The Coast Guard is establishing a temporary safety zone for certain waters of the Potomac River. This action is necessary to provide for the safety of life on these navigable waters at the old Governor Harry W. Nice/Senator Thomas ``Mac'' Middleton Memorial (US- 301) Bridge during demolition operations from June 10, 2023 through July 14, 2023. This rule will prohibit persons and vessels from being in the safety zone unless authorized by the Captain of the Port, Maryland-National Capital Region or a designated representative.

Safety Zone; Annual Fireworks Displays Within the Sector Columbia River Captain of the Port Zone
The Coast Guard will enforce safety zone regulations at various locations in the Sector Columbia River Captain of the Port Zone from July 4, 2023 to July 22, 2023, to provide for the safety of life on navigable waters during fireworks displays. The regulation for fireworks displays within the Thirteenth Coast Guard District designates safety zones and identifies approximate dates for these events. Specific dates and times are identified in this notice. These regulations prohibit persons and vessels from being in the safety zones unless authorized by the Captain of the Port Sector Columbia River or a designated representative.

The Coast Guard will enforce the security zone for the Portland Rose Festival on the Willamette River in Portland, OR, from noon on June 6, 2023 through noon on June 12, 2023. This action is necessary to ensure the security of vessels participating in the 2023 Portland Rose Festival on the Willamette River during the event. Port Access Route Study: The Pacific Coast From Washington to California
The Coast Guard announces the availability of the study results of the Pacific Coast Port Access Route Study. This study evaluated safe access routes for the movement of vessel traffic proceeding to or from ports or places along the western seaboard of the United States. As a result of the study data and public input, the Coast Guard recommends the establishment of voluntary shipping fairways (``fairway'') for coastwise and nearshore vessel traffic to promote the safe, unobstructed navigation of vessels in the study area.
Safety Zone; Military Ocean Terminal Concord Safety Zone, Suisun Bay, Military Ocean Terminal Concord, CA
The Coast Guard will enforce the safety zone in the navigable waters of Suisun Bay, off Concord, CA, in support of explosive on- loading to Military Ocean Terminal Concord (MOTCO) from June 4, 2023, through June 10, 2023. Drawbridge Operation Regulation; Chicago River, Chicago, IL
The Coast Guard is temporarily modifying the operating schedule that governs the Dearborn Street Bridge, mile 1.13, over the Main Branch of the Chicago River at Chicago, Illinois. During this maintenance period, the bridge need only operate one leaf while the other leaf remains secured to masted navigation. Vessels able to pass under the bridge without an opening may do so at any time.

The safety zone will first be enforced from 9:15 p.m. through 10 p.m. on June 24, 2023, and again, during those same hours, on June 25, 2023, or on a rain date of June 26, 2023. National Navigation Safety Advisory Committee; June 2023 Virtual Meeting
The National Navigation Safety Advisory Committee (Committee) will meet virtually to review and discuss matters relating to maritime collisions, rammings, and groundings; Inland Rules of the Road; International Rules of the Road; navigation regulations and equipment; routing measures; marine information; and aids to navigation systems. Safety Zone; Shrewsbury River, S-32 Bridge, Boroughs of Rumson and Sea Bright, NJ
The Coast Guard is proposing to establish a temporary safety zone on the navigable waters of the Shrewsbury River, within a 100-yard radius of the center point of the S-32 Bridge on County Route 520 (Rumson Road), in the boroughs of Rumson and Sea Bright, New Jersey. The safety zone will include the East and West navigational channels and will temporarily close down a portion of the Shrewsbury River under the S-32 Bridge. The safety zone is needed to protect personnel, vessels, and the marine environment from potential hazards associated with the bridge construction. When enforced, entry of vessels or persons into this zone during the enforcement periods is prohibited unless specifically authorized by the Captain of the Port New York or a designated representative. Regulated Navigation Area; Hampton Roads,VA
The Coast Guard is amending the Chesapeake Bay entrance and Hampton Roads, VA and adjacent watersRegulated Navigation Area. Officially codified in 2003, the need for this review and update of the Regulated Navigation Area has been prompted by changes in the organizational structure, responsibilities and shipboard requirements over the last 20 years. The Coast Guard is removing outdated or redundant language and requirements, including those related to port security. This action will provide administrative changes and amend vessel reporting requirements operating within the Regulated Navigation Area during Maritime Security Level 1.

Marine Equipment on Board Vessels and Offshore Units or Facilities
The Coast Guard proposes to revise regulations associated with the approval, carriage, and maintenance of certain safety equipment required on board vessels and offshore units or facilities. We are taking this action to align the regulations with the current industry practice and provide more transparent regulations for the regulated industry. These proposed revisions would eliminate outdated requirements, reduce inspection and testing requirements, and update standards incorporated by reference. Additionally, this project would remove obsolete sections and align conflicting sections with the International Convention for the Safety of Life at Sea.

National Chemical Transportation Safety Advisory Committee; June 2023 Meetings
The National Chemical Transportation Safety Advisory Committee (Committee) will conduct a series of meetings over 2 days in Washington DC, to discuss matters relating to the safe and secure marine transportation of hazardous materials. The subcommittee meetings will also be available by videoconference for those unable to attend in person, however the full committee meeting will be held in person only. All meetings will be open to the public.

Drawbridge Operation Regulation; Cuyahoga River, Cleveland, OH
The Coast Guard proposes to create a new operating schedule to govern all movable bridges over the Cuyahoga River. The Coast Guard is also proposing new rules that will assist mariners signal for and anticipate bridge openings. Mariners have raised concerns to the Ninth Coast Guard District Commander regarding the safety and consistency of moveable bridge operations on the Cuyahoga River. This safety zone is needed to protect personnel, vessels, and the marine environment from potential hazards created by ongoing salvage operations relating to the December 2022 grounding of a 60-foot fishing vessel in Chinese Harbor. Entry of persons or vessels into this safety zone is prohibited unless specifically authorized by the Captain of the Port (COTP), Los AngelesLong Beach, or their designated representative.
Special Local Regulation; Marine Events Within the Eleventh Coast Guard District-Great Western Tube Float
The Coast Guard will enforce the Great Western Tube Float special local regulation on the waters of Parker, Arizona on June 10, 2023. This special local regulation is necessary to provide for the safety of the participants, crew, sponsor vessels, and general users of the waterway. During the enforcement period, persons and vessels are prohibited from entering into, transiting through, or anchoring within this regulated area unless authorized by the Captain of the Port, or his designated representative.
Safety Zone; East Passage Narragansett Bay, RI
The Coast Guard is establishing two temporary safety zones but will only enforce one, based on the local weather conditions the day of the event for navigable waters of the East Passage, Narragansett Bay, RI during The Ocean Race marine event on May 20, 2023. The safety zone is needed to safeguard mariners from the hazards associated with high- speed, high-performance sailing vessels competing in inshore races on the waters of the East Passage, Narragansett Bay, RI. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port, Sector Southeastern New England, or a designated representative.
