Agency Information Collection Activities: Requests for Comments; Clearance of Renewed Approval of Information Collection: Certification of Aircraft and Airmen for the Operation of Light-Sport Aircraft
In accordance with the Paperwork Reduction Act of 1995, FAA invites public comments about our intention to request the Office of Management and Budget (OMB) approval to renew an information collection. The Federal Register Notice with a 60-day comment period soliciting comments on the following collection of information was published on November 15, 2019. The collection involves the recordkeeping requirement for owners/operators of aircraft issued a special airworthiness certificate in the light-sport aircraft category (SLSA) to keep the current status of applicable safety directives, and transfer these records with the aircraft at the time the aircraft is sold. The information to be collected is necessary to determine and ensure the SLSA aircraft is in a condition for safe flight prior to aircraft operation.
Airworthiness Directives; Thales AVS France SAS Global Positioning System/Satellite Based Augmentation System Receivers
The FAA proposes to adopt a new airworthiness directive (AD) for certain Thales AVS France SAS (Thales) Global Positioning System/ Satellite Based Augmentation System (GPS/SBAS) receivers installed on airplanes and helicopters. This proposed AD was prompted by reports that Thales GPS/SBAS receivers provided, under certain conditions, erroneous outputs on aircraft positions. This proposed AD would require the installation of a software update to the aircraft navigation database and insertion of a change to the applicable airplane flight manual (AFM). The FAA is proposing this AD to address the unsafe condition on these products.
Airworthiness Directives; Dassault Aviation Airplanes
The FAA is superseding Airworthiness Directive (AD) 2018-19- 26, which applied to all Dassault Aviation Model MYSTERE-FALCON 200 airplanes. AD 2018-19-26 required revising the existing maintenance or inspection program, as applicable, to incorporate new or more restrictive maintenance requirements and airworthiness limitations. This AD continues to require revising the existing maintenance or inspection program, as applicable, to incorporate new or more restrictive airworthiness limitations. This AD was prompted by a determination that new or more restrictive airworthiness limitations are necessary. The FAA is issuing this AD to address the unsafe condition on these products.
Airworthiness Directives; The Boeing Company Airplanes
The FAA is superseding Airworthiness Directive (AD) 2006-11- 11, which applied to all The Boeing Company Model 757 airplanes. AD 2006-11-11 required incorporating a new revision to the Airworthiness Limitations section of the Instructions for Continued Airworthiness to mandate certain repetitive inspections for fatigue cracking of principal structural elements (PSEs). This AD retains those actions and requires revising the existing maintenance or inspection program, as applicable, to incorporate additional new or more restrictive airworthiness limitations. This AD was prompted by a determination that new or more restrictive airworthiness limitations are necessary. The FAA is issuing this AD to address the unsafe condition on these products.
Airworthiness Directives; Airbus SAS Airplanes
The FAA is adopting a new airworthiness directive (AD) for all Airbus SAS Model A318 series airplanes; Model A319 series airplanes; Model A320 series airplanes; and Model A321 series airplanes. This AD was prompted by a report that during airplane boarding a loud bang was heard. A subsequent inspection revealed that one emergency escape slide/raft was found with zero reservoir pressure, due to a burst rupture disk assembly in the inflation reservoir, which was probably caused by a manufacturing defect. This AD requires repetitive checks of the pressure gauges on the inflation reservoir of each emergency escape slide/raft to determine the amount of pressure and, depending on findings, accomplishment of applicable corrective actions, as specified in a European Union Aviation Safety Agency (EASA) AD, which is incorporated by reference. The FAA is issuing this AD to address the unsafe condition on these products.
Airworthiness Directives; Airbus SAS Airplanes
The FAA is adopting a new airworthiness directive (AD) for all Airbus SAS Model A318 series airplanes; Model A319-111, -112, -113, - 114, -115, -131, -132, and -133 airplanes; Model A320-211, -212, -214, -216, -231, -232, and -233 airplanes; and Model A321-111, -112, -131, - 211, -212, -213, -231, and -232 airplanes. This AD was prompted by the absence of a requirement to remove a certain Emergency Procedure in the existing Aircraft Flight Manual (AFM) after accomplishing a certain modification or replacement. This AD requires, for airplanes on which a certain modification or replacement is done, revising the AFM by removing a certain Emergency Procedure in the AFM, as specified in a European Union Aviation Safety Agency (EASA) AD, which is incorporated by reference. The FAA is issuing this AD to address the unsafe condition on these products.
