In accordance with the Privacy Act of 1974 the Department of Homeland Security is giving notice that it proposes to retire Department of Homeland Security Federal Emergency Management Agency U.S. Fire Administration001 9/11 Heroes Stamp Act of 2001 System of Records, July 26, 2005.

Under the authority granted to the National Coordinator for Health Information Technology (the National Coordinator) by section 3001(c)(5) of the Public Health Service Act (PHSA) as added by the Health Information Technology for Economic and Clinical Health (HITECH) Act, this rule proposes the establishment of two certification programs for purposes of testing and certifying health information technology. While two certification programs are described in this proposed rule, we anticipate issuing separate final rules for each of the programs. The first proposal would establish a temporary certification program whereby the National Coordinator would authorize organizations to test and certify Complete EHRs and/or EHR Modules, thereby assuring the availability of Certified EHR Technology prior to the date on which health care providers seeking the incentive payments available under the Medicare and Medicaid EHR Incentives Program may begin demonstrating meaningful use of Certified EHR Technology. The second proposal would establish a permanent certification program to replace the temporary certification program. The permanent certification program would separate the responsibilities for performing testing and certification, introduce accreditation requirements, establish requirements for certification bodies authorized by the National Coordinator related to the surveillance of Certified EHR Technology, and would include the potential for certification bodies authorized by the National Coordinator to certify other types of health information technology besides Complete EHRs and EHR Modules.

The Department of Homeland Security is issuing a final rule to amend its regulations to exempt portions of a Department of Homeland Security/U.S. Immigration and Customs Enforcement system of records titled, ``Department of Homeland Security/U.S. Immigration and Customs Enforcement011 Removable Alien Records System of Records'' renamed ``Department of Homeland Security/U.S. Immigration and Customs Enforcement011 Immigration and Enforcement Operational Records System of Records'' from certain provisions of the Privacy Act. Specifically, the Department exempts portions of the Department of Homeland Security/ U.S. Immigration and Customs Enforcement011 Immigration and Enforcement Operational Records system from one or more provisions of the Privacy Act because of criminal, civil, and administrative enforcement requirements.

The Secretary of Agriculture intends to establish the Collaborative Forest Landscape Restoration Advisory Committee (Committee) pursuant to Title IV, Section 4003(e) of Omnibus Public Land Management Act of 2009 (Pub. L. 111-11) passed into law on March 30, 2009. The Collaborative Forest Landscape Restoration Advisory Committee is being established to evaluate, and provide recommendations on each project proposal that has been submitted under Section 4003(c)(2) of this act. As required by the Federal Advisory Committee Act, charters for Federal advisory committees must be renewed every 2 years. The Committee is soliciting nominations to fill no more than 15 vacancies with terms up to 2 years. The public is invited to submit nominations for membership on the Collaborative Forest Landscape Restoration Advisory Committee.

Under the provisions of the Federal Advisory Committee Act of 1972 (5 U.S.C., Appendix, as amended), the Government in the Sunshine Act of 1976 (5 U.S.C. 552b, as amended), and 41 CFR 102-3.150, the Department of Defense announces that the Federal advisory committee meeting of the Advisory Panel on Department of Defense Capabilities for Support of Civil Authorities after Certain Incidents (hereinafter referred to as the Advisory Panel) will take place on March 17 and 18, 2010. In accordance with the Privacy Act of 1974, U.S. Immigration and Customs Enforcement is modifying an existing system of records titled the Immigration and Customs Enforcement-006 Intelligence Records System (Dec. 9, 2008), to clarify the nature of the personally identifiable information that will be collected and maintained on individuals. In conjunction with its publication of the Privacy Impact Assessment for the ICEGangs system, Immigration and Customs Enforcement is modifying the DHS/ICE-006 Immigration and Customs Enforcement Intelligence Records system of records notice to more clearly explain the type of information it gathers on suspected and confirmed gang members and associates. This DHS/Immigration and Customs Enforcement- 006 Intelligence Records system of records notice updates categories of individuals; categories of records; purpose of the system; adding a routine use; and policies and practices for retaining and disposing of records in the system. Immigration and Customs Enforcement is soliciting comments on this SORN due to the clarifying changes that were made since the original publication. A Privacy Impact Assessment on ICEGangs that describes the system in detail is being published
