The Department of Agriculture re-established the Forest Resource Coordinating Committee (Committee) pursuant to Section 8005 of the Food, Conservation, and Energy Act of 2008 (Act) (Pub. L. 110-246), and the Federal Advisory Committee Act (FACA), (5 U.S.C. App. 2). The Act passed into law as an amendment to the Cooperative Forestry Assistance Act of 1978 on June 18, 2008. The Committee has been re- established to continue coordinating non-industrial private forestry activities within the U.S. Department of Agriculture (USDA) and the private sector. The Secretary of Agriculture (Secretary) has determined that the work of the Committee is in the public's interest and relevant to the duties of the USDA. Therefore, the Secretary is seeking nominations to fill a vacancy and three expiring positions, with terms of 3 years, in the Conservation Organization, Forest Industry, Nonindustrial Private Forest Landowner, and Conservation District categories. The nominees must be associated with such organizations and be willing to represent that sector as it relates to non-industrial private forestry. The public is invited to submit nominations for membership on the Committee, either as a self-nomination or a nomination of any qualified and interested person.

In accordance with the Privacy Act of 1974, the Department of Homeland Security proposes to update and reissue a current Department of Homeland Security system of records notice titled, ``Department of Homeland Security/Federal Emergency Management Agency006 Citizen Corps Database'' and retitle it ``Department of Homeland Security/ Federal Emergency Management Agency006 Citizen Corps Program System of Records.'' This system of records allows the Department of Homeland Security/Federal Emergency Management Agency to collect and maintain records on individuals who contact the agency about their interest in specific voluntary programs, members of the Citizen Corps Program who have been assigned disaster duties, and points of contact for Citizen Corps Councils, Community Emergency Response Teams, and Citizen Corps partners. As a result of a biennial review of this system, records have been updated within the: (1) System name; (2) categories of individuals; (3) categories of records; (4) authorities; (5) purpose; (6) routine uses of information; (7) system manager and address; (8) notification procedures; and (9) records source categories. In accordance with the Privacy Act of 1974, the Department of Homeland Security proposes to update and reissue a current Department of Homeland Security system of records titled ``Department of Homeland Security/United States Citizenship and Immigration Services011 E- Verify Program System of Records.'' The United States Citizenship and Immigration Services E-Verify Program allows employers to electronically verify the employment authorization of newly hired employees. The Department of Homeland Security is updating this Privacy Act System of Records Notice for the E-Verify Program in order to provide notice that E-Verify is adding the collection of employee contact information such as email address and telephone number from employers using the recently updated Form I-9 to the ``Categories of Records.'' DHS recently updated the Form I-9 to allow an employee the option to provide his or her email address and telephone number in order to facilitate direct notification by DHS to the employee of potential mismatches between the information the employee provided on the Form I-9 and the information in DHS or Social Security Administration records. DHS is also updating Routine Use ``G'' to correct a drafting error in the E-Verify SORN previously issued in the Federal Register on August 8, 2012, (77 FR 47419). Finally, DHS is making some non-substantive technical changes to the Categories of Individuals, Categories of Records such as, reflecting a change in the Form I-9 collection, which previously requested ``maiden name'' and now requests ``other names used, if any,'' and updating case disposition codes (the most up-to-date codes can be found in the E-Verify Employer Manual available at https://www.dhs.gov/e-verify). This updated system is included in the Department of Homeland Security's inventory of record systems.

On June 13, 2013 (78 FR 35606-35607), DoD published a notice altering a Privacy Act System of Records notice (NGA-013, National Geospatial-Intelligence Agency (NGA) Inspector General Investigative and Complaint Files). Subsequent to the publication of that notice, DoD discovered that the ``Routine uses of records maintained in the system, including categories of uses and the purposes for such uses'' paragraphs were not included. This notice corrects that omission.

On April 30, 2013, Defense Logistics Agency (DLA) published a NOA in the Federal Register (78 FR 25258-25259) announcing the publication of the Sharpe Permit Relinquishment Project EA. The EA was available for a 30-day public comment period which ended May 30, 2013. The EA was prepared as required under the National Environmental Policy Act (NEPA) of 1969 (42 U.S.C. 4331 et seq.). No comments were received during the comment period. This FONSI documents the decision of DLA to relinquish the permit for use and occupancy of the Sharpe Army Depot, currently known as Defense Distribution Depot San Joaquin, California Sharpe (Sharpe Site) with a determination that no significant impacts on the human environment are associated with this decision.

On Tuesday, July 9, 2013 (78 FR 41042), the Department of Defense published a notice announcing a July 25, 2013 meeting of the Defense Business Board. This notice announces that the Defense Business Board meeting scheduled for Thursday, July 25, 2013 is hereby cancelled. The Board will not have any completed studies to outbrief and deliberate on. Therefore, to conserve financial resources, the meeting is cancelled. The next Quarterly Board Meeting will be held on October 17, 2013.
