Amendment of Class D and Class E Airspace; Olympia, WA
This action corrects the header text for the Class D and Class E airspace areas for Olympia, WA. The state abbreviation for the location of the airport in the header is corrected from OR to WA. This does not affect the charted boundaries or operating requirements of the airspace.
Airworthiness Directives; GE Honda Aero Engines Turbofan Engines
The FAA proposes to adopt a new airworthiness directive (AD) for all GE Honda Aero Engines (GHAE) HF120 turbofan engines with a certain fuel pump metering unit (FPMU) assembly. This proposed AD was prompted by damage found on the permanent magnetic alternator (PMA) drive gear within the FPMU assembly. This proposed AD would require removal of a certain FPMU assembly and its replacement with a part eligible for installation. The FAA is proposing this AD to address the unsafe condition on these products.
Amendment of Class E Airspace; Morgan City, LA
This action removes Class E airspace extending upward from 700 feet above the surface at Morgan City, LA. This action due to the cancellation of the standard instrument approach procedures at the heliport making the airspace no longer necessary.
Proposed Amendment of Class E Airspace; Rockford, IL
This action proposes to amend Class D airspace and Class E airspace areas extending upward from 700 feet or more above the surface of the earth at Chicago/Rockford International Airport (formerly Greater Rockford Airport) in Rockford, IL. The FAA is proposing this action as the result of an airspace review caused by the decommissioning of the GILMY locator outer marker (LOM). The airport name would be updated to coincide with the FAA's aeronautical database. The GILMY LOM and Greater Rockford ILS localizer are no longer needed in the description of the Class D and E-5 airspace and will be removed. Airspace redesign is necessary for the safety and management of instrument flight rules (IFR) operations at these airports.
Notice of Opportunity for Public Comment on Change in Use of Aeronautical Property at Tallahassee International Airport
The Federal Aviation Administration is requesting public comment on a request by the City of Tallahassee to change a portion of airport property from aeronautical to non-aeronautical use at the Tallahassee International Airport, Tallahassee City, Florida. The request consists of approximately 317.37 acres of vacant property located on the western side of the airport property boundary. Present fair market value of the property is $157,098 annually. Documents reflecting the Sponsor's request are available, by appointment only, for inspection at the Tallahassee International Airport and the FAA Airports District Office.
Notice of Intent of Waiver With Respect to Land; Willoughby Lost Nation Municipal Airport, Willoughby, Ohio
The FAA is considering a proposal to change 1.021 acres of airport land from aeronautical use to non-aeronautical use and to authorize the sale of airport property located at Willoughby Lost Nation Municipal Airport, Willoughby, Ohio. The aforementioned land is not needed for aeronautical use. The property is located north east of the Runway 28 threshold, west of Reynolds Road and south of the City of Mentor Fire Station No. 4. The parcel is obligated as aeronautical use within the airport boundary as depicted on the current Exhibit A. There is no current existing aeronautical use. The proposed non-aeronautical use of the property is for a Regional Emergency Response Facility to be developed by the City of Mentor.
Airworthiness Directives; Bell Helicopter Textron, Inc. (Bell) Helicopters
We are superseding Airworthiness Directive (AD) 2018-17-01 for Bell Model 212, 412, 412CF, and 412EP helicopters. AD 2018-17-01 required replacing certain oil and fuel check valves and prohibited installing these valves on any helicopter. This AD retains the requirements of AD 2018-17-01 but expands those requirements for all model helicopters. This AD was prompted by the discovery that we omitted a helicopter model from one of the required actions. We are issuing this AD to address the unsafe condition on these products.
