This rule establishes, amends, suspends, or removes Standard Instrument Approach Procedures (SIAPs) and associated Takeoff Minimums and Obstacle Departure Procedures (ODPs) for operations at certain airports. These regulatory actions are needed because of the adoption of new or revised criteria, or because of changes occurring in the National Airspace System, such as the commissioning of new navigational facilities, adding new obstacles, or changing air traffic requirements. These changes are designed to provide safe and efficient use of the navigable airspace and to promote safe flight operations under instrument flight rules at the affected airports.

AD 2017-15-04 required replacement of affected electromechanical actuators (EMAs). This AD retains the requirements of AD 2017-15-04; expands the applicability to include all The Boeing Company Model 787 series airplanes; and adds a new requirement to identify, for certain airplanes, the part number of EMAs and to replace affected EMAs. This AD was prompted by wire harness chafing on the EMAs for certain spoilers due to insufficient separation with adjacent structure. This action proposes to amend nine VHF Omnidirectional Range (VOR) Federal airways, V-33, V-116, V-119, V-126, V-164, V-170, V-265, V-270, and V-501, in the vicinity of Bradford, PA, and Wellsville, NY. The VOR Federal airway modifications are necessary due to the planned decommissioning of the VOR portions of the Bradford, PA, VOR/Distance Measuring Equipment (VOR/DME) and the Wellsville, NY, VOR/Tactical Air Navigation (VORTAC) navigation aids (NAVAIDs). The NAVAIDs provide navigation guidance for portions of the affected airways. These VORs are being decommissioned as part of the FAA's VOR Minimum Operational Network (MON) program.

In accordance with the Paperwork Reduction Act of 1995, FAA invites public comments about our intention to request the Office of Management and Budget (OMB) approval to renew an information collection. The Federal Register Notice with a 60-day comment period soliciting comments on the following collection of information was published on November 7, 2019. The collection involves the voluntary submission of application information for persons applying to become designated representatives of the FAA Administrator under 14 CFR part 183. The information to be collected will be used by the FAA to screen and select designees who will act as representatives of the FAA Administrator in performing various certification and examination functions under Title VI of the Federal Aviation Act. This notice corrects information in the 60-day notice stating the collection applies only to DER applicants using FAA Form 8110-4. The collection applies to all applicants for designation under 14 CFR part 183 and includes four (4) forms in total. Additionally, the FAA is introducing the Designee Management System (DMS), a web-based application to provide for electronic information submission by applicants.

The FAA proposes to supersede Airworthiness Directive (AD) 2004-06-01, which applies to certain Dornier Model 328-100 series airplanes; and AD 2009-06-09, which applies to all Dornier Model 328- 100 series airplanes. AD 2004-06-01 requires replacement of the existing main landing gear (MLG) leg assembly with a modified assembly. This action proposes to amend the Class E airspace, designated as a surface area, at the Bryce Canyon Airport, Bryce Canyon, UT. The proposal would extend the surface area by adding a small amount of airspace to the northeast of the airport. Also, this action proposes to amend the Class E airspace by adding an area, designated as an extension to a surface area, to the southwest of the airport. Additionally, this action proposes to amend the Class E airspace extending upward from 700 feet above the surface by reducing the area to the east and southeast of the airport. Further, the actions proposes to remove Class E airspace extending upward from 1,200 feet above the surface. This airspace is wholly contained within Class E en route airspace and duplication is not necessary. Lastly, this action proposes an administrative update to the surface airspace's legal descriptions. These changes are necessary to accommodate airspace redesign for the safety and management of Instrument Flight Rules (IFR) operations at the airport.
Airworthiness Directives; Superior Air Parts, Inc. (SAP) Engines and Lycoming Engines Reciprocating Engines With a Certain SAP Crankshaft Assembly

The FAA proposes to adopt a new airworthiness directive (AD) for all SAP Model IO-360-series and O-360-series reciprocating engines and certain Lycoming Engines (Lycoming) Model AEIO-360-, IO-360-, and O-360-series reciprocating engines with a certain SAP crankshaft assembly installed. This SAP crankshaft assembly is installed as original equipment on the affected SAP engines and as a replacement part under parts manufacturer approval (PMA) on the affected Lycoming engines. This proposed AD was prompted by three crankshaft assembly failures that resulted in the loss of engine power and immediate or emergency landings. This proposed AD would require the removal from service of all affected crankshaft assemblies. The FAA is proposing this AD to address the unsafe condition on these products.
