Airworthiness Directives; Rolls-Royce Corporation Engines
We propose to adopt a new airworthiness directive (AD) for Rolls-Royce Corporation (RRC) AE 2100D2A and AE 2100D3 model turboprop engines and AE 3007A2 model turbofan engines. This proposed AD was prompted by the possibility of a low-cycle fatigue failure on certain turbine wheels. This proposed AD would require removing the affected turbine wheels at the next engine shop visit or before reaching the new reduced life limit, whichever occurs first, and replacing them with parts eligible for installation. We are proposing this AD to address the unsafe condition on these products.
Airworthiness Directives; Rolls-Royce Deutschland Ltd & Co KG Tay 620-15 Engines
We propose to adopt a new airworthiness directive (AD) for Rolls-Royce Deutschland Ltd & Co KG (RRD) Tay 620-15 turbofan engines. This AD limits service life of the low-pressure compressor (LPC) fan blades based on the number of dry-film lubricant (DFL) treatments. The AD was prompted by reports of LPC fan blade retention lug failures. We are proposing this AD to correct the unsafe condition on these products.
Airworthiness Directives; General Electric Company Turbofan Engines
We propose to adopt a new airworthiness directive (AD) for all General Electric Company (GE) GEnx-1B engines. This proposed AD was prompted by a report of a center vent tube (CVT) failure leading to a loss of oil pressure and subsequent in-flight engine shutdown. This proposed AD would require removal of the Air/Oil Extension Ducts, part numbers (P/N) 2332M85P01 or 2331M25G03. We are proposing this AD to address the unsafe condition on these products.

We propose to adopt a new airworthiness directive (AD) for all Dassault Aviation Model MYSTERE-FALCON 900 airplanes. This proposed AD was prompted by a determination that more restrictive maintenance requirements and airworthiness limitations are necessary. This proposed AD would require revising the maintenance or inspection program, as applicable, to incorporate new and more restrictive maintenance requirements and airworthiness limitations. We are proposing this AD to address the unsafe condition on these products.

Proposed Revocation of Class E Airspace; Clarendon, TX
This action proposes to remove Class E airspace extending upward from 700 feet above the surface at Clarendon Municipal Airport, Clarendon, TX. The FAA is proposing this action due to the cancellation of the instrument procedures at the airport making this airspace no longer necessary.
Proposed Amendment of Class E Airspace; Ionia, MI
This action proposes to amend the Class E airspace extending upward from 700 feet above the surface at Ionia County Airport, Ionia, MI. The FAA is proposing this action as a result of an airspace review due to the decommissioning of the Lansing VHF omnidirectional range (VOR) navigation aid as part of the VOR Minimum Operational Network (MON) Program. The geographic coordinates of the airport would also be updated to coincide with the FAA's aeronautical database.

AD 2009-11-08 required repetitive special detailed (high frequency eddy current) inspections to detect cracking of the keel beam fitting horizontal flange edge at a certain frame (FR) on the left- and right-hand sides of the fuselage, and repair if necessary. This AD was prompted by a new fatigue and damage tolerance evaluation that concluded the current inspection thresholds and intervals had to be modified. This AD requires contacting the FAA to obtain instructions for addressing the unsafe condition on these products, and doing the actions specified in those instructions. We are issuing this AD to address the unsafe condition on these products.

AD 99-23-16 required repetitive detailed visual inspections to detect cracking of the vertical flange of the inboard Z-stiffeners of the centerline panel of the fuselage belly fairing; and corrective actions, if necessary. This AD was prompted by a new fatigue and damage tolerance evaluation that concluded that the current inspection thresholds and intervals had to be more restrictive. This AD requires contacting the FAA to obtain instructions for addressing the unsafe condition on these products, and doing the actions specified in those instructions. We are issuing this AD to address the unsafe condition on these products.

