The Coast Guard is establishing a temporary safety zone for all navigable waters of the Corpus Christi Ship Channel, between mile markers 19 and 20. The safety zone is needed to protect personnel, vessels, and the marine environment from potential hazards created by pipelines that will be removed from the floor of the Corpus Christi Ship Channel. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port Sector Corpus Christi or a designated representative.

The Coast Guard is extending the comment period by 45 days for the notice of proposed rulemaking, ``Updates to Marine Engineering Standards,'' published on October 19, 2021, which proposes to incorporate by reference updated marine engineering standards and eliminate outdated or unnecessarily prescriptive regulations. We are extending the comment period to allow the public more time to comment on the proposed rulemaking. The comment period is now open through February 3, 2022.

The Coast Guard will enforce the safety zone in the navigable waters of the San Francisco Bay near the Ferry Plaza in San Francisco, CA for the San Francisco New Year's Eve Fireworks Display in the Captain of the Port, San Francisco area of responsibility during the dates and times noted below. This action is necessary to protect personnel, vessels, and the marine environment from the dangers associated with pyrotechnics. During the enforcement period, unauthorized persons or vessels are prohibited from entering into, transiting through, or remaining in the safety zone, unless authorized by the Patrol Commander (PATCOM) or other federal, state, or local law enforcement agencies on scene to assist the Coast Guard in enforcing the regulated area.

The Coast Guard is proposing to establish a temporary special local regulation in the navigable waters of San Francisco Bay in San Francisco, CA in support of the San Francisco Sail Grand Prix 2021 race periods on March 24, 2022 through March 27, 2022. This special local regulation is necessary to provide for the safety of life on these navigable waters and to ensure the safety of mariners transiting the area from the dangers associated with high-speed sailing activities associated with the Sail Grand Prix 2021 race event. This proposed rulemaking would temporarily prohibit persons and vessels from entering into, transiting through, anchoring, blocking, or loitering within the event area adjacent to the city of San Francisco waterfront near the Golden Gate Bridge and Alcatraz Island, unless authorized by the Captain of the Port San Francisco or a designated representative. The Coast Guard announces the availability of Change 1 to Guidelines for Qualification for STCW Endorsements for Vessel Security Officers, Vessel Personnel with Designated Security Duties, and Security Awareness, NVIC 21-14. This change notice revises NVIC 21-14 to indicate that the Coast Guard has determined that certain sea service aboard military and government owned or operated vessels may be credited toward meeting the sea service requirement for the STCW endorsement for vessel security officer (VSO).

The Coast Guard will enforce a safety zone surrounding the Alderbrook Resort dock involved in a fireworks display in Hood Canal, WA, from December 31, 2021, through January 1, 2022. This action is necessary to ensure the safety of the maritime public and vessels associated with the fireworks display. During the enforcement period, entry into the safety zone is prohibited, unless authorized by the Captain of the Port Sector Puget Sound or their Designated Representative.

The Coast Guard is establishing a temporary safety zone on the navigable waters of the San Francisco Bay near Chase Center in San Francisco, CA in support of a fireworks display on December 19, 2021. The safety zone is necessary to protect personnel, vessels, and the marine environment from potential hazards created by pyrotechnics. Unauthorized persons or vessels are prohibited from entering into, transiting through, or remaining in the safety zone without the permission of the Captain of the Port San Francisco or a designated representative.

The Coast Guard is establishing a temporary safety zone for all navigable waters within 100 yards from the pilings, work equipment, and structures of the Pensacola Bay Bridge, Pensacola Beach, FL, including the channel at the center span. This temporary safety zone is needed to protect personnel, vessels, and the marine environment from potential hazards created by repair work on the bridge. Entry of vessels or persons into this zone is prohibited unless specifically authorized the Captain of the Port Sector Mobile (COTP) or a designated representative.

The Coast Guard proposes amending and updating its special local regulations for recurring marine parades, regattas, and other events that take place in the Coast Guard Sector Ohio Valley's Area of Responsibility (AOR). This proposed rule would update the current list of recurring special local regulations with revisions, additions, and removals of events that no longer take place in the Sector Ohio Valley's AOR. The Coast Guard announces the availability of Change 3 to Navigation and Vessel Inspection Circular (NVIC) 19-14 Policy on Qualified Assessors (QAs). This NVIC provides guidance to mariners concerning assessments of competence for STCW endorsements. This change notice revises NVIC 19-14 to indicate that until June 30, 2024, the Coast Guard will accept assessments of competence that are signed before January 1, 2024, by a person who is not a Coast Guard approved QA.

The Coast Guard is establishing a temporary safety zone for a fireworks display on December 4, 2021 from 9 p.m. through 10 p.m. The safety zone is needed to protect people and the environment on these navigable waters of the Tchefuncte River, LA. This proposed rulemaking would prohibit persons and vessels from entering the safety zone unless authorized by the Captain of the Port (COTP) Sector New Orleans or a designated representative.

