Safety Zones; Recurring Safety Zones in Captain of the Port Northern Great Lakes Zone
The Coast Guard will enforce various safety zones for maritime events in the Captain of the Port Northern Great Lakes. Enforcement of these safety zones is necessary to protect the safety of life and property on the navigable waters immediately prior to, during, and immediately after this event. During the period, the Coast Guard will enforce restrictions upon, and control movement of, vessels in a specified area immediately prior to, during, and immediately after events. During each enforcement period, vessels must stay out of the established safety zone and may only enter with permission from the designated representative of the Captain of the Port Northern Great Lakes.

Annual Firework Displays and Other Events in the Eighth Coast Guard District Requiring Safety Zones
The Coast Guard will enforce regulations for annual fireworks display in the Eighth Coast Guard District to provide for the safety of life on navigable waterways on July 4, 2024. Our regulation for annual fireworks displays within the Eighth Coast Guard District identifies the regulated area for this event (Red, White, Blue, and You Fireworks Display/City of Lake Charles) in Lake Charles, LA. Special Local Regulation; San Jacinto River, Houston, TX
The Coast Guard is proposing to establish special local regulations to provide for the safety of life on certain waters of the San Jacinto River, in Houston, TX. These regulations would be enforced during a high-speed boat race every first weekend in March. The Coast Guard is establishing temporary regulations for certain waters of the Back River, near Baltimore County, MD. This action is necessary to provide for the safety of life on these navigable waters during a fireworks display on July 20, 2024 (or on an alternate date of July 21, 2024). This regulation prohibits persons and vessels from being in the safety zone unless authorized by the Captain of the Port, Maryland-National Capital Region or a designated representative.
Safety Zone; M/V Dali, Transit to Maryland/Virginia Line, Chesapeake Bay and Patapsco River, Baltimore, MD
The Coast Guard is establishing a temporary safety zone for certain waters of the Chesapeake Bay and Patapsco River to provide for the safety of life on these navigable waters during the movement of the M/V Dali from the Port of Baltimore to Norfolk Va. M/V Dali is expected to leave Baltimore at 10 a.m. on June 20, 2024, and arrive at the Maryland/Virginia state line about 10 p.m. June 20, 2024. This rulemaking will prohibit persons and vessels from being in the safety zone unless authorized by the Captain of the Port Maryland-National Capital Region or a designated representative.

The Coast Guard will enforce the safety zone for the City of Bayfield Fireworks in Bayfield, WI from 9:00 p.m. through 10:00 p.m. on July 04, 2024. This action is necessary to protect participants and spectators during the City of Bayfield Fireworks. During the enforcement period, entry into, transiting, or anchoring within the safety zone is prohibited unless authorized by the Captain of the Port Duluth or designated on-scene representative.
Special Local Regulation; Sail Grand Prix; Upper Bay, New York City, NY
The Coast Guard is establishing a temporary special local regulation in the Upper Bay of New York Harbor in support of Sail Grand Prix 2024 from June 21, 2024, through June 23, 2024. This special local regulation is necessary to provide for the safety of life from the dangers associated with high-speed sailing during the event. This regulation will temporarily prohibit persons and vessels from entering, transiting through, blocking, or loitering within the event area unless authorized by the Captain of the Port of New York or a designated representative.
Drawbridge Operation Regulation; Townsend Gut, Southport, ME
The Coast Guard proposes to temporarily modify the operating schedule that governs the Southport (SR27) Bridge at mile 0.7 across Townsend Gut between Boothbay Harbor and Southport, ME. The bridge owner, Maine Department of Transportation (ME DOT), has submitted a request to allow the bridge to remain closed to vessel traffic. ME DOT is conducting rehabilitation of the swing bridge and the bridge will be unable to open to marine traffic due to an operational imbalance while the work is being conducted. We invite your comments on this proposed rulemaking.
Implementation of Training Requirements for Personnel Serving on U.S.-Flagged Passenger Ships That Carry More Than 12 Passengers on International Voyages
The Coast Guard proposes to amend its merchant mariner training regulations to implement amendments to the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978, and the Seafarers' Training, Certification and Watchkeeping Code, to require personnel serving on U.S.-flagged passenger ships carrying more than 12 passengers on international voyages to complete passenger ship emergency familiarization. The proposed rule would expand the applicability of the existing crowd management training requirement to include specified ratings on passenger ships. These required trainings would promote the safety of life at sea.
Safety Zone; Kemah Fireworks; Sector Houston-Galveston Captain of the Port
The Coast Guard will enforce safety zone regulations for the Kemah Board Walk Summer Season Fireworks Display every Friday night in June and July 2024, and Thursday, July 4, 2024, to provide for the safety of life on navigable waterways during the events. Our regulation for marine events within the Eighth Coast Guard District identifies the regulated area for the events in Clear Lake, TX. Safety Zones; Fourth of July Events for the Los Angles Long Beach Captain of the Port Zone.
The Coast Guard is establishing temporary safety zones around five separate 4th of July firework display platforms. The safety zones will encompass the navigable waters within a 1000-foot radius of the pyrotechnic platforms located offshore in the following locations: Bel Air Bay, Pacific Palisades, CA; Newport Beach, CA; Carnival Cruise Terminal dock, Long Beach, CA; Three Arch Bay, South Laguna, CA, and Two Harbors, Catalina Island, CA. The Coast Guard is establishing two temporary safety zones, a moving safety zone and a fixed safety zone, around the M/V HAPPY DIAMOND in the navigable waters of the Houston Ship Channel and its vicinity. The temporary safety zones are necessary to protect persons, property, and the marine environment from potential hazards associated with the transfer of rubber tire gantry cranes. Persons and vessels are prohibited from entering, transiting through, anchoring in, or remaining within the safety zones unless specifically authorized by the Captain of the Port Houston-Galveston or a designated representative.

