Pursuant to section 102(2)(c) of the National Environmental Policy Act (NEPA) of 1969, as implemented by the Council on Environmental Quality Regulations (40 Code of Federal Regulations [CFR] Parts 1500-1508), and Executive Order (EO) 12114, the Department of the Navy (Navy) announces its intent to prepare an Environmental Impact Statement (EIS)/Overseas EIS (OEIS) to evaluate the potential environmental effects associated with continuing to conduct military readiness activities, which consist of training activities and research, development, testing, and evaluation (hereinafter referred to as ``testing'') activities in the Atlantic Fleet Training and Testing (AFTT) Study Area. The Study Area consists of sea space in and airspace over the Atlantic Ocean along the eastern coast of North America, portions of the Caribbean Sea, and the Gulf of Mexico. The AFTT Study Area begins seaward from the mean high water line and moves east to the 45 degree longitude line. The Study Area covers approximately 2.6 million square nautical miles of ocean area, including designated Navy operating areas, warning areas, select Navy pierside locations, and associated port transit channels. In order to both achieve and maintain military readiness, the Navy proposes to: Conduct training and testing activities at levels required to support Navy military readiness requirements beginning in 2018 into the reasonably foreseeable future; and Accommodate evolving mission requirements associated with force structure changes, including those resulting from the development, testing, and ultimate introduction of new platforms (vessels, aircraft, and weapon systems) into the fleet; thereby ensuring critical Navy requirements are met. The Department of the Navy (DON), after carefully considering the environmental consequences of the proposed action, as well as strategic, operational, and training requirements, obligations under treaties and other international agreements, and cost, announces its decision to construct and operate a main base (cantonment area), a family housing area, a live-fire training range complex (LFTRC), and associated infrastructure on Guam to support the relocation of a substantially reduced number of Marines and dependents than previously analyzed in a 2010 Final Environmental Impact Statement (EIS) (Guam and Commonwealth of the Northern Mariana Islands (CNMI) Military Relocation; Relocating Marines from Okinawa, Visiting Aircraft Carrier Berthing, and Army Air and Missile Defense Task Force). The proposed action will be accomplished as set out in Alternatives E and 5 as identified in the 2015 Final Supplemental Environmental Impact Statement (SEIS) as the preferred alternatives. Alternatives E and 5 consist of a cantonment at Naval Computer and Telecommunications Station Finegayan (Finegayan) and family housing at Andersen Air Force Base (AAFB), and a LFTRC at AAFB-Northwest Field (NWF). The LFTRC also includes a stand-alone hand grenade range at Andersen South. Under these selected alternatives, the DON will be able to meet current and future DON and Department of Defense (DoD) training and operational requirements. The Record of Decision (ROD) documents why the DoD has chosen to implement the preferred alternatives as described in the 2015 Final SEIS. The ROD includes descriptions and discussions of the anticipated environmental impacts of the proposed action. It also includes descriptions and discussions of all related actions and their anticipated impacts.

The Department of the Navy (DoN), after participating as a cooperating agency and carefully and independently reviewing and evaluating the Final Environmental Impact Statement (EIS) for the Honolulu High-Capacity Transit Corridor Project (HHCTCP), prepared by the U.S. Department of Transportation Federal Transit Administration (FTA) and the City and County of Honolulu Department of Transportation Services, announces its decision to adopt the Final EIS and implement several real estate actions in support of the HHCTCP as set out in the Airport Alternative, which was identified as the preferred alternative in the Final EIS. DoN real estate actions would involve the conveyance of approximately 1.6 acres of land and the granting of various easements and license agreements to allow for construction and operation of the HHCTCP.

Implementation of this alternative would include the design and construction of logistical support buildings, equipment use and maintenance training facilities, classroom and tactical skills instruction buildings, storage and administrative facilities, utilities, fencing, roads, and parking. A new controlled entry point would be provided for immediate access to/from State Route 75. Building 99, a World War II-era bunker eligible for listing in the National Register of Historic Places, would be demolished to facilitate campus construction.

Pursuant to Section (102)(2)(c) of the National Environmental Policy Act of 1969 (NEPA) (42 United States Code [U.S.C.] Sections 4321-4370h); the Council on Environmental Quality (CEQ) regulations for implementing the procedural provisions of NEPA (Title 40 Code of Federal Regulations (C.F.R) Parts 1500-1508); Department of the Navy (DoN) Procedures for Implementing NEPA (32 CFR part 775); and Marine Corps NEPA directives (Marine Corps Order P5090.2A), the United States Marine Corps (Marine Corps) has prepared and filed with the U.S. Environmental Protection Agency (EPA) a Draft Environmental Impact Statement (EIS) that evaluates the potential environmental consequences that may result from implementation of repair, renovation, and construction projects at Marine Barracks Washington (MBW), District of Columbia (DC) anticipated to occur within an approximately 5-year planning horizon from the publication of the Record of Decision anticipated in 2016). The principal project analyzed in this Draft EIS is the replacement of a Bachelor Enlisted Quarters (BEQ) Complex (including supporting facilities and parking) currently housed in Building 20 at MBW. Depending on the alternative selected, the BEQ Complex replacement project may include land acquisition in DC. The Draft EIS also evaluates renovation and improvement projects to Building 7 at the Main Post; improvements to the MBW Annex gate at 7th and K Streets; and improvements to building facades, fencing, infrastructure, pedestrian amenities, and landscaping throughout the installation. The Draft EIS includes a programmatic evaluation of several additional projects anticipated to occur beyond the 5-year planning horizon for which information sufficient to conduct detailed NEPA analysis is not yet available. Principal among these projects is the potential reuse of Building 20 or the Building 20 site once the BEQ Complex has been relocated. Other longer-term projects include renovation of Building 9 to accommodate the consolidation of various administrative functions, as well as some additional landscaping and maintenance projects. Once these actions become sufficiently ripe for detailed analysis, additional NEPA analysis will be completed. A Notice of Intent to prepare this EIS was published in the Federal Register on September 6, 2013 (Vol. 78, No. 173, p. 54873). With the filing of the Draft EIS, the DoN is initiating a 45-day public comment period and has scheduled a public open house meeting to receive written and verbal comments on the Draft EIS. Federal, state, and local agencies and interested individuals are encouraged to attend the public meeting. This notice announces the dates and locations of the public meeting, and supplementary information about the environmental planning effort.
