Monetary Threshold for Reporting Rail Equipment Accidents/Incidents for Calendar Year 2018
FRA's accident/incident reporting regulations require railroads to report to the agency all rail equipment accidents/ incidents above the monetary reporting threshold (reporting threshold) for that calendar year (CY). There is no change to the CY 2017 reporting threshold ($10,700) for CY 2018 as the overall increase in wages and equipment costs were not great enough to cause the threshold to change when rounded to the nearest $100.

This document provides the public with notice that Canadian National Railway (CN) submitted to FRA its Positive Train Control Safety Plan (PTCSP) Version 1.6, dated October 30, 2017, on FRA's Secure Information Repository site on November 9, 2017. CN asks FRA to approve its PTCSP and issue a Positive Train Control System Certification for CN's Interoperable Electronic Train Management System (I-ETMS).

Before submitting this ICR to the Office of Management and Budget (OMB) for approval, FRA is soliciting public comment on specific aspects of the activities identified below.
System Safety Program
On August 12, 2016, FRA published a final rule requiring commuter and intercity passenger railroads to develop and implement a system safety program (SSP) to improve the safety of their operations. On February 10, 2017, FRA stayed the SSP final rule's requirements until March 21, 2017, and extended the stay until May 22, 2017, June 5, 2017, and then December 4, 2017. FRA is issuing this final rule to extend that stay until December 4, 2018.
Fiscal Year 2017 Positive Train Control Grant Program Project Selections
The U.S. Department of Transportation's (DOT) Federal Transit Administration (FTA) and Federal Railroad Administration (FRA) announce the selection of projects for the Fiscal Year (FY) 2017 Positive Train Control (PTC) Grant Program. A total of $197.01 million in the PTC grant funding, authorized under the Fixing America's Surface Transportation (FAST) Act, will be provided to 17 projects in 13 states. On July 29, 2016, FTA and FRA published a Notice of Funding Opportunity (NOFO) announcing the availability of Federal funding for the PTC Grant Program. These funds will provide financial assistance to states, local governments, and public agencies for the implementation of positive train control systems to improve safety. Funds allocated in this announcement must be obligated in a grant by September 30, 2018.