Airworthiness Directives; Airbus Helicopters
We are adopting a new airworthiness directive (AD) for Airbus Helicopters Model AS332C, AS332C1, AS332L, and AS332L1 helicopters. This AD requires inspecting the jettisoning mechanism of the left-hand (LH) and right-hand (RH) cabin sliding plug doors. This AD is prompted by a report that during a scheduled inspection a cabin door failed to jettison. The actions of this AD are intended to correct an unsafe condition on these products.
Airworthiness Directives; Bell Helicopter Textron Canada Limited Helicopters
We are adopting a new airworthiness directive (AD) for Bell Helicopter Textron Canada Limited (Bell) Model 206A, 206B, 206L, 206L- 1, 206L-3, 206L-4, and 407 helicopters. This AD requires inspecting and cleaning the oil supply restrictor (restrictor) to the freewheel assembly. This AD was prompted by reports of a blocked oil line restrictor in the freewheel lubrication system. The actions of this AD are intended to address an unsafe condition on these products.
Airworthiness Directives; Rolls-Royce plc Turbofan Engines
We propose to supersede airworthiness directive (AD) 2008-22- 24 which applies to certain Rolls-Royce plc (RR) RB211-535E4-37, RB211- 535E4-B-37, and RB211-535E4-B-75 model turbofan engines. AD 2008-22-24 requires initial and repetitive ultrasonic inspections of installed low-pressure compressor (LPC) fan blade roots on-wing and during overhaul, and relubrication according to accumulated life cycles. Since we issued AD 2008-22-24, RR determined the need to expand the inspections to engines operating under additional flight profiles and to extend the inspection intervals for certain affected engines. This proposed AD would require initial and repetitive inspections to detect cracks on the installed LPC fan blade roots on-wing or at engine overhaul. We are proposing this AD to address the unsafe condition on these products.
Airworthiness Directives; International Aero Engines AG Turbofan Engines
We propose to adopt a new airworthiness directive (AD) for certain International Aero Engines AG (IAE) V2500 model turbofan engines. This proposed AD was prompted by an inspection that determined that material anomalies exist in certain low-pressure turbine (LPT) stage 6 disks. This proposed AD would require removal from service of the affected LPT stage 6 disks and their replacement with a part eligible for installation. We are proposing this AD to address the unsafe condition on these products.
Airworthiness Directives; International Aero Engines AG Turbofan Engines
We propose to adopt a new airworthiness directive (AD) for all International Aero Engines AG (IAE) V2525-D5 and V2528-D5 model turbofan engines. This proposed AD was prompted by reports of cracked turbine exhaust cases (TECs). This proposed AD would require initial and repetitive inspections of the affected TEC and, depending on the results of the inspections, its replacement with a part eligible for installation. We are proposing this AD to address the unsafe condition on these products.
Proposed Revocation of Class E Airspace; Tecumseh, MI
This action proposes to remove Class E airspace extending upward from 700 feet above the surface at Meyers-Divers' Airport and Tecumseh Products Airport, Tecumseh, MI. The FAA is proposing this action due to the cancellation of the instrument procedures; and the airspace is no longer required.
Proposed Amendment of Class E Airspace; Minocqua-Woodruff, WI
This action proposes to amend Class E airspace areas extending upward from 700 feet or more above the surface of the earth at Lakeland/Nobel F. Lee Memorial Field Airport in Minocqua-Woodruff, WI. The FAA is proposing this action as the result of an airspace review caused by the decommissioning of the Arbor Vitae non-directional radio beacon (NDB). The geographic coordinates for the airport in the associated airspace would be updated to coincide with the FAA's aeronautical database. Airspace redesign is necessary for the safety and management of instrument flight rules (IFR) operations at these airports.

