The United States Department of Commerce, International Trade Administration, is establishing new procedures for Expedited Trade Missions. When the Secretary approves a Decision Memo justifying the use of expedited procedures, the Department of Commerce will endeavor to conduct recruitment and selection for the mission within 2-3 weeks. Applicants should be aware that mission statements for Expedited Trade Missions will NOT be notified in the Federal Register. Instead, they will be posted online at: http://www.export.gov/trademissions/ eg_main_023185.asp. Applicants should also be aware that deadlines for applying for Expedited Trade Missions will be extremely short. The procedures for selecting participants for Expedited Trade Missions will be compressed. All interested parties that meet the conditions of participation are encouraged to apply, and all applicants will be evaluated on an equal basis with respect to the participation criteria.

United States Travel and Tourism Advisory Board: Meeting of the United States Travel and Tourism Advisory Board

The Board was re-chartered on August 19, 2013, to advise the Secretary of Commerce on matters relating to the travel and tourism industry. During this teleconference, the Board will deliberate on a draft letter to the Secretary outlining the Board's priority recommendations. Board members will also hear an update from the working group formed to help advise on the achievement of the national goal of improving the entry process for international travelers to the United States. The agenda may change to accommodate Board business. This review covers the following exporters of subject merchandise: Mandatory respondents, Double Coin Holdings Ltd. (``Double Coin'') and Guizhou Tyre Co., Ltd./Guizhou Tyre Import and Export Co., Ltd. (collectively, ``GTC''), and non-examined respondents Zhongce Rubber Group Company Limited (``Zhongce''), Weihai Zhongwei Rubber Co., Ltd. (``Zhongwei''), and Trelleborg Wheel System (Xingtai) China, Co. Ltd. (``Trelleborg''). We continue to find that GTC made sales of subject merchandise at less than normal value; that Zhongce and Zhongwei are eligible for separate rates; that Double Coin failed to demonstrate eligibility for separate rate status and thus has been included in the PRC-wide entity, and that Trelleborg had no shipments during the POR. The final results, consequently, differ from the Preliminary Results. The final weighted-average dumping margin for Super Impex is listed below in the section entitled ``Final Results of Review.'' For these final results, as in the Preliminary Results, we determine that: (1) Shanghai General Bearing Co., Ltd. (SGBC/SKF) is the successor-in-interest to a company of the same name (hereinafter known as SGBC), a producer/exporter of TRBs revoked from the AD order on TRBs from the PRC in 1997; \2\ and (2) merchandise from SGBC/SKF is not subject to the AD order on TRBs from the PRC.

On February 26, 2015, the Department of Commerce (the Department) published the notice of initiation and the preliminary results of the changed circumstances review (CCR) of the antidumping duty order on certain cased pencils (pencils) from the People's Republic of China (PRC), in which the Department preliminarily determined that Beijing FILA Dixon Stationery Co., Ltd.\1\ (Beijing Dixon), as currently structured under its new business license, is the successor-in-interest to Beijing Dixon.\2\ For these final results, the Department continues to find that Beijing Dixon is the successor-in- interest to Beijing Dixon as that entity existed at the time the Department revoked the order \3\ with respect to Beijing Dixon.\4\ Accordingly, the Revocation of the antidumping duty Order with respect to Beijing Dixon continues to apply to Beijing Dixon as currenly structured.

In response to a request from Ashland Specialty Ingredients, a division of Hercules Inc., (Petitioner), and CP Kelco Oy (CP Kelco), the Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on purified carboxymethylcellulose (CMC) from Finland. The period of review (POR) is July 1, 2013, through June 30, 2014. The review covers one respondent, CP Kelco. We preliminarily find that sales of the subject merchandise by CP Kelco have not been made at prices below normal value (NV) during the POR. We invite interested parties to comment on these preliminary results.

The Department of Commerce (the Department) is conducting an administrative review of the countervailing duty (CVD) order on circular welded carbon steel pipes and tubesfrom Turkey for the period of review (POR) of January 1, 2013, through December 31, 2013. The review covers one producer/exporter of subject merchandise that the Department selected for individual examination: the Borusan Group, Borusan Holding, A.S. (Borusan Holding), Borusan Mannesmann Boru Sanayi ve Ticaret A.S. (Borusan), Borusan Istikbal Ticaret T.A.S. (Istikbal), and Borusan Lojistik Dagitim Pepolama Tasimacilik ve Tic A.S. (Borusan Lojistik) (collectively, the Borusan Companies). Additionally, this review covers three firms that were not individually examined: Toscelik Profil ve Sac Endustrisi A.S. (Toscelik Profil), Toscelik Metal Ticaret AS., and Tosyali Dis Ticaret AS. (Tosyali) (collectively, the Toscelik Companies),\1\ Umran Celik Born Sanayii A.S. (also known as Umran Steel Pipe Inc.) For purposes of these preliminary results, we assigned the Toscelik Companies, Umran and Guven, the non-selected respondents, the same net subsidy rate calculated for the Borusan Companies. Additionally, we preliminarily determine to rescind the administrative reviews on Erbosan Erciyas Boru Sanayi ve Ticaret A.S. (Erbosan AS) and Erbosan Erciyas Pipe Industry and Trade Co. Kayseri Free Zone Branch (Erbosan FZB), (collectively Erbosan) and the Yucel Group and all affiliates including Yucel Boru ye Profil Endustrisi A.S, Yucelboru Ihracat Ithalat ye Pazarlama A.S, and Cayirova Born Sanayi ye Ticaret A.S.) On March 3, 2015, the Department of Commerce (the Department) published its notice of initiation and preliminary results of changed circumstances review, and intent to revoke, in part, the antidumping (AD) duty order on hand trucks and certain parts thereof (hand trucks) from the People's Republic of China (PRC).\1\ We invited parties to comment and received no comments. Therefore, we are now revoking the order, in part, with respect to certain multifunction carts meeting the specifications described below.
