60-day comment period soliciting comments on the following collection of information was published on April 26, 2022. The collection involves the possibility for airplane manufacturers, for which a newly built airplane is subject to the applicability of Annex 16, Volume III of the Convention on Civil Aviation (hereinafter the ``Chicago Convention''), to submit an electronic datasheet to the FAA for posting to the CO2 Certification Database (CO2DB). The information to be collected will be necessary because of FAA's commitment to help (a) provide publicly available data on the CO2 Metric Value (MV) which represents a measure of fuel burn performance of airplane types against CO2 technology/design standards, (b) track and communicate the improvement in airplane CO2 MVs over time and (c) provide an incentive to improve the CO2 MV of airplane types.

By email dated November 14, 2022, the European Union Aviation Safety Agency (EASA) requested that the FAA extend the public-comment deadline December 22, 2022 to facilitate harmonizing FAA and EASA criteria for powered-lift. The FAA proposes to supersede Airworthiness Directive (AD) 2020-22-16, AD 2021-16-01, and AD 2022-04-03, which apply to certain Airbus SAS Model A318, A320 and A321 series airplanes; and Model A319- 111, -112, -113, -114, -115, -131, -132, -133, -151N, and -153N airplanes. AD 2020-22-16, AD 2021-16-01, and AD 2022-04-03 require revising the existing maintenance or inspection program, as applicable, to incorporate new or more restrictive airworthiness limitations. Since the FAA issued AD 2020-22-16, AD 2021-16-01, and AD 2022-04-03, the FAA has determined that new or more restrictive airworthiness limitations are necessary. This proposed AD would continue to require the actions in AD 2020-22-16, AD 2021-16-01, and AD 2022-04-03, and would require revising the existing maintenance or inspection program, as applicable, to incorporate additional new or more restrictive airworthiness limitations, as specified in a European Union Aviation Safety Agency (EASA) AD, which is proposed for incorporation by reference (IBR). The FAA is proposing this AD to address the unsafe condition on these products.

The FAA proposes to adopt a new airworthiness directive (AD) for all Bombardier, Inc., Model CL-600-1A11 (600), CL-600-2A12 (601), and CL-600-2B16 (601-3A, 601-3R, and 604 Variants) airplanes. This proposed AD was prompted by a determination that, due to a lack of flightcrew awareness, smoke hoods with a certain part number installed throughout the airplane could be mistaken for protective breathing equipment (PBE). This proposed AD would require an inspection or records review to determine if any smoke hood with a certain part number is installed in any location on the airplane and, depending on the results, removing the smoke hood and associated placards and installing new placards. The FAA is proposing this AD to address the unsafe condition on these products.