This action is due to the decommissioning of the Denison non- directional radio beacon (NDB). Additionally, the geographic coordinates are being updated to coincide with the FAA's aeronautical database.

This action modifies Class E surface airspace and Class E airspace areas extending upward from 700 feet or more above the surface of the earth at Dickinson-Theodore Roosevelt Regional Airport (formerly Dickinson Municipal Airport) in Dickinson, ND. This action is the result of an airspace review caused by the decommissioning of the Dickinson non-directional radio beacon (NDB). The geographic coordinates for the airport in the associated airspace and the airport name are updated to coincide with the FAA's aeronautical database. Also, the Dickinson VHF omni-directional radio range and tactical air navigational aid (VORTAC) is no longer needed in the description of the E-5 airspace and will be removed. Airspace redesign is necessary for the safety and management of instrument flight rules (IFR) operations at this airport.

This action amends Class E airspace for the Cambridge- Dorchester Regional Airport, Cambridge, MD, by correcting the airspace designation header in the 7400.11 to coincide with the FAA's aeronautical database. This does not affect the boundaries or operating requirements of the airspace.

This action corrects a final rule published in the Federal Register on September 11, 2018 (corrected November 6, 2018), Class E airspace extending upward from 700 feet or more above the surface at Bloomsburg Municipal Airport, Bloomsburg, PA. The airport's description header identified the region as ``ASO''. The correct region identifier is ``AEA''.
Exception for Limited Recreational Operations of Unmanned Aircraft
This action provides notice of the statutory exception for limited recreational operations of unmanned aircraft. It also describes the agency's incremental implementation approach for the exception and how individuals can operate recreational unmanned aircraft (commonly referred to as drones) today under the exception.
Approval of Noise Compatibility Program for San Francisco International Airport, San Mateo County, California
The Federal Aviation Administration (FAA) announces its findings on the noise compatibility program submitted by the City and County of San Francisco, Airport Commission (Airport Commission), San Mateo County, California under the provisions of 49, United States Code (U.S.C.) (the Aviation Safety and Noise Abatement Act, hereinafter referred to as ``the Act'') and 14 Code of Federal Regulations (CFR) Part 150 (hereinafter referred to as ``Part 150''). These findings are made in recognition of the description of Federal and nonfederal responsibilities in Senate Report No. 96-52 (1990). On January 29, 2016, the FAA determined that the noise exposure map updates submitted by the Airport Commission under Part 150 were in compliance with applicable requirements. On April 1, 2019, the FAA approved the San Francisco International Airport, Airport Noise Compatibility Program (NCP) Update. The 3 (three) measures recommended in the NCP Update were approved. No program elements relating to new or revised flight procedures for noise abatement were proposed by the airport operator.

Airworthiness Directives; Airbus SAS Airplanes
We propose to adopt a new airworthiness directive (AD) for all Airbus SAS Model A330-200 Freighter, A330-200, and A330-300 series airplanes. This proposed AD was prompted by an analysis conducted on Airbus SAS Model A330-200 Freighter, A330-200, and A330-300 series airplanes that identified structural areas that are susceptible to widespread fatigue damage (WFD). This proposed AD would require reinforcement modifications of various structural parts of the fuselage, and applicable related investigative and corrective actions if necessary, as specified in an European Aviation Safety Agency (EASA) AD, which will be incorporated by reference. We are proposing this AD to address the unsafe condition on these products.