We are adopting a new airworthiness directive (AD) for all The Boeing Company Model 737-100, -200, -200C, -300, -400, and -500 series airplanes. This AD was prompted by reports of cracks found in the main landing gear (MLG) beam forward support fitting. This AD requires repetitive inspections for cracking of the MLG beam forward support fitting, and applicable on-condition actions. We are issuing this AD to address the unsafe condition on these products.
Agency Information Collection Activities: Requests for Comments; Clearance of Renewed Approval of Information Collection: Renewal, Rotorcraft External Load Operator Certificate Application
In accordance with the Paperwork Reduction Act of 1995, FAA invites public comments about our intention to request the Office of Management and Budget (OMB) approval to renew an information collection. The Federal Register Notice with a 60-day comment period soliciting comments on the following collection of information was published on January 19, 2018. The collection involves the submission of application FAA Form 8710-4 for organizations wishing to conduct nonpassenger-carrying external-load operations for compensation or hire. The information to be collected will be used to and/or is necessary to evaluate the operators request to become or remain certified as Rotorcraft External-Load Operators.
Agency Information Collection Activities: Requests for Comments; Clearance of New Approval of Information Collection: FAA Aircraft Noise Complaint and Inquiry System (FAA Noise Portal)
In accordance with the Paperwork Reduction Act of 1995, the FAA invites public comments about our intention to request the Office of Management and Budget (OMB) approval for a new information collection. The Federal Register Notice with a 60-day comment period soliciting comments on the following collection of information was published on November 2, 2017. The voluntary collection is part of the FAA's goal to more effectively and efficiently address noise complaints or inquiries it receives. The collection includes information such as name, email address, street or cross street, city, state, zip code, and a description of the aircraft noise complaint or inquiry. The level of information to be collected is necessary to allow the FAA to respond to the noise complaint or inquiry.
IFR Altitudes; Miscellaneous Amendments
This amendment adopts miscellaneous amendments to the required IFR (instrument flight rules) altitudes and changeover points for certain Federal airways, jet routes, or direct routes for which a minimum or maximum en route authorized IFR altitude is prescribed. This regulatory action is needed because of changes occurring in the National Airspace System. These changes are designed to provide for the safe and efficient use of the navigable airspace under instrument conditions in the affected areas.
Airworthiness Directives; Airbus Airplanes
We propose to adopt a new airworthiness directive (AD) for all Airbus Model A300 series airplanes, Model A300 B4-600, B4-600R, and F4- 600R series airplanes, and Model A300 C4-605R Variant F airplanes (collectively called Model A300-600 series airplanes), and Model A310 series airplanes. This proposed AD was prompted by a report of yellow hydraulic system failure, including both braking accumulators, due to failure of the parking brake operated valve (PBOV). This proposed AD would require replacement of a certain PBOV with a different PBOV. We are proposing this AD to address the unsafe condition on these products.
Airworthiness Directives; Fokker Services B.V. Airplanes
We propose to adopt a new airworthiness directive (AD) for certain Fokker Services B.V. Model F28 Mark 0070 and 0100 airplanes. This proposed AD was prompted by a report that the retraction actuator eye-end of a Goodrich main landing gear (MLG) failed. This proposed AD would require a one-time general visual inspection of the left-hand (LH) and right-hand (RH) MLG retraction actuators and replacement if necessary. We are proposing this AD to address the unsafe condition on these products.
Airworthiness Directives; Airbus Airplanes
We propose to adopt a new airworthiness directive (AD) for certain Airbus Model A318, A319, and A320 series airplanes; and Model A321-111, -112, -131, -211, -212, -213, -231, -232, -251N, -253N, and - 271N airplanes. This proposed AD was prompted by a revision of an airworthiness limitations document that specifies more restrictive maintenance requirements and airworthiness limitations. This proposed AD would require revising the maintenance or inspection program, as applicable, to incorporate revised fuel airworthiness limitations. We are proposing this AD to address the unsafe condition on these products.
Airworthiness Directives; The Boeing Company Airplanes
We are adopting a new airworthiness directive (AD) for The Boeing Company Model 787-8 and 787-9 airplanes powered by Rolls-Royce plc (RR) Trent 1000-A2, Trent 1000-AE2, Trent 1000-C2, Trent 1000-CE2, Trent 1000-D2, Trent 1000-E2, Trent 1000-G2, Trent 1000-H2, Trent 1000- J2, Trent 1000-K2, and Trent 1000-L2 turbofan engines. This AD requires revising the airplane flight manual (AFM) to limit extended operations (ETOPS). This AD was prompted by a report from the engine manufacturer indicating that after an engine failure, prolonged operation at high thrust settings on the remaining engine during an ETOPS diversion may result in failure of the remaining engine before the diversion can be safely completed. We have determined that updated AFM limitations are needed to minimize the potential for intermediate pressure compressor (IPC) blade failures under certain conditions. We are issuing this AD to address the unsafe condition on these products.
Agency Information Collection Activities: Submissions for OMB Approval
The Federal Aviation Administration is seeking approval from the Office of Management and Budget (OMB) for a renewal of the existing Information Collection 2120-0768. As required by the Paperwork Reduction Act of 1995 (PRA), the purpose of this notice is to allow 30 days for public comment. The Information Collection was previously published in the Federal Register on February 12, 2018 and allowed 60 days for the public comment. The FAA proposes collecting information related to requests to operate Unmanned Aircraft Systems (UAS) in controlled airspace. The FAA will use the collected information to make determinations whether to authorize or deny the requested operation of UAS in controlled airspace. The proposed information collection is necessary to issue such authorizations or denials consistent with the FAA's mandate to ensure safe and efficient use of national airspace. In addition, the FAA proposes collecting information related to requests for waiver from the waivable provisions of the applicable regulations. The proposed information collection is necessary to determine whether the proposed operation is eligible for waiver consistent with the FAA's mandate to ensure safe and efficient use of national airspace. Several comments received were either positive or pertained to matters not directly addressed in this Information Collection.
Proposed Amendment, Revocation, and Establishment of Multiple Air Traffic Service (ATS) Routes; Western United States
This action proposes to amend three United States Area Navigation (RNAV) Routes (T-274, T-276, T-302), remove one RNAV route (T-304), and establish five RNAV routes (T-268, T-317, T-328, T-332, T- 355) in the western United States. The routes would promote operational efficiencies for users and provide connectivity to current and proposed RNAV enroute and terminal procedures.

