Anti-Money Laundering Regulations for Residential Real Estate Transfers
FinCEN is issuing a final rule to require certain persons involved in real estate closings and settlements to submit reports and keep records on certain non-financed transfers of residential real property to specified legal entities and trusts on a nationwide basis. Transfers made directly to an individual are not covered by this rule. This rule describes the circumstances in which a report must be filed, who must file a report, what information must be provided, and when a report is due. These reports are expected to assist the U.S. Department of the Treasury, law enforcement, and national security agencies in addressing illicit finance vulnerabilities in the U.S. residential real estate sector, and to curtail the ability of illicit actors to anonymously launder illicit proceeds through transfers of residential real property, which threatens U.S. economic and national security.
International Fisheries; Western and Central Pacific Fisheries for Highly Migratory Species; Changes to Purse Seine Fish Aggregating Device Closure Periods
Under authority of the Western and Central Pacific Fisheries Convention Implementation Act (WCPFC Implementation Act), NMFS issues this final rule to shorten the duration of fish aggregating device (FAD) closure periods for the U.S. purse seine fishery. This action is necessary to satisfy the obligations of the United States under the Convention on the Conservation and Management of Highly Migratory Fish Stocks in the Western and Central Pacific Ocean (Convention), to which it is a Contracting Party.

Rhode Island: Final Authorization of State Hazardous Waste Management Program; Revisions and Corrections
The State of Rhode Island Department of Environmental Management (RIDEM) has applied to the Environmental Protection Agency (EPA) for final authorization of revisions to its hazardous waste program under the Resource Conservation and Recovery Act (RCRA), as amended. The EPA has reviewed Rhode Island's application and has determined that Rhode Island's hazardous waste program revision satisfies all of the requirements necessary to qualify for final authorization. Additionally, this document corrects errors made in the State authorization citations published in the March 12, 1990, March 5, 1992, October 2, 1992, and August 9, 2002 Federal Register. The EPA is authorizing the State program revisions through this final action. In the "Proposed Rules" section of this Federal Register, the EPA is also publishing a separate document that serves as the proposal to authorize these revisions. Unless the EPA receives written comments that oppose this authorization during the comment period, the decision to authorize Rhode Island's revisions to its hazardous waste program will take effect.
Proposed Establishment of the Rancho Guejito Viticultural Area
The Alcohol and Tobacco Tax and Trade Bureau (TTB) proposes to establish the 32,360-acre "Rancho Guejito" American viticultural area (AVA) in San Diego County, California. The proposed AVA is located entirely within the existing South Coast AVA and would partially overlap the existing San Pasqual Valley AVA. TTB designates viticultural areas to allow vintners to better describe the origin of their wines and to allow consumers to better identify wines they may purchase. TTB invites comments on these proposals.
Medical Devices and Device-Led Combination Products; Voluntary Malfunction Summary Reporting for Manufacturers
The Food and Drug Administration (FDA, Agency, or we) is announcing a minor, technical modification to an alternative that permits manufacturer reporting of certain device malfunction medical device reports (MDRs) in summary form on a quarterly basis. We refer to this alternative as the "Voluntary Malfunction Summary Reporting Program."
Great Lakes Pilotage Rates-2025 Annual Review
In accordance with the statutory provisions enacted by the Great Lakes Pilotage Act of 1960, on August 5, 2024, the Coast Guard published a notice of proposed rulemaking the Coast Guard is proposing new pilotage rates for 2025. The Coast Guard is extending the comment period of the Great Lakes Pilotage Rates2025 Annual Review notice of proposed rulemaking for 15 days. The extension is intended to keep the comment window open until after the Great Lakes Pilotage Advisory Committee meeting on September 6, 2024. Participation in this meeting will allow stakeholders to better understand the issues at play and to submit more informed public comments.
Energy Conservation Program: Energy Conservation Standards for Commercial Refrigerators, Freezers, and Refrigerator-Freezers
On October 10, 2023, the U.S. Department of Energy ("DOE") published a notice of proposed rulemaking ("NOPR"), in which DOE proposed new and amended energy conservation standards for commercial refrigerators, freezers, and refrigerator-freezers. In this notification of data availability ("NODA"), DOE is providing updated analytical results that reflect updates to the analysis that DOE is considering based on feedback received in response to the October 10, 2023, NOPR. DOE requests comments, data, and information regarding the updated analyses.

Pseudomonas Chlororaphis IPD072Aa Protein; Exemption From the Requirement of a Tolerance
This regulation establishes an exemption from the requirement of a tolerance for residues of Pseudomonas chlororaphis IPD072Aa protein in or on maize (hereafter IPD072Aa protein) when used as a Plant-Incorporated Protectant (PIP) in or on the food and feed commodities of corn: corn, field; corn, sweet; and corn, pop. Pioneer Hi-Bred International, Inc., submitted a petition to EPA under the Federal Food, Drug, and Cosmetic Act (FFDCA), requesting an exemption from the requirement of a tolerance. This regulation eliminates the need to establish a maximum permissible level for residues of IPD072Aa protein.

Fuels Regulatory Streamlining Amendments
This action proposes revisions, updates, and corrections to EPA's streamlined fuel quality regulations. This action does not propose to change the stringency of the existing fuel quality standards.
Airworthiness Directives; MD Helicopters, LLC, Helicopters
The FAA proposes to adopt a new airworthiness directive (AD) for certain MD Helicopters, LLC, Model 369 (Army YOH-6A), 369A (Army OH-6A), 369D, 369E, 369F, 369FF, 369H, 369HE, 369HM, 369HS, 500N, and 600N helicopters. This proposed AD was prompted by multiple reports of cracked tail rotor (T/R) pedal support brackets. This proposed AD would require repetitively inspecting certain part-numbered T/R pedal support brackets and depending on the results, replacing the T/R pedal support bracket or refinishing any exposed areas. This proposed AD would also prohibit installing certain part-numbered T/R pedal support brackets. The FAA is proposing this AD to address the unsafe condition on these products.
Medicare and Medicaid Programs and the Children's Health Insurance Program; Hospital Inpatient Prospective Payment Systems for Acute Care Hospitals and the Long-Term Care Hospital Prospective Payment System and Policy Changes and Fiscal Year 2025 Rates; Quality Programs Requirements; and Other Policy Changes
This final rule revises the Medicare hospital inpatient prospective payment systems (IPPS) for operating and capital-related costs of acute care hospitals; makes changes relating to Medicare graduate medical education (GME) for teaching hospitals; updates the payment policies and the annual payment rates for the Medicare prospective payment system (PPS) for inpatient hospital services provided by long-term care hospitals (LTCHs); and makes other policy- related changes.

Safety Zones; Annual Fireworks Displays Within the Puget Sound
The Coast Guard will enforce the safety zone regulation for the Mukilteo Lighthouse Festival to provide for the safety of life on navigable waters on the Possession Sound, Seattle, Washington during an annual fireworks display. This safety zone will consist of all navigable waters within a 450-yard radius surrounding the event's launch site. Our regulation for safety zones within the Captain of the Port Puget Sound (COTP) Area of Responsibility identifies the specific location for this launch site and the corresponding safety zone for the event.
Fisheries of the Northeastern United States; Scup Fishery; Adjustment to the 2024 Winter II Quota
NMFS adjusts the 2024 Winter II commercial scup quota and per- trip Federal landing limit. This action is necessary to comply with regulations implementing Framework Adjustment 3 to the Summer Flounder, Scup, and Black Sea Bass Fishery Management Plan that established the rollover of unused commercial scup quota from the Winter I to the Winter II period. This notification informs the public of the quota and trip limit changes.