Decompression Criteria for Interior Compartments
The FAA proposes to revise its standards for pressurized compartment loads such that partitions located immediately adjacent to a decompression hole need not be designed to withstand certain decompression conditions. This action is necessary because, in some cases, it is not practical to design partitions in certain airplane compartments to withstand a large decompression event that occurs within that compartment. Even though individual partition failure would be allowed, continued safe flight and landing would still be required.
Airworthiness Directives; The Boeing Company Airplanes
We propose to adopt a new airworthiness directive (AD) for certain The Boeing Company Model 737-800 series airplanes. This proposed AD was prompted by reports of inadequate clearance between a certain fuel quantity indicating system (FQIS) tank unit and a certain reinforcement angle upon accomplishment of a certain modification. This proposed AD would require a detailed inspection to measure the clearance between the FQIS tank unit and a certain reinforcement angle, and repair if necessary. We are proposing this AD to address the unsafe condition on these products.
Agency Information Collection Activities: Requests for Comments; Clearance of a Renewed Approval of Information Collection: Application for Employment With the Federal Aviation Administration
In accordance with the Paperwork Reduction Act of 1995, FAA invites public comments about our intention to request the Office of Management and Budget (OMB) approval to renew an information collection. The collection involves an automated application process for employment with the Federal Aviation Administration. Applicants access an online form that is presented with requests for certain information. The information collected is necessary to determine basic eligibility for employment and potential eligibility for Veteran's Preference, Veteran's Readjustment Act, and People with Disability appointments. In addition, there are specific occupation questions that assist the FAA Office of Human Resource Management (AHR) in determining candidates' qualifications in order that the best-qualified candidates are hired for the many FAA occupations.
Airworthiness Directives; Bombardier, Inc., Airplanes
We propose to adopt a new airworthiness directive (AD) for certain Bombardier, Inc., Model DHC-8-400 series airplanes. This proposed AD was prompted by reports of cracked elevator power control unit (PCU) brackets on the horizontal stabilizer rear spar and cracking on the elevator front spar. This proposed AD would require one-time inspections for cracks and damage of the elevator PCU brackets and surrounding area, horizontal stabilizer rear spar, and elevator front spar, and related investigative and corrective actions if necessary. We are proposing this AD to address the unsafe condition on these products.
Airworthiness Directives; Bombardier, Inc., Airplanes
We propose to adopt a new airworthiness directive (AD) for all Bombardier, Inc., Model CL-600-2B19 (Regional Jet Series 100 & 440) airplanes; Model CL-600-2C10 (Regional Jet Series 700, 701 & 702) airplanes; Model CL-600-2D15 (Regional Jet Series 705) airplanes; Model CL-600-2D24 (Regional Jet Series 900) airplanes; and Model CL-600-2E25 (Regional Jet Series 1000) airplanes. This proposed AD was prompted by a report that during Automatic Flight Control System (AFCS) ALTS CAP or (V) ALTS CAP mode the flight guidance/autopilot does not account for engine failure while capturing an altitude. This proposed AD would require revising the airplane flight manual (AFM) to include a limitation and abnormal operating procedure for the AFCS. We are proposing this AD to address the unsafe condition on these products.
Airworthiness Directives; Fokker Services B.V. Airplanes
We propose to adopt a new airworthiness directive (AD) for all Fokker Services B.V. Model F28 Mark 0070 and 0100 airplanes. This proposed AD was prompted by reports of cracks on certain nose landing gear (NLG) turning tubes resulting from incorrectly applied repairs. This proposed AD would require removing the affected parts and replacing them with serviceable parts. We are proposing this AD to address the unsafe condition on these products.
Airworthiness Directives; Bombardier, Inc., Airplanes
We propose to adopt a new airworthiness directive (AD) for all Bombardier, Inc., Model CL-600-2B16 (601-3A, 601-3R, and 604 Variants) airplanes. This proposed AD was prompted by a report that main landing gear (MLG) side stay actuators have been assembled using nonconforming split ball bearings. This proposed AD would require verification of the serial numbers of the installed MLG side stay actuator assemblies, and replacement of the affected parts. We are proposing this AD to address the unsafe condition on these products.

