In accordance with the Privacy Act of 1974, the Department of Transportation is proposing to retire a Department of Transportation system of records titled, `Department of Transportation/Federal Aviation Administration (DOT/FAA) 833 Quarters Management Information System (QMIS) System of Records,' which covered employees occupying FAA owned or leased housing. The FAA uses the DOI iQMS to support business activities formerly managed in QMIS. See (https://www.doi.gov/sites/ doi.gov/files/uploads/iqmis_pia_final_06.13.2018.pdf). iQMIS is not a system of records because records cannot be retrieved by an individual's name or other unique identifier. Users retrieve records by housing installation name and housing unit number. Rent collected from the employee/tenant through payroll deduction actions are processed through the DOI's Federal Personnel and Payroll System (FPPS) which is a federal shared service system. DOT records in FPPS are maintained under the DOT/ALL 19 Federal Personnel and Payroll System (FPPS)73 FR 66285November 7, 2008.

TRICARE; Addition of Physical Therapy Assistants and Occupational Therapy Assistants as TRICARE-Authorized Providers

The Department of Defense is publishing this proposed rule to add certified or licensed physical therapy assistants (PTAs) and occupational therapy assistants (OTAs) as TRICARE-authorized providers to engage in physical therapy or occupational therapy under the supervision of a TRICARE-authorized physical therapist or occupational therapist in accordance with Medicare's rules for supervision and qualification when billed by under the supervising therapist's national provider identification number. This rule will align TRICARE with Medicare's policy, which permits PTAs or OTAs to provide physical or occupational therapy when supervised by and billed under a licensed or certified physical therapist or occupational therapist.

This system provides a solution for Regional Center staff to manage operational, logistical and cost details about people, events, enrollments and organizations, a tool for reporting on all data related to Regional Center events, a platform for sharing common processes, terminology and data elements to facilitate efficient communication between the Regional Centers, a single view of each person with whom any of the Regional Centers have a relationship, representing the current snapshot and historical record of events and biographical information, an interface to other systems with which the Regional Centers must exchange data for use by other users and organizations, and an enterprise-class Customer Relationship Management platform to manage two-way communication between Security Assistance Network (SAN) and RCPAMS related to events and their participants. On June 8, 2018, DLA published an NOA in the Federal Register announcing the publication of the Environmental Assessment (EA) Addressing Construction and Operation of a Fiscal Year 2019 (FY19) General Purpose Warehouse (GPW) at DLA Distribution Red River, Red River Army Depot, Texas. The EA was available for a 30-day public comment period that ended July 9, 2018. The EA was prepared as required under the National Environmental Policy Act (NEPA) of 1969. In addition, the EA complied with DLA and Army NEPA regulations. No comments from the public were received during the EA public comment period.

Collection From Third Party Payers of Reasonable Charges for Healthcare Services

This rule exercises the Department of Defense's (DoD's) authority to update current regulations to compute reasonable charges for inpatient and ambulatory (outpatient) institutional resources and also for pharmaceuticals, durable medical equipment (DME), supplies, immunizations, injections or other medications administered or furnished by DoD military treatment facilities (MTFs) under their three existing healthcare cost recovery programsThird Party Collections, Medical Services Account, and Medical Affirmative Claims. Specifically, the rule updates the reasonable charges methodologies for inpatient and ambulatory institutional billing to allow for the use of Itemized Resource Utilization (IRU) based ratesdeveloped from the cost to provide inpatient and ambulatory institutional healthcare resourcesin addition to current bundled prospective reimbursement approaches of diagnostic related group (DRG), ambulatory payment classification (APC), ambulatory surgery center (ASC) and ambulatory procedure visit (APV) based rates. It also revises the reasonable charges methodology for pharmaceuticals, DME, supplies, immunizations, injections or medication administered to allow for their calculation using either Civilian Health and Medical Program of the Uniformed Services (CHAMPUS) prevailing rates or IRU based ratesdeveloped from the cost to provide these healthcare items and resources- regardless of whether CHAMPUS prevailing rates are available. The additional IRU methodology implements an itemized rate and reasonable charges structure that improves collections and operation of DoD's healthcare cost recovery programs by ensuring MTFs receive appropriate reimbursement for institutional healthcare resources as well as for pharmaceuticals, DME, supplies, immunizations, injections or medication provided or administered and is more consistent with civilian health insurance industry practice. The proposed rule also replaces ``hospital'' with ``institutional'' throughout most of the regulation to align it with civilian health insurance industry terminology and better promote identification and separate billing of institutional and professional services.

Temporary Extension of Applicability of Regulations Governing Conduct on Federal Property

The Secretary of Homeland Security, pursuant to the Homeland Security Act of 2002, has temporarily extended the applicability and enforcement of certain regulations governing conduct on Federal property that is under the administrative jurisdiction and control of U.S. Customs and Border Protection (CBP) along the southwest border. This temporary administrative extension enables DHS to protect and secure Federal property along the southwest border within the control of CBP's San Diego Field Office, Tucson Field Office, Laredo Field Office and El Paso Field Office, and to carry out DHS's statutory obligations to protect and secure the nation's borders. The Federal property subject to this notice is limited to the specific geographic area within the administrative control of CBP along the length of the U.S. border with Mexico.

This interim final rule implements Section 702 of the National Defense Authorization Act for Fiscal Year 2018 (NDAA FY18). The law makes significant changes to the TRICARE Pharmacy Benefits Program, specifically it: Updates co-payment requirements; authorizes a new process for encouraging use of pharmaceutical agents that provide the best clinical effectiveness by excluding coverage for particular pharmaceutical agents that provide very little or no clinical effectiveness relative to similar agents and for giving preferential status to agents that provide enhanced clinical effectiveness; and authorizes special reimbursement methods, amounts, and procedures to encourage use or high-value products and discourage use of low-value products with respect to pharmaceutical agents provided as part of medical services from authorized providers.

This system of records will allow the Department of Transportation, to include its Operating Administrations and Secretarial Offices, to collect and maintain contact, registration, and other information about Department of Transportation employees and other individuals related to participation in and management of Department of Transportation training programs. This system, titled Training Programs, will be included in the Department of Transportation's inventory of record systems. The Department also intends to rescind existing Notices for DOT/RITA-O12, TSI Online Catalog and Learning Management System'', and DOT/FHWA-221, ``National Highway Institute website (NHIW) and Course Management Tracking System (CMTS)'', as these records will be part of the new DOT/ALL-27 described in this Notice.