Proposed Amendment of Class E Airspace; Coffeyville, KS
This action proposes to amend the Class E airspace extending upward from 700 feet above the surface at Coffeyville Municipal Airport, Coffeyville, KS. The FAA is proposing this action as the result of an airspace review caused by the decommissioning of the Coffeyville non-directional beacon (NDB), which provided navigation information for the instrument procedures at this airport. The name and geographic coordinates of the airport would also be updated to coincide with the FAA's aeronautical database. Airspace redesign is necessary for the safety and management of instrument flight rules (IFR) operations at this airport.
Proposed Amendment of Class D and E Airspace; Dallas-Fort Worth, Fort Worth, and Stephenville, TX
This action proposes to amend the Class D airspace at Fort Worth Spinks Airport, Fort Worth, TX, and the Class E airspace extending upward from 700 feet above the surface at Bourland Field, Fort Worth, TX, and Mesquite Metro Airport, Mesquite, TX, which are contained within the Dallas-Fort Worth, TX, airspace legal description, and Stephenville Clark Regional Airport, Stephenville, TX. The FAA is proposing these actions as the result of airspace reviews caused by the decommissioning of the Glen Rose VHF omnidirectional range (VOR) navigation aid, which provided navigation information for the instrument procedures at Bourland Field and Stephenville Clark Regional Airport, as part of the VOR Minimum Operational Network (MON) Program, and to bring the airspace legal description for Mesquite Metro Airport into compliance with FAA Order 7400.2M, Procedures for Handling Airspace Matters. The geographic coordinates for Fort Worth Spinks Airport; Bridgeport Municipal Airport, Bridgeport, TX; and Stephenville Clark Regional Airport and the names of Dallas-Fort Worth International Airport, Dallas-Fort Worth, TX; Lancaster Regional Airport, Lancaster, TX; Bourland Field, and Stephenville Clark Regional Airport would also be updated to coincide with the FAA's aeronautical database.

This action proposes to amend Class E airspace areas extending upward from 700 feet or more above the surface of the earth at Avenger Field Airport, Sweetwater, TX. The FAA is proposing this action as the result of an airspace review caused by the decommissioning of the Sweetwater non-directional radio beacon (NDB). The geographic coordinates for the airport and the name of the airport would be updated to coincide with the FAA's aeronautical database. Airspace redesign is necessary for the safety and management of instrument flight rules (IFR) operations at these airports.

The FAA is proposing these actions as the result of airspace reviews caused by the decommissioning of the Newcomerstown VHF omnidirectional range (VOR) navigation aid, which provided navigation information for the instrument procedures at these airports, as part of the VOR Minimum Operational Network (MON) Program. The geographic coordinates of Harrison County Airport and Noble County Airport would also be updated to coincide with the FAA's aeronautical database. Airspace redesign is necessary for the safety and management of instrument flight rules (IFR) operations at these airports.

The FAA is proposing this action as the result of airspace reviews caused by the decommissioning of the McAlester VHF omnidirectional range (VOR) navigation aid, which provided navigation information for the instrument procedures at these airports. The geographic coordinates of the McAlester Regional Airport would also be updated to coincide with the FAA's aeronautical database. Airspace redesign is necessary for the safety and management of instrument flight rules (IFR) operations at these airports.
Amendment of VOR Federal Airways V-148, V-177, and V-345 in the Vicinity of Ely, MN, and Hayward, WI
This action amends VHF Omnidirectional Range (VOR) Federal airways V-148 and V-345 in the vicinity of Hayward, WI, and removes V- 177 in the vicinity of Ely, MN, and Hayward, WI. The VOR Federal airways modifications and removal are necessary due to the planned decommissioning of the Ely, MN, and Hayward, WI, VOR navigation aids (NAVAIDs), which provide navigation guidance for portions of the affected air traffic service (ATS) routes. The Ely and Hayward VORs are being decommissioned as part of the FAA's VOR Minimum Operational Network (MON) program.