Agency Information Collection Activities: Requests for Comments; Clearance of Renewed Approval of Information Collection: Renewal, Maintenance, Preventive Maintenance, Rebuilding, and Alteration
In accordance with the Paperwork Reduction Act of 1995, FAA invites public comments about our intention to request the Office of Management and Budget (OMB) approval to renew an information collection. The Information to be collected is necessary to insure the safety of the flying public. Documentation of maintenance repair actions record who, what, when, where and how of the task performed. All maintenance actions as well as documentation are required. This collection focuses on the Form 337 which is collected by the FAA. Other records for preventative maintenance, and logbook entries are not collected by the FAA serve as a responsibility of the owner to maintain in case of verification of airworthiness when seeking approvals or sale of the aircraft. This insures proper certification of personnel; proper tooling is utilized and accurate measures to insure safety. Total form 337s submitted in 2017 is 54,237. Total aircraft registrations on file is 289,490. It is estimated by the numbers collected one in every five aircraft have a 337 form submitted for major alteration and repairs performed. Each 337 takes approximately 1 hour.
Airworthiness Directives; The Boeing Company Airplanes
We are adopting a new airworthiness directive (AD) for certain The Boeing Company Model 737-100, -200, -200C, -300, -400, and -500 series airplanes. This AD was prompted by reports that frame web and frame integral inboard chord cracking is occurring on multiple airplanes in multiple locations below the passenger floor. This AD requires repetitive detailed, general visual, and high frequency eddy current (HFEC) inspections of the section 43 lower lobe frames at certain stations; an inspection to determine if certain repairs are installed; and applicable on-condition actions. We are issuing this AD to address the unsafe condition on these products.
Airworthiness Directives; Airbus SAS Airplanes
The FAA withdraws a notice of proposed rulemaking (NPRM) that proposed a new airworthiness directive (AD), which would have applied to all Airbus SAS Model A330-200 Freighter, A330-200, and A330-300 series airplanes. The NPRM would have required reinforcement modifications of various structural parts of the fuselage, and related investigative and corrective actions if necessary. Since the NPRM was issued, we have determined that more restrictive maintenance requirements are necessary and that the NPRM does not adequately address the identified unsafe condition. Accordingly, the NPRM is withdrawn.
Amendment of Class E Airspace; Mount Vernon, IL
This action modifies the Class E surface area and Class E airspace extending upward from 700 feet above the surface at Mount Vernon Airport, Mount Vernon, IL. This action is due to an airspace review caused by the decommissioning of the Mount Vernon VHF omnidirectional range (VOR), which provided navigation information to the instrument procedures at this airport, as part of the VOR Minimum Operational Network (MON) Program. The geographic coordinates and name of the airport are also being updated to coincide with the FAA's aeronautical database. Airspace redesign is necessary for the safety and management of instrument flight rules (IFR) operations at this airport.
Airworthiness Directives; Learjet Inc. Airplanes
We propose to adopt a new airworthiness directive (AD) for certain Learjet Inc. Model 60 airplanes. This proposed AD was prompted by a report of a reverse thrust command accelerating the airplane instead of decelerating the airplane. The acceleration with reverse thrust commanded occurred when the thrust reverser doors were in the stowed position instead of the deployed position. This proposed AD would require installing a Thrust Reverser (T/R) Voice Command Warning System (VCWS) to alert the crew of a T/R malfunction. We are proposing this AD to address the unsafe condition on these products.
Airworthiness Directives; Airbus SAS Airplanes
The FAA is correcting an airworthiness directive (AD) that published in the Federal Register. That AD applies to all Airbus SAS Model A318 series airplanes; Model A319 series airplanes; Model A320- 211, -212, -214, -216, -231, -232, and -233 airplanes; and Model A321- 111, -112, -131, -211, -212, -213, -231, and -232 airplanes. As published, that AD contains an incomplete compliance time for the initial inspection for certain airplanes. This document corrects that error. In all other respects, the original document remains the same.

In accordance with the Paperwork Reduction Act of 1995, FAA invites public comments about our intention to request the Office of Management and Budget (OMB) approval to renew an information collection. The Federal Register Notice with a 60-day comment period soliciting comments on the following collection of information was published on March 1, 2019 for information used to issue special flight authorizations for non-revenue transports and non-transport jet operations of Stage 2 airplanes at U.S. airports. Only a minimal amount of data is requested to identify the affected parties and determine whether the purpose for the flight is one of those enumerated by law. This collection is required under the Airport Noise and Capacity Act of 1990 and the FAA Modernization and Reform Act of 2012.

