Under the provisions of the Federal Advisory Committee Act of 1972 (5 U.S.C., Appendix, as amended), the Government in the Sunshine Act of 1976 (5 U.S.C. 552b, as amended), and 41 CFR 102-3.150, the Department of Defense announces that the United States Air Force Scientific Advisory Board (SAB) meeting will take place 11-12 September 2012 at the Secretary of the Air Force Technical and Analytical Support Conference Center, 1550 Crystal Drive, Arlington, VA 22202. The meeting will be from 7:45 a.m.-4:30 p.m. on Tuesday, 11 September 2012, with the sessions from 7:45 a.m.-11 a.m. and 3:30 p.m.-4:30 p.m. open to the public; and 8 a.m.-12:15 p.m. on Wednesday, 12 September 2012, with the sessions from 10:15 a.m.-11:15 p.m. open to the public. The purpose of this Air Force Scientific Advisory Board quarterly meeting is to introduce the FY13 SAB study topics tasked by the Secretary of the Air Force and receive presentations that address relevant subjects to the SAB mission to include introduction of the new Board members for FY13, status of FY12 studies and the FY13 Board schedule; the Air Force's science and technology needs with respect to space operations; Department of the Army acquisition and technology practices and lessons learned; latest perspectives on operations, plans, and requirements for the Air Force; future of Air Force and DoD cyberspace for assuring cyberspace advantage; Air Force Global Strike Command overview highlighting high priority capability gaps and technology solution partnerships; and intelligence, surveillance, and reconnaissance needs for contested environments. In accordance with 5 U.S.C. 552b, as amended, and 41 CFR 102-3.155, The Administrative Assistant of the Air Force, in consultation with the Air Force General Counsel, has agreed that the public interest requires some sessions of the United States Air Force Scientific Advisory Board meeting be closed to the public because they will discuss information and matters covered by section 5 U.S.C. 552b(c)(1). Any member of the public wishing to provide input to the United States Air Force Scientific Advisory Board should submit a written statement in accordance with 41 CFR 102-3.140(c) and section 10(a)(3) of the Federal Advisory Committee Act and the procedures described in this paragraph. Written statements can be submitted to the Designated Federal Officer at the address detailed below at any time. Statements being submitted in response to the agenda mentioned in this notice must be received by the Designated Federal Officer at the address listed below at least five calendar days prior to the meeting which is the subject of this notice. On August 1, 2012, the United States Air Force signed the ROD for the F35A Training Basing Final Environmental Impact Statement (FEIS). The ROD states the Air Force decision to implement the Preffered Alternative to beddown 72 F35A Primary aircraft authorized (PAA) training aircraft at Luke Air Force Base, Arizona. The decision was based on matters discussed in the FEIS, inputs from the public and regulatory agencies, and other relevant factors. The FEIS was made available to the public on June 15, 2012 through a NOA in the Federal Register (Volume 77, Number 116, Page 35961) with a wait period that ended on July 15 2012. The ROD documents only the decision of the Air Force with respect to the proposed Air Force actions analyzed in the FEIS. This notice is being issued pursuant to Section 3031(b)(5)(B) of the Military Lands Withdrawal Act (MLWA) of 1999 (Pub. L. 106-65, Title XXX) regarding opportunities for public review and comment on a Public Report that is being prepared in association with an update of the Integrated Natural Resources Management Plan (INRMP) for the Barry M. Goldwater Range (BMGR), Arizona. The process to update the 2007 BMGR INRMP is being initiated by the U.S. Air Force and U.S. Marine Corps. The Sikes Act (16 U.S.C. 670a) provides that INRMPs must be reviewed as to their operation and effect not less often than every five years. The BMGR INRMP will be updated in accordance with this Sikes Act provision and will be prepared in coordination with the Director of the U.S. Fish and Wildlife Service and the Director of Arizona Game and Fish Department. In accordance with the MLWA and in support of the INRMP update, the U.S. Air Force and U.S. Marine Corps are also preparing a Public Report to summarize current military use of the BMGR, changes in military use of the lands since the 2007 INRMP was implemented, and efforts related to the management of natural and cultural resources and environmental remediation of the lands during the previous five years. Two public meetings are scheduled to familiarize the public with progress made in the management of natural resources since completion of the 2007 INRMP, to seek review and input on the Public Report to guide development of the INRMP update, and to share information about projects planned to support natural resource management during the next five years. The meeting scheduled for 17 July 2012 in Yuma, Arizona will focus on BMGR West and a second meeting focused on BMGR East is scheduled for 18 July 2012 in Gila Bend, Arizona. Public meetings will be announced in the following Arizona newspapers: Yuma Sun, West Valley View (Glendale), the Gila Bend Sun, Arizona Daily Star (Tucson), and the Ajo Copper News. Federal, state, and local agencies; Native American tribes; and interested individuals are encouraged to take these opportunities to participate in the INRMP update process.