Amendment of the Class D and Class E Airspace; Meridian, MS
This action amends the Class D airspace at Joe Williams NOLF, Meridian, MS; Key Field, Meridian, MS; and NAS Meridian/McCain Field, Meridian, MS; the Class E airspace area designated as an extension to Class D airspace at Key Field; and the Class E airspace extending upward from 700 feet above the surface at Key Field, Joe Williams NOLF, and NAS Meridian/McCain Field. This action is due to an airspace review caused by the decommissioning of the Kewanee VHF omnidirectional range (VOR) navigation aid, which provided navigation information for the instrument procedures at these airports, as part of the VOR Minimum Operational Network (MON) Program. The names and geographic coordinates of NAS Meridian/McCain Field and Joe Williams NOLF, and the geographic coordinates of Key Field are also being updated to coincide with the FAA's aeronautical database. Airspace redesign is necessary for the safety and management of instrument flight rules (IFR) operations at these airports.
Amendment of Class E Airspace; Huntsville, AL
This action amends the Class E surface airspace and the Class E airspace extending upward from 700 feet above the surface airspace legal descriptions for Huntsville, AL, by updating the airport reference for Redstone AAF, AL, to include the state identifier ``AL'' to coincide with the FAA's aeronautical database and comply with FAA Order 7400.2M, Procedures for Handling Airspace Matters. This action does not change the boundaries, altitudes, or operating requirements of the airspace.
Proposed Establishment of Class E Airspace; Owyhee, NV
This action proposes to establish Class E airspace extending upward from 700 feet or more above the surface at Owyhee Airport, Owyhee, NV. The establishment of airspace facilitates the airport's transition from visual flight rules to instrument flight rules (IFR) operations. The airspace, to the extent possible, contains a new IFR area navigation (RNAV) approach and IFR departure procedures at the airport. The first proposed area extends upward from 700 feet above the surface. The second proposed area extends upward from 1,200 feet above the surface. This action would ensure the safety and management of IFR operations at the airport.

The FAA proposes to rule and invites public comment on the release of land at the Paulding Northwest Atlanta Airport, Dallas, Georgia.
Proposed Amendment of Class E Airspace; Bryce Canyon, UT
This action proposes to amend the Class E airspace, designated as a surface area, at the Bryce Canyon Airport, Bryce Canyon, UT. The proposal would extend the surface area by adding a small amount of airspace to the northeast of the airport. Also, this action proposes to amend the Class E airspace by adding an area, designated as an extension to a surface area, to the southwest of the airport. Additionally, this action proposes to amend the Class E airspace extending upward from 700 feet above the surface by reducing the area to the east and southeast of the airport. Further, the actions proposes to remove Class E airspace extending upward from 1,200 feet above the surface. This airspace is wholly contained within Class E en route airspace and duplication is not necessary. Lastly, this action proposes an administrative update to the surface airspace's legal descriptions. These changes are necessary to accommodate airspace redesign for the safety and management of Instrument Flight Rules (IFR) operations at the airport.
Airworthiness Directives; Superior Air Parts, Inc. (SAP) Engines and Lycoming Engines Reciprocating Engines With a Certain SAP Crankshaft Assembly
The FAA proposes to adopt a new airworthiness directive (AD) for all SAP Model IO-360-series and O-360-series reciprocating engines and certain Lycoming Engines (Lycoming) Model AEIO-360-, IO-360-, and O-360-series reciprocating engines with a certain SAP crankshaft assembly installed. This SAP crankshaft assembly is installed as original equipment on the affected SAP engines and as a replacement part under parts manufacturer approval (PMA) on the affected Lycoming engines. This proposed AD was prompted by three crankshaft assembly failures that resulted in the loss of engine power and immediate or emergency landings. This proposed AD would require the removal from service of all affected crankshaft assemblies. The FAA is proposing this AD to address the unsafe condition on these products.
