Additionally, the Department of State proposes to amend the section pertaining to the Canadian exemption to reference the new supplement, and, with regard to Congressional certification, the Department of State proposes to add Israel to the list of countries and entities that have a shorter certification time period and a higher dollar value reporting threshold.

On April 1, 2011, notice was published on page 18292 of the Federal Register (volume 76, number 63) of the determinations made by the Department of State pertaining to the exhibition ``The Steins Collect: Matisse, Picasso, and the Parisian Avant-Garde.'' The referenced notice is corrected as to the number of objects on temporary display at The Metropolitan Museum of Art, which is nine rather than six. Therefore, I determine that the exhibition or display of all of the exhibit objects at the San Francisco Museum of Modern Art, San Francisco, CA, from on or about May 21, 2011, until on or about September 6, 2011, and the temporary display of nine of the objects at The Metropolitan Museum of Art, New York, NY, from on or about February 21, 2012, until on or about June 3, 2012, is in the national interest. Public and private nonprofit organizations meeting the provisions described in Internal Revenue Code section 26 U.S.C. 501(c)(3) may submit proposals to provide youth and adult participants from Algeria with an approximately four-week U.S.-based exchange program in summer 2012 focused on civic education, youth leadership development, respect for diversity, and community engagement, and to support follow-on community service projects in their home communities. The U.S. Embassy in Algiers will recruit, screen, and select Algerian participants. The Department of State announces the renewal of the charter for the Advisory Committee to the U.S. Section of the Inter-American Tropical Tuna Commission (IATTC) for an additional two years. The Advisory Committee to the U.S. Section of the IATTC may be terminated only by law. In accordance with the provisions of the Federal Advisory Committee Act (92), a new Charter must be issued on a biennial basis from the date the current Charter was approved and filed with Congress and the Library of Congress. The General Advisory Committee to the U.S. Section of the IATTC was established pursuant to Section 4 of the Tuna Conventions Act of 1950 (16 U.S.C. 953, as amended), the implementing statute for the IATTC Convention. The goal of the Advisory Committee is to serve the U.S. Section to the IATTC, including the Department of State, as advisors on matters relating to international conservation and management of stocks of tuna and dolphins, in the eastern tropical Pacific Ocean, and in particular on the development of U.S. policies and positions associated with such matters. The Committee is composed of representatives of the major U.S. tuna harvesting, processing, and marketing sectors, as well as recreational fishing and environmental interests, formulating specific policy recommendations for the U.S. Section to the IATTC. The Advisory Committee will continue to follow the procedure prescribed by the Federal Advisory Committee Act (FACA). Notice of meetings is published in the Federal Register in advance as required by FACA and meetings are open to the public unless a determination is made in accordance with Section 10 of the FACA that a meeting or a portion of the meeting should be closed to the public.

This rule amends the Department of State's regulations relating to adoptions in countries party to The Hague Convention on the Protection of Children and Co-operation in Respect of Intercountry Adoption, to include new adoption provisions from the International Adoption Simplification Act. This legislation provides for sibling adoption to include certain children who are under the age of 18 at the time the petition is filed on their behalf, and also certain children who attained the age of 18 on or after April 1, 2008 and who are the beneficiaries of a petition filed on or before November 30, 2012.

The Defense Trade Advisory Group (DTAG) will meet in open session from 1 p.m. until 4 p.m. on Wednesday, November 9, 2011, in the East Auditorium, U.S. Department of State, Harry S. Truman Building, Washington, DC. Entry and registration will begin at 12 p.m. Please use the building entrance located at 21st Street, NW., Washington, DC, between C & D Streets. The membership of this advisory committee consists of private sector defense trade representatives, appointed by the Assistant Secretary of State for Political-Military Affairs, who advise the Department on policies, regulations, and technical issues affecting defense trade. The purpose of the meeting will be to discuss current defense trade issues and topics for further study. Agenda topics will be posted on the Directorate of Defense Trade Controls' Web site, at https://www.pmddtc.state.gov approximately 10 days prior to the meeting. Members of the public may attend this open session and will be permitted to participate in the discussion in accordance with the Chair's instructions. Members of the public may, if they wish, submit a brief statement to the committee in writing. The Future Leaders Exchange (FLEX) program seeks to promote mutual understanding between the United States and the countries of Eurasia by providing secondary school students from the region the opportunity to live in American society for an academic year. In turn, these students will expose U.S. citizens to the culture, traditions, and lifestyles of people in Eurasia. Public and private non-profit organizations meeting the provisions described in Internal Revenue Code section 26 U.S.C. 501(c)(3) are invited to submit proposals to identify host schools; vet, select, and monitor host families; and place and monitor a portion of the students participating in the FLEX program during the 2012-13 academic year. Pending the availability of funds, an FY 2012 cooperative agreement will provide the monies required to recruit and screen host families; secure school placements; conduct student and host family orientations; provide cultural and educational enrichment activities; handle all counseling and programmatic issues; and evaluate program implementation.

The Bureau of East Asian and Pacific Affairs of the Department of State hereby gives notice of a public meeting of the ``100,000 Strong'' Initiative Federal Advisory Committee. The ``100,000 Strong'' Federal Advisory Committee, composed of prominent China experts and leaders in business, academic, and non-profit organizations, serves a critical advisory role in achieving the Administration's goal, announced in May 2010, of seeing 100,000 Americans study in China by 2014.
