This DG is the proposed Revision 1 of Regulatory Guide (RG) 1.210, ``Qualification of Safety-Related Battery Chargers and Inverters for Nuclear Power Plants.'' DG-1412 describes an approach that is acceptable to the NRC staff to meet regulatory requirements for the qualification of safety related or Class 1E battery chargers, inverters, and uninterruptible power supply systems for production and utilization facilities. It endorses Institute of Electrical and Electronic Engineers (IEEE) Standard (Std.) 650-2017, ``IEEE Standard for Qualification of Class 1E Static Battery Chargers, Inverters, and Uninterruptible Power Supply Systems for Nuclear Power Generating Stations.''

The U.S. Nuclear Regulatory Commission (NRC) is issuing an Order to Westinghouse Electric Company LLC suspending NRC license XCOM1252, which authorizes the export of fuel assembly components to Sweden for fabrication of fuel assemblies and subsequent shipment of the completed fuel assemblies to the Republic of South Africa (RSA) for use in Koeberg Nuclear Power Station Units 1 and 2. The suspension is required because the license was issued, in part, based on assurances from the RSA that the components would be made subject to the terms of the Agreement for Cooperation in Peaceful Uses of Nuclear Energy (123 Agreement) between the United States (U.S.) and the Government of South Africa. However, the U.S.-RSA 123 Agreement expired on December 4, 2022, and therefore the assurances that supported issuance of the license are no longer valid.

Adjustment of Civil Penalties for Inflation for Fiscal Year 2023

The U.S. Nuclear Regulatory Commission (NRC) is amending its regulations to adjust the maximum civil monetary penalties it can assess under statutes enforced by the agency. These changes are mandated by the Federal Civil Penalties Inflation Adjustment Act of 1990, as amended by the Federal Civil Penalties Inflation Adjustment Act Improvements Act of 2015. The NRC is amending its regulations to adjust the maximum civil monetary penalty for a violation of the Atomic Energy Act of 1954, as amended, or any regulation or order issued under the Atomic Energy Act from $326,163 to $351,424 per violation, per day. Additionally, the NRC is amending provisions concerning program fraud civil penalties by adjusting the maximum civil monetary penalty under the Program Fraud Civil Remedies Act from $12,537 to $13,508 for each false claim or statement.

By letter dated September 21, 2022, as supplemented by letter dated November 22, 2022, GE-Hitachi Nuclear Energy Americas, LLC (GEH, the licensee) submitted to the U.S. Nuclear Regulatory Commission (NRC) a ``limited'' post-shutdown decommissioning activities report (LPSDAR) for the Vallecitos Boiling Water Reactor (VBWR) and the Empire State Atomic Development Agency Vallecitos Experimental Superheat Reactor (EVESR). The LPSDAR provides an overview of GEH's planned activities, schedule, projected costs, and environmental impacts for the decommissioning of the VBWR and EVESR. Accordingly, the NRC is noticing receipt of the LPSDAR and making it available for public comment.

The U.S. Nuclear Regulatory Commission (NRC) has granted the request of Constellation Energy Generation, LLC, to withdraw its application dated August 2, 2021, as supplemented by letter dated June 6, 2022, for proposed amendments to Renewed Facility Operating License Nos. NPF-72 and NPF-77, issued to the licensee for operation of the Braidwood Station, Units 1 and 2, located in Will County, Illinois. The proposed amendments would have revised Technical Specification (TS) 3.7.9, ``Ultimate Heat Sink [UHS]'' for an inoperable UHS due to the average water temperature to allow utilization of existing margin in the design analysis to offset the increase in the TS UHS temperature. The proposed amendments also would have revised TS 3.7.9 Surveillance Requirement (SR) 3.7.9.2 to delete the temporary allowance for the UHS average water temperature of 102.8 degrees Fahrenheit ([deg]F) until September 30, 2021.

The Licensing Support System Advisory Review Panel was established by the U.S. Nuclear Regulatory Commission (NRC) as a Federal Advisory Committee in 1989. Its purpose was to provide advice on the fundamental issues of design and development of an electronic information management system to be used to store and retrieve documents relating to the licensing of a geologic repository for the disposal of high-level radioactive waste, and on the operation and maintenance of the system. This electronic information management system was known as the Licensing Support System.