Deadline for Notification of Intent To Use the Airport Improvement Program Primary, Cargo, and Nonprimary Entitlement Funds Available to Date for Fiscal Year 2020
This action announces April 1, 2020, as the deadline for each airport sponsor to notify the FAA if it will use its Fiscal Year (FY) 2020 entitlement funds (also referred to as apportioned funds) to accomplish Airport Improvement Program (AIP) eligible projects. Each sponsor has previously identified to the FAA such projects through the Airports Capital Improvement Plan process. This action further announces May 18, 2020, as the deadline for an airport sponsor to submit a final grant application to use FY 2020 entitlement funds.
Airworthiness Directives; Hamilton Sundstrand Corporation Propellers
The FAA proposes to adopt a new airworthiness directive (AD) for certain Hamilton Sundstrand Corporation (Hamilton Sundstrand) 54H60 model propellers. This proposed AD was prompted by the failure of a propeller blade that resulted in the loss of the airplane. This proposed AD would require initial and repetitive eddy current inspections (ECI) of the affected propeller blades and replacement of the propeller blades that fail the inspection. The FAA is proposing this AD to address the unsafe condition on these products.
Airworthiness Directives; ATR-GIE Avions de Transport Régional Airplanes
The FAA proposes to adopt a new airworthiness directive (AD) for certain ATRGIE Avions de Transport R[eacute]gional Model ATR72 airplanes. This proposed AD was prompted by occurrences of smoke in the flight deck and flap extension difficulties due to wire chafing on the electrical harness under a certain panel. This proposed AD would require modifying the clamp installation of the electrical routing on a certain rib of the left- and right-hand side of the wing rear spars, as specified in a European Union Aviation Safety Agency (EASA) AD, which will be incorporated by reference. The FAA is proposing this AD to address the unsafe condition on these products.
Airworthiness Directives; Bombardier, Inc., Airplanes
The FAA proposes to adopt a new airworthiness directive (AD) for certain Bombardier, Inc., Model BD-100-1A10 airplanes. This proposed AD was prompted by reports of the loss of all air data system information provided to the flightcrew, which was caused by icing at high altitudes. This proposed AD would require revising the existing airplane flight manual (AFM) to provide the flightcrew with procedures to stabilize the airplane's airspeed and attitude. The FAA is proposing this AD to address the unsafe condition on these products.
Standard Instrument Approach Procedures, and Takeoff Minimums and Obstacle Departure Procedures; Miscellaneous Amendments
This rule establishes, amends, suspends, or removes Standard Instrument Approach Procedures (SIAPs) and associated Takeoff Minimums and Obstacle Departure Procedures (ODPs) for operations at certain airports. These regulatory actions are needed because of the adoption of new or revised criteria, or because of changes occurring in the National Airspace System, such as the commissioning of new navigational facilities, adding new obstacles, or changing air traffic requirements. These changes are designed to provide safe and efficient use of the navigable airspace and to promote safe flight operations under instrument flight rules at the affected airports.
Standard Instrument Approach Procedures, and Takeoff Minimums and Obstacle Departure Procedures; Miscellaneous Amendments
This rule amends, suspends, or removes Standard Instrument Approach Procedures (SIAPs) and associated Takeoff Minimums and Obstacle Departure Procedures for operations at certain airports. These regulatory actions are needed because of the adoption of new or revised criteria, or because of changes occurring in the National Airspace System, such as the commissioning of new navigational facilities, adding new obstacles, or changing air traffic requirements. These changes are designed to provide for the safe and efficient use of the navigable airspace and to promote safe flight operations under instrument flight rules at the affected airports.
Airworthiness Directives; Lockheed Martin Corporation/Lockheed Martin Aeronautics Company Airplanes
The FAA is adopting a new airworthiness directive (AD) for all Lockheed Martin Corporation/Lockheed Martin Aeronautics Company Model 382, 382B, 382E, 382F, and 382G airplanes, type certificated in any category; and Model C-130A, C-130B, C-130BL, C-130E, C-130H, C-130H-30, C-130J, C-130J-30, EC-130Q, HC-130H, KC-130H, NC-130B, NC-130, and WC- 130H airplanes, type certificated in the restricted or amateur category. This AD was prompted by a report indicating that two elevator booster assemblies experienced significant hydraulic fluid leaks, caused by fatigue cracks in the actuator cylinder. This AD requires an inspection to determine the part number of the elevator booster actuator, repetitive ultrasonic inspections of the actuator to detect cracking, and replacement of cracked elevator booster assemblies. The FAA is issuing this AD to address the unsafe condition on these products.