The Coast Guard is establishing a temporary safety zone for navigable waters surrounding Key West, Florida, for a fireworks display. The safety zone will encompass all waters within a 800-foot radius of the White Street Pier in Key West, FL. The safety zone is needed to protect personnel, vessels, the marine environment from the potential hazards created by a fireworks display. Updates to Marine Engineering Standards
The Coast Guard is updating marine engineering standards that are incorporated by reference and eliminating outdated or unnecessarily prescriptive regulations in the Code of Federal Regulations. This regulatory action is consistent with the standards currently used by industry and supports the Coast Guard's maritime safety mission.

Recordkeeping and Reporting Requirements To Document Environmental Compliance on Certain Commercial Vessels
The Coast Guard seeks information about the recordkeeping and reporting procedures required under the Coast Guard ballast water regulations issued in 2012 and 2015 and the monitoring, recordkeeping, and reporting required under the U.S. Environmental Protection Agency (EPA) 2013 Vessel General Permit (VGP). The Coast Guard plans to use this information to evaluate new and updated solutions that inform data-driven policymaking, reduce the reporting and record-keeping burden on industry, and confirm environmental compliance.
Safety Zone; Ludington Harbor, Ludington, MI
The Coast Guard is establishing a temporary safety zone for certain waters of Ludington Harbor in Ludington, MI. This rule is necessary to protect personnel, vessels, and the marine environment from potential hazards associated with a light show by restricting persons and vessels within the safety zone. Special Local Regulations Northern California and Lake Tahoe Area Annual Marine Events; Escape From Alcatraz Swim, San Francisco, CA
The Coast Guard will enforce the special local regulations for the annual Escape From Alcatraz Swim on June 9, 2024, to provide for the safety of life on navigable waterways in the San Francisco Bay during this event. Our regulation for marine events in Northern California identifies the regulated area for this event in San Francisco, CA. Southern California Annual Firework Events for the Los Angeles Long Beach Captain of the Port Zone
The Coast Guard will enforce safety zones for annually reoccurring firework events taking place the first week of July 2024 in the Los Angeles-Long Beach Captain of the Port Zone. This action is necessary and intended to provide for the safety of life and property on the navigable waterways during these events. During enforcement periods, the operator of any vessel in the regulated area must comply with direction from the Patrol Commander or any official patrol vessels displaying a Coast Guard ensign.
Safety Zone; Gulf of Mexico and South Bay, Boca Chica Beach, TX
The Coast Guard is establishing two temporary safety zones to protect personnel, vessels, and the marine environment from potential hazards created by commercial spaceflight activities. One safety zone is in the navigable waters of South Bay TX and the other is in the navigable waters of the Gulf of Mexico, within 12 nautical miles of the first. Entry of vessels or persons into these zones are prohibited unless specifically authorized by the Captain of the Port, Sector Corpus Christi (COTP) or a designated representative.
Digital Certificate of Number for State Numbered Vessels
This final rule is intended to amend the Coast Guard's requirements for a Certificate of Number (CON) for vessels to allow any CON to be carried in hard copy or digital form. This aligns our current CON requirements with statutory changes made by the James M. Inhofe National Defense Authorization Act for Fiscal Year 2023.

Safety Zones; Annual Events in the Captain of the Port Eastern Great Lakes Zone
The Coast Guard will enforce a Safety Zone for the Boldt Castle 4th of July Fireworks on July 4th, 2024, to provide for the safety of life on navigable waterways during this event. Our regulation for marine events within the Ninth Coast Guard District identifies the regulated area for this event in Alexandria Bay, NY. During the enforcement periods, the operator of any vessel in the regulated area must comply with directions from the Patrol Commander or any Official Patrol displaying a Coast Guard ensign.
Safety Zone; Fireworks Display, Marina Park, Irrigon, OR
The Coast Guard is proposing to establish a temporary safety zone for certain waters of Umatilla Marina. This action is necessary to provide for the safety of life on these navigable waters near Irrigon, OR, during a fireworks display on July 27, 2024. This proposed rulemaking would prohibit persons and vessels from entering the safety zone unless authorized by the Captain of the Port Columbia River or a designated representative.
