The Department of the Navy (DoN) is extending the public scoping period for the Revised Notice of Intent to prepare an Environmental Impact Statement (EIS) for EA-18G Growler airfield operations at Naval Air Station (NAS) Whidbey Island, Washington and announcing two additional public scoping meetings. The public scoping period will be extended an additional 45-days to January 9, 2015 and two additional public scoping meetings have been scheduled, one in Lopez Island, Washington and the other in Port Townsend, Washington. Dates and Addresses: Two open house information sessions will be held between 3:00 p.m. and 6:00 p.m. on: 1. Wednesday, December 3, 2014, Lopez Island Center for Community and Arts, 204 Village Road, Lopez Island, Washington 98261. 2. Thursday, December 4, 2014, Fort Worden Commons, Building 210, 200 Battery Way, Port Townsend, Washington 98368. Each of the open house information sessions will be informal and consist of information stations staffed by DoN representatives. The DoN invites comments on the proposed scope and content of the EIS from all interested parties, including Federal agencies, state agencies, local agencies, American Indian Tribes and Nations, and interested persons. Comments on the scope of the EIS may be provided via the U.S. Postal Service or the EIS Web site at: www.whidbeyeis.com. All comments provided orally or in writing at the scoping meetings, through the project Web site or by mail during the scoping period will receive the same consideration during EIS preparation. All comments must be postmarked no later than January 9, 2015. The DoN will not release the names, street addresses, email addresses and screen names, telephone numbers, or other personally identifiable information of individuals who provide comments during scoping unless required by law. However, the DoN may release the city, state, and 5-digit zip code of individuals who provide comments. The intended effect of this rule is to warn mariners in waters where 72 COLREGS apply.

The Department of the Navy proposes to alter the system of records, N06150-5, entitled ``Millennium Cohort Study'' in its inventory of record systems subject to the Privacy Act of 1974, as amended. This system will create a probability-based database of service members and veterans who have, or have not, deployed overseas so that various longitudinal health and research studies may be conducted over a 67-year period. The database will be used: a. To systematically collect population-based demographic and health data to evaluate the health of Armed Forces personnel throughout their careers and after leaving the service. b. To evaluate the impact of operational deployments on various measures of health over time including medically unexplained symptoms and chronic diseases to include cancer, heart disease and diabetes. c. To serve as a foundation upon which other routinely captured medical and deployment data may be added to answer future questions regarding the health risks of operational deployment, occupations, and general service in the Armed Forces. d. To examine characteristics of service in the Armed Forces associated with common clinician-diagnosed diseases and with scores on several standardized self-reported health inventories for physical and psychological functional status. e. To provide a data repository and available representative Armed Forces cohort that future investigators and policy makers might use to study important aspects of service in the Armed Forces including disease outcomes among an Armed Forces cohort. In addition to revealing changes in veterans' health status over time, the Millennium Cohort Study will serve as a data repository, providing a solid foundation upon which additional epidemiological studies may be constructed. f. To access the associations of military service on the health and well-being of military families, and to compare the adjusted probabilities of new onset diseases and conditions among military spouses.''

USEPA published their notice of availability of the SURTASS LFA sonar draft supplement on October 24, 2014 (79 FR 63622).

