Regional Infrastructure Accelerator Program
This notice extends the comment period for responding to this RFI for an additional 30-days. The full text of the original RFI follows: The Fixing America's Surface Transportation Act (FAST), enacted in December 2015, authorized the establishment of a Regional Infrastructure Accelerator Demonstration Program (the Program) to assist entities in developing improved infrastructure priorities and financing strategies for the accelerated development of a project that is eligible for funding under the Transportation Infrastructure Finance and Innovation Act (TIFIA) Program. The Further Consolidated Appropriations Act, 2020 enacted on December 20, 2019 appropriated $5 million for this Program.

Emergency Use Authorization Declaration
The Secretary of Health and Human Services (HHS) is issuing this notice pursuant to section 564 of the Federal Food, Drug, and Cosmetic (FD&C) Act. On February 4, 2020, the Secretary determined pursuant to his authority under section 564 of the FD&C Act that there is a public health emergency that has a significant potential to affect national security or the health and security of United States citizens living abroad and that involves a novel (new) coronavirus (nCoV) first detected in Wuhan City, Hubei Province, China in 2019 (2019-nCoV). The virus is now named SARS-CoV-2, which causes the illness COVID-19. On the basis of this determination, he also declared that circumstances exist justifying the authorization of emergency use of medical devices, including alternative products used as medical devices, pursuant to section 564 of the FD&C Act, subject to the terms of any authorization issued under that section.
Privacy Act of 1974; System of Records
The DMDC is modifying a System of Records, Defense Travel System (DTS), DHRA 08 DoD. The DTS manages and processes unclassified DoD temporary duty travel. It procures commercial travel services via the DTS web portal. The DTS web portal books travel reservations, verifies travel requirements, computes the costs associated with each trip, reconciles cost, disburses payments, and archives each travel record in accordance with DoD requirements.

The Office of the Secretary of Defense (OSD) is modifying the DoD Personnel Accountability and Assessment System, DPR 39 DoD, for the purpose of more clearly covering records that may be maintained in response to public health and safety events or other similar emergencies such as Coronavirus Disease 2019 (COVID-19). The DoD blanket routine uses were removed and replaced with specific routine uses that explain the entities to which disclosures would be made.

Privacy Act of 1974; System of Records
The DFAS proposes to add a System of Records entitled, ``Centralized Disbursing System,'' T7320b. DFAS uses the Centralized Disbursing System (CDS) to process fund disbursements and collections for the Air Force, DFAS Field Sites, Navy Military Sealift Command and the National Geospatial-Intelligence Agency. The system also supports the DFAS centralized environment for disbursing.
Promoting the Rule of Law Through Improved Agency Guidance Documents
The Department of Health and Human Services has received an extension to the deadline to comply with Executive Order 13891: Promoting the Rule of Law Through Improved Agency Guidance Documents. Executive Order 13891, through Subsections (a) and (b), requires the establishment of a new guidance portal and the rescission of any guidance documents that are not included in it, respectively. The Office of Management and Budget (OMB), through its implementing memorandum (https://www.whitehouse.gov/wp-content/uploads/2019/10/M-20- 02-Guidance-Memo.pdf), has determined the deadlines for these subsections to be February 28, 2020. OMB granted the Department of Health and Human Services an extension for subsections (a) and (b) on February 27, 2020. The Department will establish its guidance portal by August 31, 2020. A full copy of the extension letter can be found on the HHS website at, https://www.hhs.gov/regulations/.

Privacy Act of 1974; System of Records
The Office of the Under Secretary of Defense (Comptroller) proposes to add a System of Records titled, ``Defense Repository for Common Enterprise Data (DRCED),'' DUSDC 01. This system will automate financial and business transactions, perform cost-management analysis, produce oversight and audit reports, and provide critical data linking to improve performance of mission objectives. Congress mandated the creation of this system through the National Defense Authorization Act of 2018 and then codified it by statute as ``Defense Business Systems: Business Process Reengineering; Enterprise Architecture; Management.'' The DRCED's purpose is to improve the Department's defense business enterprise by synchronizing and normalizing data for affordability, performance, and mission readiness. To achieve this, the DRCED will optimize technology to provide an enterprise solution for integrating and analyzing targeted data from existing Department systems to develop timely, actionable, and insightful conclusions in support of national strategies. Also, DRCED is capable of creating predictive analytic models based upon specific data streams to equip decision makers with critical data necessary for execution of fiscal and operational requirements.

National Guard Bureau Privacy Program
This final rule removes DoD's regulation concerning the National Guard Bureau Privacy Program. On April 11, 2019, the Department of Defense published a revised DoD-level Privacy Program rule, which contains the necessary information for an agency-wide privacy program regulation under the Privacy Act and now serves as the single Privacy Program rule for the Department. That revised Privacy Program rule also includes all DoD component exemption rules. Therefore, this part is now unnecessary and may be removed from the CFR.
TRICARE; Addition of Physical Therapist Assistants and Occupational Therapy Assistants as TRICARE-Authorized Providers
The Department of Defense is publishing this final rule to add licensed or certified physical therapist assistants (PTAs) and occupational therapy assistants (OTAs) as TRICARE-authorized providers to engage in physical therapy or occupational therapy under the supervision of a TRICARE-authorized licensed registered physical therapist or occupational therapist in accordance with Medicare's rules for supervision and qualification. This rule aligns TRICARE with Medicare's policy, which permits PTAs or OTAs to provide physical or occupational therapy when supervised by a licensed registered physical therapist or occupational therapist.