This AD requires initial and repetitive inspections of the intermediate-pressure compressor (IPC) stage 1 rotor blades, IPC stage 2 rotor blades, and IPC shaft stage 2 dovetail posts, and removing any cracked parts from service. This AD was prompted by IPC blade separations resulting in engine failures. We are issuing this AD to address the unsafe condition on these products.
Special Conditions: Textron Aviation Inc. Model 700 Airplane; Occupant Protection for Side-Facing Seats Installed Forward of Aft-Facing Seats
These special conditions are issued for the Textron Aviation Inc. (Textron) Model 700 airplane. This airplane will have a novel or unusual design feature when compared to the state of technology envisioned in the airworthiness standards for transport-category airplanes. This design feature is side-facing seats installed forward of aft-facing seats. The applicable airworthiness regulations do not contain adequate or appropriate safety standards for this design feature. These special conditions contain the additional safety standards that the Administrator considers necessary to establish a level of safety equivalent to that established by the existing airworthiness standards.
Notice of Intent of Waiver With Respect to Land; Willoughby Lost Nation Municipal Airport, Willoughby, Ohio
The FAA is considering a proposal to change 10.667 acres of airport land from aeronautical use to non-aeronautical use and to authorize the sale of airport property located at Willoughby Lost Nation Municipal Airport, Willoughby, Ohio. The aforementioned land is not needed for aeronautical use. The proposed non-aeronautical use of the property is for a compatible 120,000 square foot manufacturing facility and office space development. The property has been appraised and the airport will receive Fair Market Value for the land to be sold.