Diplomatic Agent-Level Immunity
The Vienna Convention on Diplomatic Relations defines "diplomatic agent" and the level of immunity enjoyed by a diplomatic agent. However, because some other individuals who are not themselves "diplomatic agents" as defined in the VCDR also enjoy what is known as "diplomatic agent-level immunity," the Department of State is promulgating this regulation to clearly and correctly define which foreign persons enjoy diplomatic agent-level immunity within the United States and clarify that the determination of who enjoys diplomatic agent-level immunity and lesser status-based immunity, which is both legal and factual in nature, is made by the Department of State.
Draft Regulatory Guides: Criteria for Power Systems for Nuclear Power Plants and Criteria for the Protection of Class 1E Power Systems and Equipment for Nuclear Power Plants
The U.S. Nuclear Regulatory Commission (NRC) is issuing for public comment two related draft Regulatory Guides (DGs) namely DG- 1420, "Criteria for Power Systems for Nuclear Power Plants," and DG- 1354, "Criteria for the Protection of Class 1E Power Systems and Equipment for Nuclear Power Plants." DG-1420 is proposed Revision 4 to Regulatory Guide (RG) 1.32 of the same name and DG-1354 is newly proposed Revision 0 of RG 1.238. DG-1420 describes an approach that is acceptable to the NRC staff to meet regulatory requirements for the design, operation, and testing of electric power systems in nuclear power plants. DG-1354 describes an approach that is acceptable to the NRC staff for use in complying with NRC regulations that address the protection of Class 1E power systems and equipment at nuclear power plants.
Regulated Navigation Area; Port of Miami, Miami, FL
The Coast Guard is proposing to establish a regulated navigation area for certain waters surrounding the Port of Miami. This action is necessary to provide for the safety of life and promote national security by enhancing the protection of increased high-risk vessel traffic and reducing the navigational hazards of the mariners who operate throughout the port. This rulemaking would establish a slow speed zone throughout Fisherman's Channel and the Main Ship Channel for vessels less than 50 meters in length. We invite your comments on this proposed rulemaking.
Special Local Regulation; Olympia Harbor Days Tugboat Races, Budd Inlet, WA
The Coast Guard will enforce a special local regulation for the Olympia Harbor Days Tugboat Races from 12 until 3 p.m. on September 1, 2024, to ensure the safety of life on the navigable waters of Budd Inlet during the event. During the enforcement period, no person or vessel may enter the regulated area without permission from the on- scene patrol craft.
Special Conditions: Skyryse, Robinson Helicopter Company Model R66 Helicopter; Interaction of Systems and Structures
This action proposes special conditions for the Robinson Helicopter Company (Robinson) Model R66 helicopter. This helicopter, as modified by Skyryse, will have a novel or unusual design feature when compared to the state of technology envisioned in the airworthiness standards for normal category helicopters. This design feature is a novel control input and fly-by-wire (FBW) system. The applicable airworthiness regulations do not contain adequate or appropriate safety standards for this design feature. These proposed special conditions contain the additional safety standards that the Administrator considers necessary to establish a level of safety equivalent to that established by the existing airworthiness standards.
Airworthiness Directives; Embraer S.A. (Type Certificate Previously Held by Yaborã Indústria Aeronáutica S.A.; Embraer S.A.; Empresa Brasileira de Aeronáutica S.A. (EMBRAER)) Airplanes
The FAA proposes to adopt a new airworthiness directive (AD) for all Embraer S.A. Model EMB-135ER, -135KE, -135KL, and -135LR airplanes; and Model EMB-145, -145EP, -145ER, -145LR, -145MP, -145MR, and -145XR airplanes. This proposed AD was prompted by a structural assessment that indicated certain central fuselage longitudinal splices are subjected to fatigue damage on multiple sites due to loose fasteners, which may reduce the structural residual strength below the required levels. This proposed AD would require performing repetitive inspections of certain upper central fuselage longitudinal splices and reporting the inspection results, as specified in an Ag[ecirc]ncia Nacional de Avia[ccedil][atilde]o Civil (ANAC) AD, which is proposed for incorporation by reference (IBR). This proposed AD would also require performing corrective actions if necessary. The FAA is proposing this AD to address the unsafe condition on these products.
