SUPPLEMENTARY INFORMATION: This ICR seeks approval under the PRA for revisions to the Survey of Occupational Injuries and Illnesses (SOII) information collection. The SOII is the primary indicator of the Nation’s progress in providing every working man and woman safe and healthful working conditions. The survey measures the overall rate of work injuries and illnesses by industry. In addition, survey data are used to evaluate the effectiveness of Federal and State programs and to prioritize scarce resources. Respondents include employers who maintain related records in accordance with the Occupational Safety and Health Act (OSH Act) and employers who are normally exempt from such recordkeeping. Each year a sample of exempt employers is required to keep records and participate in the survey. This information collection has been classified as a revision, because the BLS proposes collecting Occupational Safety and Health Administration (OSHA) assigned establishment identification number on a voluntary basis from SOII internet respondents required to submit data to the OSHA PO 00000 Frm 00074 Fmt 4703 Sfmt 4703 63539 and BLS. This identification number will be used to improve matching OSHA and BLS data. The BLS and OSHA also continue to work together to explore technological solutions to reduce duplicative burden, including changes to the collection systems for both and the possibility of data sharing from OHSA to BLS on a flow basis. The Household SOII feasibility test is now complete and that collection has been removed. OSH Act sections 8(c) and 24(a) authorize this information collection. See 29 U.S.C. 657(c), 673(a). This information collection is subject to the PRA. A Federal agency generally cannot conduct or sponsor a collection of information, and the public is generally not required to respond to an information collection, unless it is approved by the OMB under the PRA and displays a currently valid OMB Control Number.