We are requesting to amend the date of the GPS Simulator Working group meeting notice published on April 20, 2012 under 77 FR 23668. The date of the meeting will now be 15 May 2012 from 0730-1600 (Pacific Standard Time). This meeting notice is to inform the public that the Global Positioning Systems (GPS) Directorate will be hosting an open GPS Satellite Simulator Working Group (SSWG) meeting for manufacturers of GPS constellation simulators utilized by the federal government on 15 May 2012 from 0730-1600 (Pacific Standard Time). The purpose of this meeting is to disseminate information about GPS simulators, discuss current and on-going efforts related to simulators and form a functioning GPS Satellite Simulator Working Group with industry and government participation. The GPS Satellite Simulator Working Group is open to any current manufacturer of GPS constellation satellite simulators who supply products to the Department of Defense. In accordance with 10 U.S.C. 9355 and 41 CFR 102-3.150, the U.S. Air Force Academy (USAFA) Board of Visitors (BoV) will hold a meeting in Capitol Building House Visitor Center Conference Room 200 in Washington, DC on May 11, 2012. The meeting will begin at 10:15 a.m. The purpose of this meeting is to review morale and discipline, social climate, curriculum, instruction, infrastructure, fiscal affairs, academic methods, and other matters relating to the Academy. Specific topics for this meeting include the Superintendent's Update; an Air Force and US Defense Strategy Briefing; a Character Update; the USAFA 501(c) Organizations Brief; a USAFA Diversity Budget Update; and a Subcommittee Out-brief. In accordance with 5 U.S.C. 552b, as amended, and 41 CFR 102-3.155, one session of this meeting shall be closed to the public because they will involve matters covered by subsection (c)(6) of 5 U.S.C. 552b. Public attendance at the open portions of this USAFA BoV meeting shall be accommodated on a first-come, first-served basis up to the reasonable and safe capacity of the meeting room. This meeting notice is to inform the public that the Global Positioning Systems (GPS) Directorate will be hosting an open GPS Satellite Simulator Working Group (SSWG) meeting for manufacturers of GPS constellation simulators utilized by the federal government on 17 May 2012 from 0730-1600 (Pacific Standard Time). The purpose of this meeting is to disseminate information about GPS simulators, discuss current and on-going efforts related to simulators and form a functioning GPS Satellite Simulator Working Group with industry and government participation. The GPS Satellite Simulator Working Group is open to any current manufacturer of GPS constellation satellite simulators who supply products to the Department of Defense. On February 6, 2012, the United States Air Force signed the ROD for the Military Housing Privatization Initiative (MPHI) Hurlburt Field and Eglin Air Force Base, Florida, Final Environmental Impact Statement (FEIS). The MHPI ROD documents the Air Force Decision selecting Alternative 4, Mix Alternative (FEIS Sec. 2.3.6) in the FEIS along with the project commenalities described in the FEIS (FEIS Sec. 2.1). The decision was based on matters discussed in the FEIS, inputs from the public and regulatory agencies, and other relevant factors. The FEIS was made available to the public on June 24, 2011 through a NOA in the Federal Register (Volume 76, Number 122, Page 371112) with a wait period that ended on July 25, 2011. The ROD documents only the decision of the Air Force with respect to the proposed Air Force actions analyzed in the FEIS. Pursuant to the National Environmental Policy Act (NEPA) of 1969, as amended (42 U.S.C. 4321, et seq.), the Council on Environmental Quality (CEQ) Regulations for Implementing the Procedural Provisions of NEPA (40 CFR parts 1500-1508), and Air Force policy and procedures (32 CFR part 989), the Air Force is issuing this notice to advise the public of its intent to prepare an EA to evaluate the potential environmental impacts of dismantling Minuteman III and Peacekeeper Missile Systems. The dismantlement of Minuteman III and Peacekeeper silos is required by the new Strategic Arms Reduction Treaty (START) (February 5, 2011) and requires the Air Force to dismantle 103 non-operational Launch Facilities (LFs). The LFs and associated Missile Alert Facilities (MAFs) are located at the Malmstrom Missile Field (MF) (50 Minuteman LFs of the deactivated 564th Missile Squadron and 5 MAFs), F.E Warren MF (50 Peacekeeper LFs of the deactivated 400th Missile Squadron and 5 MAFs), and Vandenberg AFB (3 Test LFs). The treaty identified three possible methods for dismantlement including implosion, excavation, and backfill. The Treaty requires complete dismantlement of LFs by February 4, 2018. In order to meet the Treaty deadline, dismantlement activities could start as early as the summer of 2013. Public scoping meetings are planned in the towns of Great Falls, Shelby, Choteau, and Conrad, Montana; and Cheyenne, Torrington, and Chugwater, Wyoming. The purpose of these meetings is to determine the scope of issues to be addressed and to help identify significant environmental issues to be analyzed in depth. Notice of the times and locations of the meetings will be made available to the community using the local news media. The schedule for the scoping meetings is as follows:
