Crystalline Silicon Photovoltaic Cells, Whether or Not Assembled Into Modules, From the People's Republic of China: Final Results of Countervailing Duty Administrative Review; 2012
The Department of Commerce (the Department) has completed its administrative review of the countervailing duty (CVD) order on crystalline silicon photovoltaic cells, whether or not assembled into modules (solar cells), from the People's Republic of China (the PRC) for the period of review (POR) covering March 26, 2012, through December 31, 2012. On January 8, 2015, we published the preliminary results of this review and the post-preliminary results were completed on April 21, 2015.\1\
Crystalline Silicon Photovoltaic Cells, Whether or Not Assembled Into Modules, From the People's Republic of China: Final Results of Antidumping Duty Administrative Review and Final Determination of No Shipments; 2012-2013
On January 8, 2015, the Department of Commerce (the ``Department'') published its Preliminary Results in the 2012-2013 administrative review of the antidumping duty order on crystalline silicon photovoltaic cells, whether or not assembled into modules (``solar cells'') from the People's Republic of China (``PRC'').\1\ The period of review (``POR'') is May 25, 2012, through November 30, 2013. This administrative review covers two mandatory respondents, Yingli Energy (China) Company Limited and Wuxi Suntech Power Co., Ltd. (``Wuxi Suntech''), which was found to be ineligible for a separate rate in the Preliminary Results. Based on our analysis of the comments received, we made certain changes to our margin calculations for Yingli Energy (China) Company Limited. Additionally, we now find that Wuxi Suntech is eligible for a separate rate, and have calculated a dumping margin for Wuxi Suntech. The final dumping margins for this review are listed in the ``Final Results'' section below.
Multilayered Wood Flooring From the People's Republic of China: Final Results and Partial Rescission of Countervailing Duty Administrative Review; 2012
The Department of Commerce (Department) has conducted an administrative review of the countervailing duty (CVD) order on multilayered wood flooring (wood flooring) from the People's Republic of China (PRC).\1\ On January 7, 2015, we published the Preliminary Results for this administrative review.\2\ The period of review (POR) is January 1, 2012, through December 31, 2012. We find that Fine Furniture (Shanghai) Limited (Fine Furniture) and The Lizhong Wood Industry Limited Company of Shanghai (Lizhong) (also known as Shanghai Lizhong Wood Products Co., Ltd.), the individually examined companies in this administrative review, received countervailable subsidies during the POR. The Department is also rescinding the review of Changzhou Hawd Flooring Co., Ltd. (Changzhou) because it had no shipments of subject merchandise to the United States during the POR.

Based on affirmative final determinations by the Department of Commerce (``the Department'') and the International Trade Commission (``ITC''), the Department is issuing antidumping duty orders on certain steel nails (``steel nails'') from the Republic of Korea (``Korea''), Malaysia, the Sultanate of Oman (``Oman''), Taiwan, and the Socialist Republic of Vietnam (``Vietnam'').
Multilayered Wood Flooring From the People's Republic of China: Final Results of Changed Circumstances Review
On February 12, 2015, the Department of Commerce (the ``Department'') published its initiation and preliminary results of a changed circumstances review \1\ of the antidumping duty (``AD'') order on multilayered wood flooring (``MLWF'') from the People's Republic of China (``PRC'').\2\ The Department preliminarily determined that Zhejiang Fuma Warm Technology Co., Ltd. (``Zhejiang Fuma'') is the successor-in-interest to Huzhou Fuma Wood Bus. Co., Ltd. (``Huzhou Fuma'') for purposes of the AD order on MLWF from the PRC and, as such, is entitled to Huzhou Fuma's cash deposit rate with respect to entries of subject merchandise. We invited interested parties to comment on the Preliminary Results. As no parties submitted comments, and there is no other information or evidence on the record calling into question our Preliminary Results, the Department is making no changes to the Preliminary Results.
Polyethylene Retail Carrier Bags From Indonesia, Malaysia, the People's Republic of China, Taiwan, Thailand, and the Socialist Republic of Vietnam: Final Results of the Expedited Sunset Reviews of the Antidumping Duty Orders
The Department of Commerce (the Department) finds that revocation of the antidumping duty orders on polyethylene retail carrier bags from Indonesia, Malaysia, the People's Republic of China, Taiwan, Thailand, and the Socialist Republic of Vietnam would be likely to lead to continuation or recurrence of dumping as indicated in the ``Final Results of Sunset Review'' section of this notice.
Hand Trucks and Certain Parts Thereof From the People's Republic of China: Final Results of the Expedited Second Sunset Review of the Antidumping Duty Order
As a result of this sunset review, the Department of Commerce (Department) finds that revocation of the antidumping duty order on hand trucks and certain parts thereof (hand trucks) from the People's Republic of China (PRC) would be likely to lead to continuation or recurrence of dumping. Chlorinated Isocyanurates From the People's Republic of China: Preliminary Results of Antidumping Duty Administrative Review; 2013-2014
The Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on chlorinated isocyanurates (chlorinated isos) from the People's Republic of China (PRC). The period of review (POR) is June 1, 2013, through May 31, 2014. This administrative review covers three producers/exporters: (1) Heze Huayi Chemical Co. Ltd. (Heze Huayi); (2) Hebei Jiheng Chemical Co., Ltd.(Jiheng); and (3) Juancheng Kangtai Chemical Co., Ltd. (Kangtai). We preliminarily determine that Jiheng made sales in the United States at prices below normal value (NV), and that Heze Huayi and Kangtai did not. Interested parties are invited to comment on these preliminary results.
Light-Walled Rectangular Pipe and Tube from Mexico: Preliminary Results of Antidumping Duty Administrative Review; 2013-2014
The Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on light-walled rectangular pipe and tube (LWR pipe and tube) from Mexico. The period of review (POR) is August 1, 2013, through July 31, 2014. The review covers one producer/exporter of the subject merchandise, Perfiles y Herrajes LM, S.A. de C.V. (Perfiles). We preliminarily determine that sales of subject merchandise by Perfiles were made at less than normal value during the POR. Interested parties are invited to comment on these preliminary results.

On May 7, 2015, the Department of Commerce (the Department) published the preliminary results of the administrative review of the antidumping duty order on polyethylene retail carrier bags (PRCBs) from Thailand.\1\ For these final results, we continue to find that subject merchandise has been sold at less than normal value by Beyond Packaging Co., Ltd. (Beyond Packaging) during the period of review (POR).
Purified Carboxymethylcellulose From Finland: Initiation and Preliminary Results of Changed Circumstances Review and Consideration of Revocation of the Antidumping Duty Order
In response to a request by Ashland Specialty Ingredients, G.P. (Ashland), and pursuant to section 782(h)(2) of the Tariff Act of 1930, as amended (the Act), 19 CFR 351.222(g)(1)(i) and 19 CFR 351.221(c)(3)(ii), the Department of Commerce (the Department) is initiating a changed circumstances review (CCR) of the antidumping duty (AD) order on purified carboxymethylcellulose (CMC) from Finland. Information on Assertions Raised About State-Owned Airlines in Qatar and the UAE

Tapered Roller Bearings and Parts Thereof, Finished and Unfinished, From the People's Republic of China: Preliminary Results of Antidumping Duty Administrative Review; 2013-2014
The Department of Commerce (Department) is conducting an administrative review of the antidumping duty order on tapered roller bearings and parts thereof, finished and unfinished (TRBs), from the People's Republic of China (PRC). The administrative review covers four exporters, of which the Department selected two mandatory respondents for individual examination (i.e., Changshan Peer Bearing Co. Ltd. (CPZ/ SKF); and Yantai CMC Bearing Co., Ltd. (Yantai CMC)). The period of review (POR) is June 1, 2013, through May 31, 2014. We preliminarily determine that sales of subject merchandise have been made below normal value (NV). In addition, we preliminarily determine, in accordance with 19 CFR 351.401(f), to treat affiliated producers, CPZ/SKF and Shanghai General Bearing Co., Ltd. (SGBC) as a single entity.\1\ If these preliminary results are adopted in the final results of this review, we will instruct U.S. Customs and Border Protection (CBP) to assess antidumping duties on all appropriate entries. Interested parties are invited to comment on these preliminary results.
Fresh Garlic From the People's Republic of China: Final Results of the Changed Circumstances Review of Lanling Qingshui Vegetable Foods Co., Ltd.
On March 23, 2015, the Department of Commerce (Department) published a notice of preliminary results of a changed circumstance review (CCR) of the antidumping duty (AD) order on fresh garlic from the People's Republic of China (PRC) \1\ in response to a request from Lanling Qingshui Vegetable Foods Co., Ltd. (Qingshui), a producer/ exporter of fresh and peeled garlic from the PRC.\2\ Pursuant to section 751(b) of the Tariff Act of 1930, as amended (the Act), and 19 CFR 351.216, the Department preliminarily determined that Qingshui is the successor-in-interest to Cangshan Qingshui Vegetable Foods Co., Ltd. (Cangshan Qingshui) for purposes of the AD order on fresh garlic from the PRC, and, as such, is entitled to Cangshan Qingshui's cash deposit rate with respect to entries of subject merchandise. We invited interested parties to comment on the Preliminary Results. As no parties submitted comments or requested a hearing, the Department continues to find that Qingshui is the successor-in-interest to Cangshan Qingshui for these final results.
Solid Urea From the Russian Federation: Final Results of Antidumping Duty Administrative Review; 2013-2014
On April 9, 2015, the Department of Commerce (the Department) published the preliminary results of the administrative review of the antidumping duty order on solid urea from the Russian Federation (Russia).\1\ For the final results, we continue to find that MCC EuroChem has not sold subject merchandise at less than normal value during the period of review (POR).
Brass Sheet and Strip From Italy; Final Results of Antidumping Duty Administrative Review; 2013-2014
On April 8, 2015, the Department of Commerce (the Department) published in the Federal Register the preliminary results of the administrative review of the antidumping duty order on brass sheet and strip (BSS) from Italy, covering the period of review (POR) March 1, 2013, through February 28, 2014.\1\ This review covers one company, KME Italy SpA (KME Italy). The Department conducted this administrative review in accordance with section 751(a) of the Tariff Act of 1930, as amended (the Act). The Department gave interested parties an opportunity to comment on the Preliminary Results, but we received no comments. Hence, these final results are unchanged from the Preliminary Results.

