The proposed FFRDC will be the National Biodefense Analysis and Countermeasures Center (NBACC) which is a critical component in the overarching Homeland Security national biodefense complex. The NBACC will both coordinate biodefense research activities among various federal agencies and to execute its own research plan. Also required will be technical and program management capabilities to facilitate operation of the NBACC facility.

U.S. Citizenship and Immigration Services is expanding its Direct Mail Program to provide that aliens seeking to renew or replace their Permanent Resident Card using the newly revised Form I-90, Application to Replace Permanent Resident Card, must file their application at a designated lock-box facility for initial processing, instead of at their local U.S. Citizenship and Immigration Services office, Service Center, or Application Support Center. The Direct Mail Program allows U.S. Citizenship and Immigration Services to more efficiently process applications by eliminating duplicative work, maximizing staff productivity, and introducing better information management tools.

The Commander, Eighth Coast Guard District, has issued a temporary deviation from the regulation governing the operation of the CSX Transportation Railroad Bridge across the Pascagoula River, mile 1.5, at Pascagoula, Jackson County, Mississippi. This deviation allows the bridge to remain closed to navigation during the morning and afternoon time periods for four consecutive days. During the second day of the deviation, the bridge will remain closed to navigation continuously for ten hours. The deviation is necessary to repair the drive motor and associated hydraulic components of the draw span operating mechanism.

This document gives notice that ``JOY ENTERPRISES'' has been recorded with CBP as a trade name by Shell Stores Corporation d/b/a Joy Enterprises, a Florida corporation organized under the laws of the State of Florida, 1862 M.L. King Blvd., Riviera Beach, Florida 33404- 7105. The application for trade name recordation was properly submitted to CBP and published in the Federal Register. As no public comments in opposition to the recordation of this trade name were received by CBP within the 60-day comment period, the trade name has been duly recorded with CBP and will remain in force as long as this trade name is in use by this manufacture, unless the recordant requests cancellation of the recordation or any other provision of law so requires.

The Coast Guard is establishing temporary special local regulations during the ``5th Annual Escape from Fort Delaware Triathlon,'' an event to be held June 18, 2005 over the waters of Delaware River at Delaware City, DE. These special local regulations are necessary to provide for the safety of life on navigable waters during the event. This action is intended to temporarily restrict vessel traffic in a portion of the Delaware River during the 5th Annual Escape from Fort Delaware Triathlon.