The Federal Register Notice with a 60-day comment period soliciting comments on the following collection of information was published on March 4, 2019. The collection involves gathering information from airport sponsors about any establishment, construction, alteration, or change to the status or use of an airport. The FAA uses this information to conduct airport airspace analyses to understand the impact of proposed actions on existing and planned operating procedures, determine potential hazardous effects, and identify any mitigating measures needed to enhance safe air navigation. Additionally, the information updates the aeronautical charts and maps airports having emergency landing or landmark values.
Agency Information Collection Activities: Request for Comments; Clearance of a New Approval of Information Collection: Launch and Reentry Licensing Requirements
In accordance with the Paperwork Reduction Act of 1995, the FAA invites public comments on its proposed collection of information pursuant to changes to the FAA's commercial space transportation regulations proposed in the ``Streamlined Launch and Reentry Licensing Requirements'' notice of proposed rulemaking (NPRM). A copy of the NPRM is available in the docket for this notice. This information collection would consolidate two previously approved information collections under one, new OMB Control Number. This collection would allow the FAA to continue ensuring commercial space activities do not unduly jeopardize public health and safety, safety of property, or the national security and foreign policy interests of the United States. The FAA intends to request the Office of Management and Budget's approval of this information collection.
Notice of Opportunity for Public Comment on a Proposed Change of Airport Property Land Use From Aeronautical to Non-Aeronautical Use at the Myrtle Beach International Airport, Myrtle Beach, South Carolina
The FAA is considering a request from the Horry County, Department of Airports to change approximately 17 acres of airport property located on the southeastern portion of the Myrtle Beach International Airport from aeronautical use to non-aeronautical use. The airport will retain ownership of this parcel while establishing a land lease for a solar panel farm. Currently, ownership of the property provides protection of FAR Part 77 surfaces and compatible land use.
Airworthiness Directives; Viking Air Limited (Type Certificate Previously Held by Bombardier, Inc.; Canadair Limited) Airplanes
We are adopting a new airworthiness directive (AD) for certain Viking Air Limited Model CL-215-6B11 (CL-215T Variant) and CL-215-6B11 (CL-415 Variant) airplanes. This AD was prompted by a report that a supplier fabricated Teflon parts with a charge of 15 percent fiberglass content instead of the specified 5 percent fiberglass content. This AD requires repetitive detailed visual inspections of the aileron control system cables and flap interconnect system cables for damage or disconnected cables, corrective actions if necessary, and replacement of the Teflon parts in the aileron control systems, aileron/rudder interconnect, and aileron power unit beam. The replacement of these parts terminates the repetitive inspections. We are issuing this AD to address the unsafe condition on these products.

AD 2016-16-01 required an inspection of affected structural parts in the cargo and cabin compartments to determine if proper heat treatment has been done, and replacement or repair if necessary. This AD retains the requirements of AD 2016-16-01 and requires inspection of additional locations of the cabin compartment structure. This AD was prompted by a report of a manufacturing defect (i.e., improperly heat-treated materials) that affects the durability of affected parts in the cargo and cabin compartments. We are issuing this AD to address the unsafe condition on these products.

This AD was prompted by reports of cracking in the frame web, frame integral inboard chord, and fail-safe chord on multiple airplanes in multiple locations between stringers S-10 and S- 17 above the passenger floor, in addition to an evaluation by the design approval holder (DAH) indicating that certain fuselage frame splices are subject to widespread fatigue damage (WFD). This AD requires repetitive inspections of certain fuselage upper frames, side frames, fail-safe chords, inboard chords, frame webs, and stringers; an inspection for open tooling holes and the presence of repairs in certain inspection zones; and applicable on-condition actions. We are issuing this AD to address the unsafe condition on these products.
Airworthiness Directives; The Boeing Company Airplanes
We are adopting a new airworthiness directive (AD) for all The Boeing Company Model 747-8 and 747-8F series airplanes. This AD was prompted by reports of damaged vapor seals, block seals, and heat shield seals on the outboard pylons between the engine strut and aft fairing. This AD requires installing new aft fairing vapor seals, heatshield seals, heatshield seal retainers, block seals, and outboard lateral restraint access panels. We are issuing this AD to address the unsafe condition on these products.
Agency Information Collection Activities: Requests for Comments; Clearance of Renewed Approval of Information Collection: Small Unmanned Aircraft Registration System (sUAS)
In accordance with the Paperwork Reduction Act of 1995, FAA invites public comments about our intention to request Office of Management and Budget (OMB) renewal approval for information collection 2120-0765. Aircraft registration is necessary to ensure personal accountability among all users of the national airspace system. Aircraft registration also allows the FAA and law enforcement agencies to address non-compliance by providing the means for identifying an aircraft's owner and operator. This collection also permits individuals to de-register or update their record in the registration database.