The Office of Trade and Economic Analysis (``OTEA'') of the International Trade Administration, Department of Commerce, has received an application to amend an Export Trade Certificate of Review (``Certificate''). This notice summarizes the proposed amendment and requests comments relevant to whether the amended Certificate should be issued.
United States Manufacturing Council: Meeting of the United States Manufacturing Council
The United States Manufacturing Council (Council) will hold the second meeting of the current members' term on Wednesday, July 22, 2015. The Council was established in April 2004 to advise the Secretary of Commerce on matters relating to the U.S. manufacturing industry. The purpose of the meeting is for the Workforce, Energy, Innovation, Research, & Development, and Tax, Trade, & Export Growth subcommittees to provide relevant updates on their fact finding efforts to the Council as the subcommittees work towards drafting recommendations for consideration by the Manufacturing Council. The Council will also receive briefings from various senior officials across the Department on international trade policy, Manufacturing Day, and Industry & Analysis policy updates. The Council members will follow-up from the Council's initial meeting to discuss their views on major priorities facing the manufacturing industry and issues that they propose for the Council to advise on during their appointment term. The agenda may change to accommodate Council business. The final agenda will be posted on the Department of Commerce Web site for the Council at https://trade.gov/manufacturingcouncil, at least one week in advance of the meeting.
Polyester Staple Fiber From Taiwan: Final Results of Antidumping Duty Administrative Review; 2013-2014
On March 24, 2015, the Department of Commerce (the Department) published the preliminary results of the administrative review of the antidumping duty order on polyester staple fiber (PSF) from Taiwan.\1\ For these final results, we continue to find that Far Eastern New Century Corporation (FENC) did not sell subject merchandise at less than normal value, and that Nan Ya Plastics Corporation (Nan Ya) had no shipments during the period of review (POR).
Melamine From the People's Republic of China: Postponement of Final Determination of Sales at Less Than Fair Value
The Department of Commerce (``Department'') is postponing the deadline for issuing the final determination in the less-than-fair- value (``LTFV'') investigation of melamine from the People's Republic of China (``PRC'') and is extending the provisional measures from a four-month period to a period not more than six months in duration.

On December 16, 2014, the Department of Commerce (Department) initiated a changed circumstance review (CCR) of the antidumping duty (AD) order on fresh garlic from the People's Republic of China (PRC) in response to a request from Jining Yongjia Trade Co., Ltd. (Yongjia), an exporter of fresh and peeled garlic from the People's Republic of China (PRC), on behalf of its garlic supplier, Jinxiang County Shanfu Frozen Co., Ltd. (Shanfu II).\1\ Pursuant to section 751(b) of the Tariff Act of 1930, as amended (the Act), and 19 CFR 351.216, the Department preliminarily determines that Shanfu II is not the successor-in- interest to the entity of the same name (Shanfu I). Interested parties are invited to comment on these preliminary results.
Barium Chloride From the People's Republic of China: Final Results of Expedited Fourth Sunset Review of the Antidumping Duty Order

Certain Frozen Fish Fillets From the Socialist Republic of Vietnam: Rescission of Antidumping Duty New Shipper Reviews; 2013-2014
The Department of Commerce (``Department'') published its Preliminary Rescission for two new shipper reviews (``NSRs'') of the antidumping duty order on certain frozen fish fillets from the Socialist Republic of Vietnam (``Vietnam'') on January 28, 2015.\1\ The period of review (``POR'') is August 1, 2013, through January 31, 2014. As discussed below, we preliminarily found that the sales made by Nam Phuong Seafood Co., Ltd. (``Nam Phuong'') and NTACO Corporation (``NTACO'') were non-bona fide, and announced our preliminary intent to rescind their NSRs. For the final results of this review, we continue to find Nam Phuong's and NTACO's sales to be non-bona fide. Therefore, we are rescinding these two NSRs.
Certain Uncoated Paper From the People's Republic of China: Preliminary Affirmative Countervailing Duty Determination and Alignment of Final Determination With Final Antidumping Duty Determination