The FAA is announcing the availability of and requesting comments on the Draft Programmatic Environmental Assessment (PEA) for the Front Range Airport Launch Site Operator License, Spaceport Colorado. The FAA has prepared the Draft PEA to evaluate the potential environmental impacts of issuing a Launch Site Operator License to the Board of County Commissioners (the BOCC) of Adams County, Colorado to operate a commercial space launch site, called ``Spaceport Colorado,'' at the Front Range Airport (FTG), in Watkins, Colorado. The Launch Site Operator License would allow the BOCC to offer Spaceport Colorado to commercial launch providers to conduct launch operations of horizontal take-off and horizontal landing reusable launch vehicles (RLVs).
Membership in the National Parks Overflights Advisory Group
By Federal Register notice on October 31, 2017 the National Park Service (NPS) and the Federal Aviation Administration (FAA) invited interested persons to apply to fill two upcoming openings on the National Parks Overflights Advisory Group (NPOAG). The notice invited interested persons to apply to fill future openings to represent air tour operator concerns and Native American interests. We propose to adopt a new airworthiness directive (AD) for various Airbus Helicopters Deutschland GmbH (Airbus Helicopters) Model MBB-BK117 and Model BO-105 helicopters. This proposed AD would require removing the swashplate bellows (bellows) and repetitively inspecting the swashplate assembly. This proposed AD is prompted by reports of loose and missing clamps installed on bellows. The proposed actions are intended to detect and prevent an unsafe condition on these products.
Revocation of Class E Airspace; Seven Springs, PA, and Amendment of Class E Airspace; Somerset, PA
This action removes Class E airspace at Seven Springs, PA, as Seven Springs Borough Airport has been abandoned, and controlled airspace is no longer required. This action also removes reference to the Seven Springs, PA, Class E airspace area from the Somerset County Airport, Somerset, PA, description, and updates the geographic coordinates of Somerset County Airport to coincide with the FAA's aeronautical database. This action enhances the safety and management of controlled airspace within the national airspace system.

The FAA is proposing this action as a result of an airspace review caused by the decommissioning of the Richmond VHF omnidirectional range (VOR) navigation aid as part of the VOR Minimum Operational Network (MON) Program. The geographic coordinates of the airport would also be updated to coincide with the FAA's aeronautical database.
Airworthiness Directives; DG Flugzeugbau GmbH Gliders
We are superseding Airworthiness Directive (AD) 2017-08-09 for DG Flugzeugbau GmbH Model DG-500MB gliders that are equipped with a Solo 2625 02 engine modified with a fuel injection system following the instructions of Solo Kleinmotoren GmbH Technische Mitteilung Nr. 4600-3 and identified as Solo 2625 02i. This AD results from mandatory continuing airworthiness information (MCAI) originated by an aviation authority of another country to identify and correct an unsafe condition on an aviation product. The MCAI describes the unsafe condition as the potential of an in-flight shut-down and engine fire due to failure of the connecting stud for the two fuel injector mounts of the engine redundancy system on gliders equipped with a Solo 2625 02i engine. We are issuing this AD to add a model to the applicability and require actions to address the unsafe condition on these products.
Proposed Amendment of Air Traffic Service (ATS) Routes in the Vicinity of Chicago, IL
This action proposes to modify two VHF Omnidirectional Range (VOR) Federal airways (V-217 and V-228) in the vicinity of the Chicago O'Hare International Airport, IL. The FAA is proposing this action due to the planned decommissioning of the Chicago O'Hare, IL (ORD), VOR/ Distance Measuring Equipment (VOR/DME) navigation aid (NAVAID), which provides navigation guidance for portions of the affected ATS routes. The Chicago O'Hare VOR/DME is being decommissioned to facilitate the construction of a new runway at Chicago O'Hare International Airport.
Special Conditions: Bell Helicopter Textron, Inc. (BHTI), Model 525 Helicopter; Mode Annunciation
These special conditions are issued for the BHTI Model 525 helicopter. This helicopter will have a novel or unusual design feature associated with fly-by-wire flight control system (FBW FCS) functions that affect the pilot awareness of the flight control modes while operating the helicopter. The applicable airworthiness regulations do not contain adequate or appropriate safety standards for this design feature. These special conditions contain the additional safety standards that the Administrator considers necessary to establish a level of safety equivalent to that established by the existing airworthiness standards.
Deadline for Notification of Intent To Use the Airport Improvement Program's (AIP) Primary, Cargo, and Nonprimary Entitlement Funds Available for Fiscal Year (FY) 2018
The FAA announces May 15, 2018, as the deadline for each airport sponsor to notify the FAA whether or not it will use its FY 2018 entitlement funds (also referred to as apportioned funds) available under 49 U.S.C. 47114 to support AIP-eligible projects that the airport sponsor previously identified through the Airports Capital Improvement Plan process during the preceding year.