AmeriCorps State and National Updates
The Corporation for National and Community Service (operating as AmeriCorps) is requesting public comment on a proposal to revise AmeriCorps State and National program regulations on the number of terms for which AmeriCorps will fund living allowances and other benefits for members. The proposal would provide that AmeriCorps funding may be used for living allowances and other benefits for members for as long as it takes the members to either earn the aggregate value of two Segal Education Awards or four terms, whichever is longer.
Implementation of Additional Sanctions Against Russia and Belarus Under the Export Administration Regulations (EAR); and Corrections
In this final rule, the Bureau of Industry and Security (BIS) makes changes to the Russian and Belarusian sanctions under the Export Administration Regulations (EAR). This final rule expands the scope of the Russia/Belarus-Military End User (MEU) Foreign-Direct Product (FDP) rule, and renames it accordingly, so that the rule will also apply to transactions involving entities on the Entity List that pose a significant risk of involvement in the supply or diversion of items subject to the EAR to procurement networks for Russia's and Belarus's defense industry or intelligence services. This final rule also adds controls on the export, reexport, or transfer (in-country) to or within Russia or Belarus of "software" for the operation of computer numerical control (CNC) machine tools. In addition, this final rule makes corrections and clarifications to certain aspects of the EAR's Russia and Belarus sanctions.
Revisions to the Entity List
In this rule, the Bureau of Industry and Security (BIS) amends the Export Administration Regulations (EAR) by adding 123 entities under 131 entries to the Entity List. These entries are listed on the Entity List under the destinations of Canada (1), the People's Republic of China (China) (42), the Crimea Region of Ukraine (1), Cyprus (1), Iran (11), Kazakhstan (1), Kyrgyzstan (1), Russia (63), Turkey (8), Ukraine (1), and the United Arab Emirates (UAE) (1). Three entities are added to the Entity List under two destinations and two entities are added to the Entity List under three destinations, which accounts for the difference in the totals. These entities have been determined by the U.S. Government to be acting contrary to the national security or foreign policy interests of the United States.

National Resource Centers Program and Foreign Language and Area Studies Fellowships Program
The U.S. Department of Education (Department) amends the regulations that govern the National Resource Centers (NRC) Program, Assistance Listing Number 84.015A, and the Foreign Language and Area Studies (FLAS) Fellowships Program, Assistance Listing Number 84.015B. These regulations clarify interpretations of statutory language, redesign the selection criteria, and make necessary updates based upon program management experience. These regulations remove ambiguity and redundancy in the selection criteria and definitions of key terms, improve the application process, and align the administration of these programs with developments in modern foreign language and area studies education.
System Safety Assessments
The FAA is amending certain airworthiness regulations to standardize the criteria for conducting safety assessments for systems, including flight controls and powerplants, installed on transport category airplanes. With this action, the FAA seeks to reduce risk associated with airplane accidents and incidents that have occurred in service, and reduce risk associated with new technology in flight control systems. The intended effect of this rulemaking is to improve aviation safety by making system safety assessment (SSA) certification requirements more comprehensive and consistent.
Fisheries of the Caribbean, Gulf of Mexico, and South Atlantic; Fishery Management Plans of Puerto Rico, St. Croix, and St. Thomas and St. John; Amendment 2
The Caribbean Fishery Management Council (Council) has submitted Amendment 2 to the Puerto Rico Fishery Management Plan (FMP), Amendment 2 to the St. Croix FMP, and Amendment 2 to the St. Thomas and St. John FMP (jointly Amendment 2) for review, approval, and implementation by NMFS. If approved by the Secretary of Commerce, Amendment 2 would prohibit and restrict the use of certain net gear in U.S. Caribbean Federal waters and would require a descending device be available and ready for use on vessels when fishing for federally managed reef fish in U.S. Caribbean Federal waters. The purpose of Amendment 2 is to protect habitats and species from the potential negative impacts associated with the use of certain net gear and to enhance the survival of released reef fish in U.S. Caribbean Federal waters.
