The U.S. Air Force is issuing this notice to advise the public of an extension to the public comment period on the environmental impact statement on the proposed relocation of the 18th Aggressor Squadron to Joint Base Elmendord-Richardson, Alaska. The initial Notice of Availability published in the Federal Register on May 31, 2013 (78 FR 32645), and established a public comment period from May 31 through August 2, 2013. The Air Force has extended the deadline for submitting public comments to August 30, 2013. All substantive comments received by August 30, 2013 will be addressed in the Public Comment Section of the Final EIS. Under the provisions of the Federal Advisory Committee Act of 1972 (5 U.S.C., Appendix, as amended), the Government in the Sunshine Act of 1976 (5 U.S.C. 552b, as amended), and 41 CFR 102-3.150, the Department of Defense announces that the Air University Board of Visitors' meeting will take place on Wednesday, 10 July 2013, from 1:00 p.m. to approximately 4:00 p.m. The meeting will be a conference call meeting. Please contact Mrs. Diana Bunch, Designated Federal Officer, at (334) 953-1303, for further information to access the conference call. The purpose and agenda of this meeting is to provide independent advice and recommendations on matters pertaining to the educational policies and programs of Air University and for the AFIT Subcommittee to discuss their recent subcommittee meeting. In addition, the Air University Board of Visitors' fall meeting will take place on Monday, November 18th, 2013, from 8:00 a.m. to 4:00 p.m. and Tuesday, November 19th, 2013, from 8:00 a.m. to 4:00 p.m. The meeting will be held in the Air University Commander's Conference Room located in building 800 at Maxwell Air Force Base, AL. The purpose of this meeting is to provide independent advice and recommendations on matters pertaining to the educational, doctrinal, and research policies and activities of Air University. The agenda will include topics relating to the policies, programs, and initiatives of Air University educational programs and will include an outbrief from the Academic Affairs Subcommittee and the Air Force Institute of Technology Subcommittee. On May 31, 2013, the United States Air Force signed the ROD for the F-15 Aircraft Conversion for the 144th Fighter Wing, California Air National Guard at Fresno-Yosemite International Airport. The ROD states the Air Force decision to implement the preferred alternative analyzed in the Environmental Impact Statement. The Preferred Alternative will convert the 144 FW from 21 F-16 aircraft [18 F-16 Primary Assigned Aircraft (PAA) and 3 Back-up Inventory Aircraft (BAI)] to 21 F-15 aircraft (18 F-15 PAA and 3 F-15 BAI aircraft). The decision was based on matters discussed in the Final Environmental Impact Statement (EIS), inputs from the public and regulatory agencies, and other relevant factors. The Final EIS was made available to the public on March 1, 2013 through a NOA in the Federal Register (Volume 78, Number 41, Page 13874) with a wait period that ended on April 1, 2013. The ROD documents only the decision of the Air Force with respect to the proposed Air Force actions analyzed in the Final EIS. On May 15, 2013, the United States Air Force signed the Second ROD for the Barry M. Goldwater Range East Range Enhancements Final Environmental Impact Statement. This ROD states the Air Force decision to implement three of the remaining four proposals analyzed in the Environmental Impact Statement. These three proposals include: Proposal 2, Establishing timely reviews and approval procedures to address reconfiguration of existing air-to-ground target complexes on tactical ranges; Proposal 5, lowering the regular flight altitude floor over a portion of the Cabeza Prieta National Wildlife Refuge; and Proposal 7, allowing additional training in combat search and rescue and similar ground-based and combined air-ground operations. While no decision has been made for the final proposal at this time, the Air Force anticipates issuing an additional ROD at a future date once consultations are complete for this proposal. The decision was based on matters discussed in the Final Environmental Impact Statement (EIS), inputs from the public and regulatory agencies, and other relevant factors. The Final EIS was made available to the public on November, 26, 2010 through a NOA in the Federal Register (Volume 75, Number 227, Page 72824) with a wait period that ended on December 27, 2010. On May 20, 2011 the Air Force signed the first ROD for six proposals that were analyzed in the Final EIS. This ROD documents only the decision of the Air Force with respect to the proposed Air Force actions analyzed in the Final EIS. In accordance with 10 U.S.C. Section 9355, the U.S. Air Force Academy (USAFA) Board of Visitors (BoV) will hold a meeting in the Russell Senate Office Building, Room SR-485, in Washington, DC on June 14, 2013. The meeting will begin at 10:00 a.m. The purpose of this meeting is to review morale and discipline, social climate, curriculum, instruction, infrastructure, fiscal affairs, academic methods, and other matters relating to the Academy. Specific topics for this meeting include a Superintendent's Update; a Character Update; Diversity and Inclusion Plan brief; Development of a USAFA Second Lieutenant, Part 2 brief; a Subcommittee Out-brief; and an Ethics Training brief. In accordance with 5 U.S.C. Section 552b, as amended, and 41 CFR Section 102-3.155, the Administrative Assistant to the Secretary of the Air Force in consultation with the Office of the Air Force General Counsel has determined in writing that the public interest requires one session of this meeting shall be closed to the public because it involves matters covered by subsection (c)(6) of 5 U.S.C. 552b. Public attendance at the open portions of this USAFA BoV meeting shall be accommodated on a first-come, first-served basis up to the reasonable and safe capacity of the meeting room. In addition, any member of the public wishing to provide input to the USAFA BoV should submit a written statement in accordance with 41 CFR Section 102-3.140(c) and section 10(a)(3) of the Federal Advisory Committee Act and the procedures described in this paragraph. Written statements must address the following details: The issue, discussion, and a recommended course of action. The SAB will meet 7:45 a.m.-12:45 p.m. with all sessions closed to the public. The purpose of this quarterly meeting is to review the status of the FY13 SAB studies directed by the Secretary of the Air Force: countering electro-optical and infrared targeting system threats to our aircraft, disaggregation of satellite mission applications, and communicating in a contested environment. The SAB will receive a presentation on the mission of Air Force Global Strike Command, the host for the SAB's Spring Board Meeting. This board meeting will also include the publication status of the FY12 studies, the latest updates on the ongoing study outbriefs, as well as discussion of the SAB's review of Air Force Research Laboratory (AFRL) science and technology investments. The remaining FY13 Board schedule and internal restructuring options will also be discussed. The purpose of this notification is to inform users of an upcoming event related to the GPS satellite constellation. U.S. Air Force Space Command will be testing CNAV capabilities on the GPS L2C and L5 signals on 15-29 June 2013. There are no planned GPS satellite outages for this activity. The broadcast navigation messages will be in compliance with IS-GPS-200 and IS-GPS-705. L2C/L5 CNAV testing will be transparent to GPS receivers that do not process L2C or L5 CNAV. U.S. Air Force Space Command expects to conduct one to two CNAV tests per year over the next few years. These test events will provide an opportunity for civil users and manufacturers to participate in L2C/L5 evaluation and will result in enhanced provider and user readiness for L2C/L5 operations once the Next Generation GPS Operational Control System comes online in 2016. U.S. Air Force Space Command and the National Space-Based Positioning, Navigation, and Timing Systems Engineering Forum (NPEF) encourage L2C and L5 users and receiver manufacturers to review the test plan, provide comments, and participate in the evaluation process. Comments to the test plan must be submitted on a Comment Resolution Matrix (https://www.navcen.uscg.gov/L2C_L5_CNAV_Test_Plan_Comments_ BLANK.xlsx) by 29 April 2013 and sent to Smcgper@us.af.mil.
