The U.S. Army announces the availability of an FEIS which evaluates the potential environmental impacts of the construction and operation of new USAMRIID facilities and the decommissioning and demolition and/or re-use of existing USAMRIID facilities at Fort Detrick.
Mandatory Provision of Full Replacement Value Coverage by Department of Defense Personal Property Transportation Service Providers (TSPs)/Contractors
Pursuant to Chapter 157, Sec. 2636a of Title 10 United States Code enacted by Congress on November 26, 2003, as amended by the Department of Defense Authorizations Act for FY 2007, the Military Surface Deployment and Distribution Command (SDDC), as the Traffic Manager for Department of Defense (DOD) Personal Property Program, is informing the Transportation Service Provider (TSP)/contractor community of the mandatory requirement to provide Full Replacement Value (FRV) coverage to all customers of the DOD Personal Property Program. The cost of FRV shall be included in contracts with movers and FRV shall be made available to Service members and civilian employees. All shipments that have been picked up or are already in storage prior to the effective dates noted below will not be required to be covered by FRV. This notice affords TSPs/contractors ample time to incorporate the cost of providing FRV for loss/damage protection into their rates.
Availability for Non-Exclusive, Exclusive, or Partially Exclusive Licensing of U.S. Patent Application Concerning Ballistic Impact Detection System
In accordance with 37 CFR 404.4, 404.6 and 404.7, announcement is made of the availability for licensing of the invention set forth in PCT/US2005/021195 entitled ``Ballistic Impact Detection System,'' filed June 16, 2005. The Department of the Army is proposing to alter a system of records notice in its existing inventory of records systems subject to the Privacy Act of 1974, (5 U.S.C. 552a), as amended.
Installations, Use of Off-Road Vehicles on Army Land
The Department of the Army is resending AR 385-55, Prevention of Motor Vehicle Accidents, and has consolidated its requirements into AR 385-10, Army Safety Program. During consolidation, the section concerning the use of non-tactical off-road vehicles on Army land was removed.
The Biological Defense Safety Program and Technical Safety Requirements
The Department of the Army is removing its regulations concerning the biological Defense Safety Program and its requirements because it is now superseded through consolidation with other Army safety regulations into Army Regulation (AR) 385-10, Army Safety Program and does not affect the general public.

The Department of the Army is publishing as a final rule an amendment to its regulation to reflect a substantial revision of AR 27- 20, an Army publication which governs the processing of claims worldwide. The purpose of this revision is to make AR 27-20 clearer and easier to use, after years of piecemeal amendments. This rewrite also ensures that AR 27-20 is in keeping with current statutes, legal opinions and Department of Justice guidance pertaining to claims processing. This updated rule will expedite payment of meritorious claims throughout the world. AR 27-20 includes rules for processing affirmative claims, i.e., recovery actions on behalf of the United States.

The Department of the Army announces the availability of a Draft Supplemental Programmatic Environmental Impact Statement (DSEIS) identifying the potential environmental effects of changing land and airspace use at Fort Bliss to support evolving changes in missions and units and support Army Transformation, Integrated Global Presence and Basing Strategy, Base Realignment And Closure (BRAC), the Army Campaign Plan and other Army initiatives. The SEIS will supplement the Fort Bliss, Texas and New Mexico, Mission Master Plan Programmatic Environmental Impact Statement (PEIS), for which a Record of Decision was signed in 2001.
Notice of Availability (NOA) of the Pinon Canyon Maneuver Site (PCMS), Colorado, Transformation Draft Environmental Impact Statement (DEIS) and Evaluation of Continued Land Withdrawal under Public Law 104-201
The U.S. Army announces the availability of a DEIS that evaluates the implementation of transformational activities at the PCMS, Colorado. The PCMS is a training center area administered and used by military units stationed at, or otherwise under the responsibility of, Fort Carson, Colorado. Implementation actions associated with these transformational activities include training of additional Soldiers at the PCMS, and as funds become available, constructing a limited number of facilities in the cantonment and training areas, and increasing the use of the PCMS maneuver training lands.