Airworthiness Directives; Airbus SAS Airplanes
The FAA is adopting a new airworthiness directive (AD) for certain Airbus SAS Model A350-941 and -1041 airplanes. This AD was prompted by reports of sealant bead damage caused by rotation of the attachment fitting bearing assembly of a trimmable horizontal stabilizer (THS). This AD requires repetitive detailed inspections, and applicable corrective action(s) if necessary, as specified in a European Union Aviation Safety Agency (EASA) AD, which is incorporated by reference. In addition, as specified in the EASA AD, this AD provides an optional modification that would terminate the inspections. The FAA is issuing this AD to address the unsafe condition on these products.
Airworthiness Directives; Airbus SAS Airplanes
The FAA is adopting a new airworthiness directive (AD) for all Airbus SAS Model A300 series airplanes. This AD was prompted by a report that indicated that bleed and air conditioning systems were contaminated by hydraulic fluid, and by an investigation that revealed that hydraulic fluid contaminations caused the failure of check valves installed on the hydraulic reservoir air pressurization system. This AD requires repetitive functional tests of the hydraulic reservoir air pressurization lines, and repair or replacement if necessary, as specified in a European Union Aviation Safety Agency (EASA) AD, which is incorporated by reference. The FAA is issuing this AD to address the unsafe condition on these products.
Proposed Amendment, Establishment, and Revocation of Multiple Air Traffic Service (ATS) Routes in the Vicinity of Waukon, IA
This action proposes to amend six VHF Omnidirectional Range (VOR) Federal airways, V-2, V-77, V-138, V-218, V-246 and V-398; establish two low altitude Area Navigation (RNAV) routes, T-348 and T- 389; and remove one VOR Federal airway, V-411, in the vicinity of Waukon, IA. The Air Traffic Service (ATS) route modifications are necessary due to the planned decommissioning of the VOR portion of the Waukon, IA, VOR/Distance Measuring Equipment (VOR/DME) navigation aid (NAVAID). The NAVAIDs provide navigation guidance for portions of the affected air traffic service (ATS) routes. The VOR is being decommissioned as part of the FAA's VOR Minimum Operational Network (MON) program.
Proposed Amendment of Class E Airspace; Tahlequah, OK
This action proposes to amend Class E airspace extending upward from 700 feet above the surface at Tahlequah Municipal Airport in Tahlequah, OK. The FAA is proposing this action as the result of an airspace review caused by the decommissioning of the Tahlequah non- directional radio beacon (NDB). The geographic coordinates for the airport in the associated airspace would be updated to coincide with the FAA's aeronautical database. Airspace redesign is necessary for the safety and management of instrument flight rules (IFR) operations at this airport.
Airworthiness Directives; CFM International, S.A. Turbofan Engines
The FAA proposes to adopt a new airworthiness directive (AD) for all CFM International S.A. (CFM) LEAP-1B21, -1B23, -1B25, -1B27, - 1B28, -1B28B1, -1B28B2, -1B28B2C, -1B28B3, -1B28BBJ1, and -1B28BBJ2 model turbofan engines. This proposed AD was prompted by reports of two new unsafe conditions and the need to supersede corrective actions for two previously addressed unsafe conditions. The FAA proposes to supersede AD 2018-25-09 and AD 2019-12-01, which apply to the affected LEAP-1B model turbofan engines. Since the FAA issued the ADs, the FAA received information and analysis indicating that supersedure of these ADs is warranted.
Amendment of Area Navigation (RNAV) Route T-217 in the Vicinity of Springfield, OH
This action amends low altitude area navigation (RNAV) route T-217 in the vicinity of Springfield, OH, to update the facility type listed for the Springfield, OH (SGH), route point in the T-route description. The FAA is taking this action due to the planned decommissioning of the VHF Omnidirectional Range (VOR) portion of the Springfield VOR/Distance Measuring Equipment (VOR/DME) navigation aid (NAVAID). No existing route structure or air traffic services are affected by this action.
Revocation of VHF Omnidirectional Range (VOR) Federal Airway V-369 Due to the Decommissioning of the Groesbeck, TX, VOR
This action removes VHF Omnidirectional Range (VOR) Federal airway V-369 in its entirety between Navasota, TX, and Dallas-Fort Worth, TX. The FAA is taking this action due to the planned decommissioning of the Groesbeck, TX (GNL), VOR navigation aid (NAVAID) which provides navigation guidance for portions of the affected ATS route. The Groesbeck VOR is being decommissioned in support of the FAA's VOR Minimum Operational Network (MON) program.

This action modifies 3 jet routes, 2 high altitude area navigation (RNAV) Q-routes, and 8 VHF Omnidirectional Range (VOR) Federal airways, and establishes 4 low altitude RNAV T-routes in the vicinity of Houston, TX. The FAA is taking this action due to the planned decommissioning of the Hobby, TX, VOR/Distance Measuring Equipment (VOR/DME) navigation aid (NAVAID), which provides navigation guidance for portions of the affected ATS routes.
Agency Information Collection Activities: Requests for Comments; Clearance of Renewed Approval of Information Collection: Extended Operations (ETOPS) of Multi-Engine Airplanes
In accordance with the Paperwork Reduction Act of 1995, FAA invites public comments about our intention to request the Office of Management and Budget (OMB) approval to renew an information collection. A final rule published on January 16, 2007 codified previous practices that permitted certificated air carriers to operate two-engine airplanes over long range routes. The FAA uses this information collection to ensure that aircraft for long range flights are equipped to minimize diversions, to preclude and prevent diversions in remote areas, and to ensure that all personnel are trained to minimize any adverse impacts of a diversion.
Amendment of Class C Airspace; Lansing, MI
This action modifies the Lansing, MI, Class C airspace area by amending the effective hours to coincide with the associated radar approach control facility hours of operation. The designated boundaries and altitudes of the Lansing, MI, Class C airspace area are not changed. Class C airspace areas are predicated on an operational air traffic control tower serviced by a radar approach control facility. Additionally, this action establishes Class D airspace at Capital Region International Airport, MI, when the associated radar approach control facility is not in operation.
Notice of Permanent Closure of Grove Hill Municipal Airport (3A0), Grove Hill, Alabama
The Federal Aviation Administration (FAA) received written notice, dated November 26, 2019, from the Town of Grove Hill Alabama requesting the permanent closure of Grove Hill Municipal Airport (3A0) and the removal of the airport from the NPIAS. The FAA hereby publishes the intent of the Town of Grove Hill's notice of permanent closure of Grove Hill Municipal Airport in accordance with U.S.C. 46319(b).
Airworthiness Directives; Bombardier, Inc., Airplanes
The FAA proposes to adopt a new airworthiness directive (AD) for certain Bombardier, Inc., Model BD-100-1A10 airplanes. This proposed AD was prompted by a report of an in-flight event where a flightcrew observed a SPOILER FAIL message and had difficulty maintaining roll control of the airplane. This proposed AD would require revising the existing airplane flight manual (AFM) to provide the flightcrew with procedures related to roll spoiler failures that reduce the flightcrew workload during this type of failure scenario. The FAA is proposing this AD to address the unsafe condition on these products.
Airworthiness Directives; The Boeing Company Airplanes
The FAA is adopting a new airworthiness directive (AD) for The Boeing Company Model 737-300, -400, and -700 series airplanes, modified to a Bedek Division Special Freighter (BDSF) by Supplemental Type Certificate (STC) ST01566LA, ST01961SE, or ST02556SE, with a 9G rigid barrier. An emergency AD was sent to all known U.S. owners and operators of these airplanes. This AD requires complying with loading restrictions and methods. This AD was prompted by a review of the manufacturing process for the 9G rigid barrier installed on BDSF conversions that identified a manufacturing non-compliance. The FAA is issuing this AD to address the unsafe condition on these products.
Proposed Amendment of VOR Federal Airways V-125, V-178, V-313, and V-429 in the Vicinity of Cape Girardeau, MO
This action proposes to amend four VHF Omnidirectional Range (VOR) Federal airways, V-125, V-178, V-313, and V-429, in the vicinity of Cape Girardeau, MO. The modifications are necessary due to the planned decommissioning of the VOR portion of the Cape Girardeau, MO, VOR/Distance Measuring Equipment (VOR/DME) navigation aid (NAVAID), which provides navigation guidance for portions of the affected air traffic service (ATS) routes. The Cape Girardeau VOR is being decommissioned as part of the FAA's VOR Minimum Operational Network (MON) program.

This action proposes to amend three VHF Omnidirectional Range (VOR) Federal airways, V-12, V-74, and V-516, in the vicinity of Anthony, KS. The modifications are necessary due to the planned decommissioning of the VOR portion of the Anthony, KS, VOR/Tactical Air Navigation (VORTAC) navigation aid (NAVAID), which provides navigation guidance for portions of the affected air traffic service (ATS) routes. The Anthony VOR is being decommissioned as part of the FAA's VOR Minimum Operational Network (MON) program.
Proposed Amendment of Multiple Air Traffic Service (ATS) Routes in the Northcentral United States
This action proposes to amend eleven VHF Omnidirectional Range (VOR) Federal airways, V-13, V-15, V-26, V-55, V-78, V-100, V-159, V- 175, V-219, V-307, and V-505, and two low altitude Area Navigation (RNAV) routes, T-285 and T-354, in the Northcentral United States. The modifications are necessary due to the planned decommissioning of the VOR portion of the Park Rapids, MN, VOR/Distance Measuring Equipment (VOR/ DME); Siren, WI, VOR/DME; Sioux City, IA, VOR/Tactical Air Navigation (VORTAC); and Huron, SD, VORTAC navigation aids (NAVAIDs). The NAVAIDs provide navigation guidance for portions of the affected air traffic service (ATS) routes. The VORs are being decommissioned as part of the FAA's VOR Minimum Operational Network (MON) program.
Amendment, Revocation, and Establishment of Air Traffic Service (ATS) Routes; Western United States
This action corrects a final rule published in the Federal Register of November 20, 2019, that amended, removed and established United States Area Navigation (RNAV) ATS routes in the western United States. ATS route T-268 had a geographic coordinate misidentified for HEMER, WA waypoint. This action corrects the geographic coordinate that was incorrectly listed in the final rule.

The modifications are necessary due to the planned decommissioning of the VOR portion of the McAlester, OK, VOR/Tactical Air Navigation (VORTAC) navigation aid (NAVAID), which provides navigation guidance for portions of the affected air traffic service (ATS) routes. The McAlester VOR is being decommissioned as part of the FAA's VOR Minimum Operational Network (MON) program.

The Air Traffic Service (ATS) route modifications are necessary due to the planned decommissioning of the VOR portions of the Newcombe, KY, VOR/Tactical Air Navigation (VORTAC) and the Hazard, KY, VOR/Distance Measuring Equipment (VOR/DME) navigation aids (NAVAIDs). The NAVAIDs provide navigation guidance for portions of the affected air traffic service (ATS) routes. These VORs are being decommissioned as part of the FAA's VOR Minimum Operational Network (MON) program.
Airworthiness Directives; Airbus SAS Airplanes
The FAA is revising an earlier proposal for all Airbus SAS Model A330-200, A330-200 Freighter, A330-300, A340-200, A340-300, A340- 500, and A340-600 series airplanes. This action revises the notice of proposed rulemaking (NPRM) by including additional affected free fall actuators (FFAs) and reducing certain compliance times. The FAA is proposing this airworthiness directive (AD) to address the unsafe condition on these products. Since these actions would impose an additional burden over those in the NPRM, the FAA is reopening the comment period to allow the public the chance to comment on these changes.