Floor-Standing, Metal-Top Ironing Tables and Certain Parts Thereof From the People's Republic of China: Notice of Court Decision Not in Harmony With Final Results and Notice of Amended Final Results of the Antidumping Duty Administrative Review; 2008-2009
On December 30, 2014, the United States Court of International Trade (the Court) issued final judgment in Since Hardware (Guangzhou) Co., Ltd. v. United States, Court No. 11-00106, sustaining the Department of Commerce's (the Department) final results of the third redetermination pursuant to remand.\1\ Consistent with the decision of the United States Court of Appeals for the Federal Circuit (Federal Circuit) in Timken Co., v. United States, 893 F.2d 337 (Fed. Cir. 1990) (Timken), as clarified by Diamond Sawblades Mfrs. Coalition v. United States, 626 F.3d 1374 (Fed. Cir. 2010) (Diamond Sawblades), the Department is notifying the public that the final judgment in this case is not in harmony with the Department's final results of the antidumping duty administrative review of floor-standing, metal top ironing tables and certain parts thereof from the People's Republic of China covering the period August 1, 2008, through July 31, 2009, and is amending the final results with respect to the weighted-average dumping margin assigned to both Since Hardware (Guangzhou) Co., Ltd. (Since Hardware) and Foshan Shunde Yongjian Housewares & Hardwares Co., Ltd. (Foshan Shunde).\2\
Enforcement and Compliance; Changes to Room Number of APO/Dockets Unit and Web Address for Electronic Filing System and ACCESS Handbook
The International Trade Administration's Enforcement and Compliance publishes this rule to change the room number of the Administrative Protective Order and Dockets Unit (APO/Dockets Unit). This rule also changes the web address of Enforcement and Compliance's electronic filing system, Antidumping and Countervailing Duty Centralized Electronic Service System (ACCESS). Finally, this rule changes the web address for the location of the ACCESS Handbook on Electronic Filing. Consistent with this action, this rule makes appropriate conforming changes in the regulations.

Citric Acid and Certain Citrate Salts From Canada and the People's Republic of China: Continuation of the Antidumping Duty Orders on Canada and the People's Republic of China, and Continuation of the Countervailing Duty Order on the People's Republic of China
The Department of Commerce (the Department) determined that revocation of the antidumping duty (AD) orders on citric acid and certain citrate salts (citric acid) from Canada and the People's Republic of China (PRC) would likely lead to a continuation or recurrence of dumping, and that revocation of the countervailing duty (CVD) order on citric acid from the PRC would likely to lead to continuation or recurrence of net countervailable subsides. The International Trade Commission (ITC) also determined that revocation of these AD and CVD orders would likely lead to continuation or recurrence of material injury to an industry in the United States. Therefore, the Department is publishing this notice of continuation of these AD and CVD orders.
Certain Pasta from Italy: Notice of Preliminary Results of Antidumping Duty Changed Circumstances Review
On August 12, 2014, the Department of Commerce (the Department) initiated a changed circumstances review of the antidumping duty order on certain pasta from Italy in order to determine whether La Molisana S.p.A. (La Molisana) is the successor-in-interest to La Molisana Industrie Alimentari, S.p.A. (LMI), a respondent in the investigation and several administrative reviews.\1\ We preliminarily determine that La Molisana is not the successor-in-interest to LMI. The Department of Commerce is currently seeking applications from travel and tourism leaders from specific industries for membership on the Board of Directors (Board) of the Corporation for Travel Promotion (dba Brand USA). The purpose of the Board is to guide the Corporation for Travel Promotion on matters relating to the promotion of the United States as a travel destination and communication of travel facilitation issues, among other tasks.
Carbon and Certain Alloy Steel Wire Rod From Mexico: Amended Final Results of Antidumping Duty Administrative Review; 2012-2013
The Department of Commerce (``Department'') is amending the Final Results \1\ of the administrative review of the antidumping duty order on carbon and certain alloy steel wire rod from Mexico to correct ministerial errors. The period of review (``POR'') is October 1, 2012, through September 30, 2013.
Countervailing Duty Investigation of Certain Passenger Vehicle and Light Truck Tires From the People's Republic of China: Final Affirmative Determination, and Final Affirmative Critical Circumstances Determination, in Part
The Department of Commerce (the Department) determines that countervailable subsidies are being provided to producers and exporters of certain passenger vehicle and light truck tires (passenger tires) from the People's Republic of China (the PRC) as provided in section 705 of the Tariff Act of 1930, as amended (the Act). For information on the estimated subsidy rates, see the ``Final Determination'' section of this notice. The period of investigation is January 1, 2013, through December 31, 2013.