This action proposes to amend Class E airspace extending upward from 700 feet above the surface at Capital Region International Airport, Lansing, MI. The FAA is proposing this action as a result of an airspace review do to the decommissioning of the Lansing VHF omnidirectional range (VOR) navigation aid as part of the VOR Minimum Operational Network (MON) Program. The geographic coordinates and name of the airport would also be updated to coincide with the FAA's aeronautical database. An editorial change would also be made to the legal designation by removing the city from the airport name.

This action proposes to amend VHF Omnidirectional Range (VOR) Federal airways V-170 and V-219 in the vicinity of Fairmont, MN. The modifications are necessary due to the planned decommissioning of the Fairmont, MN (FRM), VOR navigation aid (NAVAID), which provides navigation guidance for portions of the affected air traffic service (ATS) routes. The Fairmont VOR is being decommissioned as part of the VOR Minimum Operational Network (MON) program.

This proposed AD was prompted by a report from GE regarding a quality escape of nonconforming thrust reverser fire seals. This proposed AD would require a one-time inspection of the gap between the core cowl seal and the pylon seal of the thrust reverser for correct gap width, and replacement of the seals, if needed. We are proposing this AD to address the unsafe condition on these products.
Airworthiness Directives; The Boeing Company Airplanes
We propose to adopt a new airworthiness directive (AD) for certain The Boeing Company Model 747-100, -100B, -100B SUD, -200B, - 200C, -200F, -300, -400, -400D, 747SP, and 747SR, and 747-8 series airplanes. This proposed AD was prompted by reports indicating that additional areas of Boeing Material Specification (BMS) 8-39 flexible urethane foam were found during an inspection required by a related AD. This proposed AD would require inspecting for BMS 8-39 flexible urethane foam insulation in the floor panel assemblies and the power drive unit (PDU) cover assemblies; doing applicable on-condition actions; modifying certain dripshields; and replacing BMS 8-39 foam strips on certain dripshields with BMS 8-371 foam strips. We are proposing this AD to address the unsafe condition on these products.
Airworthiness Directives; Airbus Airplanes
We propose to adopt a new airworthiness directive (AD) for certain Airbus Model A319 series airplanes; Model A320-211, -212, -214, -231, -232, and -233 airplanes; and Model A321-111, -112, -131, -211, - 212, -213, -231, and -232 airplanes. This proposed AD was prompted by investigations that revealed that the cover seal of the brake dual distribution valve (BDDV) was damaged and did not ensure efficient sealing. This proposed AD would require identifying the BDDV part number installed on the airplane, and modifying or replacing BDDVs having certain part numbers. We are proposing this AD to address the unsafe condition on these products.
Airworthiness Directives; Saab AB, Saab Aeronautics (Formerly Known as Saab AB, Saab Aerosystems) Airplanes
We propose to supersede Airworthiness Directive (AD) 2016-13- 06, which applies to certain Saab AB, Saab Aeronautics Model 340A (SAAB/SF340A) and SAAB 340B airplanes. AD 2016-13-06 requires a revision of the applicable airplane flight manual (AFM), repetitive inspections of the horizontal stabilizer de-icing boots, and applicable corrective actions. Since we issued AD 2016-13-06, the manufacturer has developed an improved de-icing boot. This proposed AD would continue to require a revision of the applicable AFM, repetitive inspections of the horizontal stabilizer de-icing boots, and applicable corrective actions. This proposed AD would also require replacement of single stitched de-icing boots with improved double stitched boots, and re- identification of the modified horizontal stabilizer leading edge. We are proposing this AD to address the unsafe condition on these products.
Airworthiness Directives; Airbus Airplanes
We propose to supersede Airworthiness Directive (AD) 2017-15- 17, which applies to certain Airbus Model A300 B4-600R series airplanes, Model A300 C4-605R Variant F airplanes, and Model A300 F4- 600R series airplanes. AD 2017-15-17 requires an inspection of the lower area of a certain frame radius for cracking, and corrective action if necessary. Since we issued AD 2017-15-17, we have determined that repetitive inspections and applicable corrective actions are necessary. This proposed AD would add new repetitive inspections of the lower area of a certain frame radius for cracking, and corrective actions if necessary. We are proposing this AD to address the unsafe condition on these products.