L. 91-190, 42 United States Code [U.S.C.] 4321-4347), as implemented by the Council on Environmental Quality Regulations implementing NEPA (40 Code of Federal Regulations [CFR] parts 1500- 1508), the Department of the Navy (DoN) has prepared and filed the Draft Environmental Impact Statement (EIS) to evaluate the potential environmental consequences associated with the disposal of the former Naval Weapons Station Seal Beach, Detachment Concord, Concord, California (NWS Concord), and its subsequent reuse by the local community. The DoN is initiating a 45-day public comment period to provide the community an opportunity to comment on the Draft EIS. Federal, state, and local elected officials and agencies and the public are encouraged to provide written comments. A public meeting will also be held to provide information and receive written comments on the Draft EIS. The Department of the Navy, after carefully weighing the strategic, operational, and environmental consequences of the proposed action, announces its decision to provide facilities and functions to support homebasing of F-35C aircraft at Naval Air Station (NAS) Lemoore, California, by accomplishing the proposed action as set out in Alternative 2 of the Environmental Impact Statement (EIS) for U.S. Navy F-35C West Coast Homebasing. Under Alternative 2, a total of 100 F-35C aircraft in seven Navy Pacific Fleet squadrons (10 aircraft per squadron) and the Fleet Replacement Squadron (30 aircraft) will be homebased at NAS Lemoore beginning in 2016. The proposed action will be completed in the 2028 timeframe. The 100 F-35C aircraft will replace 70 aging FA-18 Hornet aircraft. As a result, aircraft loading at NAS Lemoore will gradually increase by a net of 30 aircraft over the 13- year period. There will be no changes in aircraft loading at Naval Air Facility (NAF) El Centro, California, under Alternative 2. Homebasing the F-35C at NAS Lemoore will result in an increase of approximately 68,400 operations per year at NAS Lemoore and an increase of approximately 800 operations per year at NAF El Centro.

This notice is to advise the public that the Department of the Navy (DoN) is revising the scope for the Environmental Impact Statement (EIS) for EA-18G Growler airfield operations at Naval Air Station (NAS) Whidbey Island, Washington. This revised Notice of Intent has been published because since the September 5, 2013 publication of the original Notice of Intent in the Federal Register (78 FR 54635), the DoN has modified its proposed action to address a potential increase in the number of EA-18G aircraft to be procured and the subsequent changes in the number of aircraft that would be home based at NAS Whidbey Island. The revised scope will evaluate the potential environmental effects of homebasing an additional 13 to 36 EA-18G Growler aircraft at NAS Whidbey Island and the effects of this home basing on EA-18G Growler airfield operations at Ault Field and Outlying Landing Field (OLF) Coupeville. Additional information concerning the proposed scope changes is available on the project Web site at www.whidbeyeis.com. Notice of Public Meetings for the Draft Supplemental Environmental Impact Statement/Overseas Environmental Impact Statement for Gulf of Alaska Navy Training Activities

Pursuant to section 102(2)(c) of the National Environmental Policy Act of 1969, regulations implemented by the Council on Environmental Quality (40 Code of Federal Regulations Parts 1500-1508), and Presidential Executive Order 12114, the Department of the Navy (DoN) has prepared and filed with the U.S. Environmental Protection Agency a Draft Supplemental Environmental Impact Statement/Overseas Environmental Impact Statement (EIS/OEIS). The DoN prepared this analysis to update the Gulf of Alaska Navy Training Activities Final EIS/OEIS, which was completed with community input in May 2011 (hereafter referred to as the 2011 GOA Final EIS/OEIS), and to renew federal regulatory permits and authorizations. In the Draft Supplemental EIS/OEIS, the DoN uses a new acoustic modeling method and evaluates new, relevant information, such as new marine mammal density data and new scientific information, and updates environmental analyses, as appropriate. The DoN analyzes data using the Navy Acoustic Effects Model, not previously available for the 2011 GOA Final EIS/ OEIS, to evaluate potential effects on marine species from training activities. The National Marine Fisheries Service is a cooperating agency for this Supplemental EIS/OEIS. With the filing of the Draft Supplemental EIS/OEIS, the DoN is initiating a 60-day public comment period and has scheduled five public meetings to inform the public and receive comments on the Draft Supplemental EIS/OEIS. This notice announces the dates and locations of the public meetings and provides supplementary information about the environmental planning effort. Dates And Addresses: The 60-day Draft Supplemental EIS/OEIS public review period will begin August 22, 2014, and end October 20, 2014. The DoN will hold five public meetings to inform the public about the Proposed Action and to provide an opportunity to comment on the adequacy and accuracy of the supplemental environmental analysis. Each of the public meetings will include an open house information session, followed by a short presentation by the DoN. DoN representatives will be available during the open house information sessions to provide information related to the Draft Supplemental EIS/OEIS.
