Supplemental Award to the National Network for Oral Health Access
HRSA announces the award of a supplement in the amount of $250,000 for a HRSA-funded cooperative agreement awarded to the National Network for Oral Health Access (NNOHA). The supplement, awarded on September 25, 2017, will fund demonstration projects to increase the integration of oral health and primary care practice through the adoption of HRSA's core clinical oral health competencies for non-dental health care providers in Health Center (HC) settings, focusing on services for pregnant women and children.

Proposed Standards for the Children's Hospitals Graduate Medical Education Payment Program's Quality Bonus System
This notice seeks public comment on establishing a quality bonus system for the Children's Hospitals Graduate Medical Education (CHGME) Payment Program. The CHGME Support Reauthorization Act of 2013 states that the Secretary may establish a quality bonus system, whereby the Secretary distributes bonus payments to hospitals participating in the program that meet standards specified by the Secretary. The goal of this notice is to seek comment to assist HRSA in the development of the standards, payment structure, and outcome measures for the CHGME Quality Bonus System.

Single-Award Deviations From Competition Requirements: Pediatric Emergency Care Applied Research Network

Notice of Single-Award Deviation From Competition Requirements for the Severe Combined Immunodeficiency (SCID) Newborn Screening Program at the Jeffrey Modell Foundation
HRSA announces the award of an extension in the amount of $2,000,000 for the Severe Combined Immunodeficiency (SCID) Newborn Screening program at the Jeffrey Modell Foundation (JMF). The extension will allow JMF, the cooperative agreement recipient, during the budget period of May 1, 2017 to April 30, 2018, to provide technical assistance and support to states for the implementation of population based newborn screening for SCID.
Notice of Availability of Final Policy Document
The Health Center Program Compliance Manual (Compliance Manual) has been developed as a comprehensive, significantly streamlined, and web-based guidance document to assist health centers in understanding and demonstrating compliance with Health Center Program requirements. As such, this guidance document will reduce burden for current and prospective health centers and look-alikes and further strengthen HRSA's oversight of the Health Center and Health Center Federal Tort Claims Act (FTCA) Programs. It also responds to recommendations contained within the Government Accountability Office report, Health Center Program: Improved Oversight Needed to Ensure Grantee Compliance with Requirements, GAO-12-546, for increased transparency, clarity, and consistency in Health Center Program oversight. The Bureau of Primary Health Care (BPHC) released a draft Compliance Manual on August 23, 2016, for a 90-day public comment period. Individuals and groups submitted over 700 comments regarding the draft Compliance Manual. After thorough review and consideration of all comments received, HRSA made a substantial number of updates to the Compliance Manual to incorporate suggestions and requests for further clarification. HRSA has also posted a summary of comments for each corresponding section and chapter of the Compliance Manual and HRSA's responses to these comments. HRSA's ``Summary of Comments and HRSA Responses on the Draft Health Center Program Compliance Manual'' is available online at https://bphc.hrsa.gov/programrequirements/pdf/ healthcentercompliancemanual-comments.pdf. Ryan White HIV/AIDS Program, Part C Early Intervention Services Grant
To prevent a lapse in comprehensive HIV primary care services for persons living with HIV, HRSA will provide a one-time non- competitive, HRSA-initiated supplemental award to Cape Cod Hospital. The purpose of the Fiscal Year 2017 RWHAP Part C Early Intervention Services Program Existing Geographic Service Area (EISEGA) is to provide HIV primary care in the outpatient setting to targeted low income, underinsured, and uninsured people living with HIV.

Nurse Education, Practice, Quality and Retention-Veteran's Bachelor of Science Degree in Nursing Program
HRSA is providing single-source awards to two cohorts of current Nurse Education, Practice, Quality and Retention (NEPQR) Veteran's Bachelor of Science Degree in Nursing (VBSN) Program recipients. The purpose of the NEPQR-VBSN program is to provide training to veterans and equip them with the tools necessary to successfully transition into civilian nurse professional careers. These awards will enable NEPQR-VBSN grantees to continue to train the 672 veteran students who are in the middle of their degree studies. Of this number, approximately 120 students are expected to graduate in 2018, take the NCLEX-RN licensing exam, and transition as highly skilled BSN nurses into the civilian workforce. Approximately $6.2 million is available for single-source awards to these NEPQR-VBSN grantees.
Ryan White HIV/AIDS Program, Part C Early Intervention Services Grant Under the Ryan White HIV/AIDS Program
To prevent a lapse in comprehensive HIV primary care services for persons living with HIV, HRSA will provide one-time noncompetitive single-source award to Staywell Health Care, Inc. The purpose of the RWHAP Part C EISEGA is to provide HIV primary care in the outpatient setting to targeted low income, underinsured, and uninsured people living with HIV. Pending the availability of appropriated funds, the amount of the fiscal year (FY) 2017 award will be based on the amount of the FY 2016 RWHAP Part C EISEGA award to the relinquishing recipient.

HRSA has determined that a minimum Health Professional Shortage Area (HPSA) score of 17 for assignment of all service-ready National Health Service Corps (NHSC) scholars is necessary for HRSA to meet its statutory obligation to identify a number of entities eligible for NHSC scholar placement that is at least equal to, but not greater than, twice the number of NHSC scholars available to serve in the 2017- 2018 placement cycle. Proposed Changes to the Black Lung Clinics Program for Consideration for the FY 2017 Funding Opportunity Announcement Development
The Federal Office of Rural Health Policy (FORHP) in HRSA published a 30-day public notice in the Federal Register on August 22, 2016 soliciting feedback on a range of issues pertaining to the Black Lung Clinics Program (BLCP). In particular, FORHP requested feedback on how to best determine the needs of coal miners and their families, given the available data, and how to better equip future BLCP grantees to meet those needs. This notice responds to the comments received during this 30-day public notice.