The Coast Guard is establishing a temporary safety zone for the oil pipeline repair operations in the vicinity of a damaged pipeline, off the coast of Orange County and near San Pedro Bay, CA. The safety zone is necessary to reduce significant hazards to vessels, the harbor, and the public during ongoing pipeline repair and oil recovery operations. Entry of persons or vessels into this temporary safety zone is prohibited unless specifically authorized by the Captain of the Port, Los AngelesLong Beach, or her designated representative.

The Coast Guard is establishing a temporary safety zone for all navigable waters within a 600-foot radius of a fireworks display on the Columbia River for the City of Richland Christmas Fireworks Display in Richland, WA. This action is necessary to provide for the safety of life on these navigable waters during the fireworks display. Entry of vessels or persons, transiting though, mooring, or anchoring within the safety zone is prohibited unless authorized by the Captain of the Port Sector Columbia River or a designated representative.

The Coast Guard is establishing a temporary safety zone for certain waters of the Patapsco River. This action is necessary to provide for the safety of life on these navigable waters near the Francis Scott Key (I-695) Bridge, Baltimore, MD, while work crews install power transmission lines crossing over the Patapsco River on December 3, 2021, and on December 4, 2021 (alternate dates December 6, 2021, and on December 7, 2021). This regulation prohibits persons and vessels from being in the safety zone unless authorized by the Captain of the Port, Maryland-National Capital Region or a designated representative.

The Coast Guard will enforce the special local regulation on the waters of Mission Bay, San Diego, California, during the Mission Bay Parade of Lights on December 11, 2021. This special local regulation is necessary to provide for the safety of the participants, crew, sponsor vessels of the boat parade, and general users of the waterway. During the enforcement period, persons and vessels are prohibited from entering into, transiting through, or anchoring within this regulated area unless authorized by the Captain of the Port, or his designated representative.

The National Maritime Security Advisory Committee (Committee) will meet via teleconference, to review and discuss matters relating to national maritime security. Specifically, the Coast Guard intends to present and issue a task focused on improving and enhancing the sharing of information related to cybersecurity risks that may cause a transportation security incident. This teleconference will be open to the public.

The Coast Guard proposes to modify the operating schedule that governs the Morrison Bridge across the Willamette River, mile 12.8, at Portland, OR. Multnomah County, Oregon, the bridge owner, is requesting to change the current regulation to allow painting and preservation of the Morrison Bridge including the double bascule span. The modified rule would change from a full span opening to a single leaf, half opening, and operation. We invite your comments on this proposed rulemaking.

The National Towing Safety Advisory Committee (Committee) will meet via teleconference to discuss the election of officers, issuance of new task statements, and stand-up of the Task Statement Vetting Committee. The Committee will also discuss new tasking to include the draft final report for Towing Safety Advisory Committee Task 16-01, Subchapter M Implementation, Workgroup Item #1 that sought to identify the parameters Coast Guard officials should use to determine whether a vessel inspected under subchapters other than Subchapter M is performing ``Occasional Towing''. The meeting will be open to the public.

The Coast Guard is establishing a Regulated Navigation Area over certain navigable waters of the Biscayne Bay Causeway Island Slip, immediately west of the Coast Guard Base Miami Beach, Miami Beach, FL. This action is necessary to provide for the safety of life and federal property on this navigable water. This rulemaking will require all persons and vessels to transit the Regulated Navigation Area at a speed that creates minimum wake, seven miles per hour or less, to safeguard damage to Coast Guard assets, disrupting operations, and/or injuring Coast Guard personnel. Additionally, this rulemaking will prohibit vessels from passing other vessels making way within the regulated area.

The Coast Guard will enforce a special local regulation on December 11, 2021, from 2:30 p.m. through 11:30 p.m. to provide for the safety and security of certain navigable waterways during the Seminole Hard Rock Winterfest Holiday Boat Parade. All non-participant persons and vessels will be prohibited from entering, transiting, anchoring, or remaining within the regulated area during the enforcement period unless authorized by the Captain of the Port Miami or a designated representative. The operator of any vessel in the regulated area must comply with instructions from the Coast Guard or designated representative.

The Coast Guard is establishing a temporary safety zone on the navigable waters of the San Francisco Bay near Yellow Bluff in Sausalito, CA in support of a fireworks display on December 3, 2021. The safety zone is necessary to protect personnel, vessels, and the marine environment from potential hazards created by pyrotechnics. Unauthorized persons or vessels are prohibited from entering into, transiting through, or remaining in the safety zone without the permission of the Captain of the Port San Francisco or a designated representative.