Establishment of Multiple United States Area Navigation (RNAV) Routes; Eastern United States
This action establishes United States Area Navigation (RNAV) Routes Q-147, Q-149, and T-484 in the eastern United States. This action supports FAA Next Generation Air Transportation System (NextGen) efforts to provide a modern RNAV route structure to improve the safety and efficiency of the National Airspace System (NAS).
Establishment of Class E Airspace; Zeeland, MI
This action proposes to establish Class E airspace at Zeeland, MI. The FAA is proposing this action due to the development of new public instrument procedures at The Ottawa Executive Airport, Zeeland, MI, and to support instrument flight rule (IFR) operations.
Migratory Bird Hunting; Final 2024-25 Frameworks for Migratory Bird Hunting Regulations
The U.S. Fish and Wildlife Service (Service or we) is establishing the final frameworks from which States may select season dates, limits, and other options for the 2024-25 migratory game bird hunting season. We annually prescribe outside limits (which we call frameworks) within which States may select hunting seasons. Frameworks specify the outside dates, season lengths, shooting hours, bag and possession limits, and areas where migratory game bird hunting may occur. These frameworks are necessary to allow State selections of seasons and limits and to allow harvest at levels compatible with migratory game bird population status and habitat conditions. Migratory game bird hunting seasons provide opportunities for recreation and sustenance, and aid Federal, State, and Tribal governments in the management of migratory game birds.
Fair and Competitive Livestock and Poultry Markets
The Agricultural Marketing Service (AMS) is extending the public comment period an additional 15 days regarding proposed revisions to the regulations under the Packers and Stockyards Act, 1921, that promote fair and competitive markets in the livestock, meats, poultry, and live poultry markets.
Approval and Promulgation of Air Quality Implementation Plans; Texas; Federal Implementation Plan for the Rusk-Panola Sulfur Dioxide Nonattainment Area
The Environmental Protection Agency (EPA) is proposing a Federal Implementation Plan (FIP) to establish enforceable emission limits for attaining the 2010 1-hour sulfur dioxide (SO2) primary national ambient air quality standard (NAAQS) for the Rusk and Panola Counties, Texas nonattainment area (Rusk-Panola area). The EPA is proposing the FIP to address deficiencies in Texas' 2022 Rusk-Panola area attainment State Implementation Plan (SIP) revision, as identified in the EPA's proposed limited approval and limited disapproval of that SIP, and which can be found in the same docket as this action. Under the limited approval, if finalized, the entire SIP submission would become federally enforceable. The limited disapproval, if finalized, would trigger the 2-year deadline for EPA to finalize a FIP that addresses the deficiencies in the SIP as well as the 18-month deadline to impose mandatory emission offsets and highway funding sanctions. The EPA is proposing to determine that the proposed FIP would provide for attainment of the 2010 1-hour primary SO2 NAAQS in the Rusk- Panola SO2 nonattainment area and meets the other applicable requirements under the Clean Air Act (CAA).
Incarcerated People's Communications Services; Implementation of the Martha Wright-Reed Act; Rates for Interstate Inmate Calling Services
In this document, the Federal Communications Commission (Commission) addresses and resolves multiple pending petitions in the incarcerated people's communications services (IPCS) proceeding. The Commission grants the Hamilton Relay, Inc. petition for reconsideration of certain aspects of the 2022 ICS Order released on September 30, 2022. The Commission dismisses the United Church of Christ and Public Knowledge petition for reconsideration of the 2021 ICS Order released on May 24, 2021. The Commission dismisses the portion of the NCIC Inmate Communications petition for reconsideration of the 2021 ICS Order that it had not previously addressed. The Commission dismisses a petition filed by Securus Technologies, LLC seeking clarification of one aspect of the 2021 ICS Order and dismiss in part and otherwise denies the Securus petition for waiver of certain Commission rules.