The U.S. Army announces the availability of a DEIS that evaluates implementing transformational activities at Fort Carson, a military installation located south of Colorado Springs, Colorado. Actions associated with these transformational activities include restationing of troops; construction, demolition, and renovation of facilities at the Cantonment and range areas; and increased use of training lands.
Contractor Personnel Deployment
This action removes regulations pertaining to the deployment of contractor personnel in support of military operations. The regulations are superseded by a higher regulation, Defense Federal Acquisition Regulation Supplement (DFARS) Subpart 225.74, Defense Contractors Outside the United States.
Publication of Changes to Surface Deployment and Distribution Command Policy TR-12, Fuel Related Rate Adjustment Policy
SDDC intends to modify SDDC Policy TR-12. SDDC intends to implement the modified policy 90 (ninety) days from publication in the Federal Register. Modifications include the following: 1. SDDC will no longer pay a Fuel Related Adjustment (FRA) or fuel surcharge on movements based on what is known as a ``Spot Bid'' tender. 2. SDDC will no longer pay an FRA for any type of rail shipment. 3. SDDC will pay an FRA based on an updated baseline of $2.50 rather than a baseline of $1.30.

Preparation of the Brigade Combat Team Transformation Programmatic Environmental Impact Statement (PEIS), Fort Irwin, CA
The Army Installation Management Agency and the Fort Irwin National Training Center will prepare a PEIS to analyze the impacts of mission realignment in support of the Army Transformation, the Army Campaign Plan, and other Army initiatives. Under the proposed action, the 11th Armored Cavalry Regiment will expand to become a full-size, multi-component Heavy Brigade Combat Team (BCT), deployable throughout the world. Other, smaller units will also be stationed at Fort Irwin. Training rotations will increase from 10 per year to 12. The PEIS will evaluate the new construction, new land use, and changes in training, area use necessary to implement the proposed action at Fort Irwin.

The Army Privacy Program
The Department of the Army is updating policies and responsibilities for the Army Privacy Program, which implements the Privacy Act of 1974, by showing organizational realignments and by revising referenced statutory and regulatory authority, such as the Health Insurance Portability and Accountability Act and E-Government Act of 2002. This rule finalizes the proposed rule that was published in the Federal Register on April 25, 2006.

Availability of the Draft Environmental Assessment for an Airspace Proposal in the Savannah, GA, Hunter Army Airfield Area
This announces the availability of the Draft Environmental Assessment (EA) for an airspace proposal in the Savannah, GA, Hunter Army Airfield area. The airspace proposal is required for the establishment of Helicopter Aerial Refueling routes utilizing United States Army helicopters and United States Air Force and/or Marine Corp. airplanes to conduct air-to air refueling training. In order to use these routes on a recurring basis they are required to be published in the Department of Defense publication system therefore requiring an environmental study. The EA assesses the potential environmental impacts of all areas that underlie the flight routes. There are four routes in the proposal which will be utilized by an U.S. Army tenant unit of Hunter Army Airfield, GA.

Availability of the Record of Decision for the Construction and the Operation of a Battle Area Complex and a Combined Arms Collective Training Facility Within U.S. Army Training Lands in Alaska
The Army announces the availability of its Record of Decision (ROD) for the construction and operation of a Battle Area Complex (BAX) and a Combined Arms Collective Training Facility (CACTF) within U.S. Army training lands in Alaska, and the execution of routine, joint military training at these locations. Or June 14, 2006, the Army published a notice of availability of its Final Environmental Impact Statement (EIS) that considered the environmental consequences of the proposed action and alternatives. The ROD was signed in July 2006 and was prepared pursuant to the National Environmental Policy Act (NEPA). The ROD explains and finalizes the Army's decision to proceed with construction and operation of the BAX and CACTF at Eddy Drop Zone. This decision was based on the analysis described in the Final EIS, supporting studies, and comments provided during formal comment and review periods. The decision also affirms the Army's commitment to implementing a series of mitigation and monitoring measures to offset potential adverse environmental impacts associated with the selected action, as identified in the Final EIS.