Setting the Manner of Appearance of Parties and Witnesses at Hearings
We are revising our hearing regulations to provide that claimants may appear at hearings in one of four ways: by agency video, by online video, by audio, or in person. Those four manners will all be standard manners of appearance in our hearing process. For online video and audio appearances, claimants may appear for hearings remotely, using private electronic devices that we do not own, operate, or approve. For online video appearances, a claimant may appear for a hearing using approved online video conferencing applications, rather than conferencing options using equipment that we own or approve. Additionally, while our current regulations permit us to schedule claimants to appear by telephone in limited circumstances only, this final rule will allow us to schedule claimants to appear by audio without similar restrictions, if the claimant does not object to appearing in that manner. We expect that this final rule will provide us and claimants with additional flexibility, allowing us to manage our hearing process more efficiently.
USDA Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards
The U.S. Department of Agriculture (USDA) is revising parts of the USDA Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards. USDA's revision provides policy changes and clarifications including plain language revisions. These revisions are intended in many cases to reduce agency and recipient burden.
Special Local Regulation; Marine Events Within the Eleventh Coast Guard District-San Diego Bayfair
The Coast Guard will enforce the San Diego Bayfair special local regulation on the waters of Mission Bay, California from September 13, 2024, through September 15, 2024. This special local regulation is necessary to provide for the safety of the participants, crew, spectators, sponsor vessels, and general users of the waterway. During the enforcement period, persons and vessels are prohibited from anchoring, blocking, loitering, or impeding within this regulated area unless authorized by the Captain of the Port, or his designated representative.
Safety Zone; West River Entrance, Shady Side, MD
The Coast Guard is establishing a temporary safety zone for waters near the West River Entrance near Shady Side, Maryland within 200 yards of the sunken recreational vessel LOVEBUG and salvage operations. The safety zone is needed to protect the public and vessels from potential hazards created by an obstruction to the West River and to ensure a safe working environment for the first responders and dive teams from passing traffic. This rule will prohibit persons or vessels from entering this zone unless specifically authorized by the Captain of the Port (COTP) Sector Maryland-National Capital Region (NCR) or a designated representative.
Airspace Designations; Incorporation by Reference
This action amends 14 CFR part 71 relating to airspace designations to reflect the approval by the Director of the Federal Register of the incorporation by reference of FAA Order JO 7400.11J, Airspace Designations and Reporting Points. This action also explains the procedures the FAA will use to amend the listings of Class A, B, C, D, and E airspace areas; air traffic service routes; and reporting points incorporated by reference.
Service Standards for Market-Dominant Mail Products; Correction
The Postal Service published a final rule in the Federal Register on November 30, 2022, regarding the revisions to service standards for market-dominant mail products, which became effective January 22, 2023. That rule added a service standard for USPS ConnectTM Local Mail to the set of service standards for First-Class Mail set forth in the Postal Service's regulations. It inadvertently removed tables that were contained in an appendix. This document serves to correct the error by adding back the tables.
Mammography Quality Standards Act and Regulation Amendments: Small Entity Compliance Guide; Guidance for Industry and Food and Drug Administration Staff; Availability
The Food and Drug Administration (FDA or the Agency) is announcing the availability of a guidance for industry entitled "Mammography Quality Standards Act and Regulation Amendments: Small Entity Compliance Guide." The Mammography Quality Standards Act of 1992 (MQSA) final rule amended FDA's regulations to address, among other things, standards for accreditation bodies, certifying agencies, mammography equipment, quality assurance testing, and clinical image quality, as well as to require certain breast density information be provided by mammography facilities to patients and their healthcare providers. The small entity compliance guide (SECG) is intended to help small entities comply with the MQSA final rule.
Ethaboxam; Pesticide Tolerances
This regulation establishes a tolerance for residues of ethaboxam in or on leaf petiole vegetable subgroup 22B. The Interregional Project Number 4 (IR-4) requested this tolerance under the Federal Food, Drug, and Cosmetic Act (FFDCA).
