Energy Conservation Program: Test Procedure for VRF Multi-Split Systems
This final rule amends the test procedure for variable refrigerant flow (``VRF'') multi-split air conditioners and heat pumps (``VRF multi-split systems'') to incorporate by reference the latest version of the applicable industry test standard. This final rule also adopts the integrated energy efficiency ratio metric in its test procedures for VRF multi-split systems. Additionally, this final rule adopts provisions in the updated industry test procedure relevant to certification and enforcement, including a controls verification procedure.

Extension of a Currently Approved Information Collection for the State Energy Program
The Department of Energy (DOE or the Department), pursuant to the Paperwork Reduction Act of 1995, intends to extend for three years a currently approved collection of information with the Office of Management and Budget (OMB). The information collection request, State Energy Program (SEP), was previously approved on August 31, 2020, under OMB Control No. 1910-5126 and its current expiration date is August 31, 2023. This ICR will include SEP Annual Appropriations and Infrastructure Investment and Jobs Act (IIJA). This ICR makes updates to the SEP reporting metrics to ensure the requested information can be shared on an annual basis with Congress.
Energy Conservation Program: Test Procedure for Electric Motors
This final rule amends the existing scope of the U.S. Department of Energy (``DOE'') test procedures for electric motors consistent with related updates to the relevant industry testing standard (i.e., for air-over electric motors, electric motors greater than 500 horsepower, electric motors considered small, inverter-only electric motors, and synchronous electric motors); adds test procedures, an appropriate metric, and supporting definitions for additional electric motors covered under the amended scope; and updates references to industry standards to reference current versions. Furthermore, DOE is adopting certain industry provisions related to the prescribed test conditions to further ensure the comparability of test results. DOE is also amending provisions pertaining to certification testing and the determination of represented values for electric motors other than dedicated-purpose pool pump motors, and re-locating such provisions consistent with the location of the certification requirements for other covered products and equipment. Finally, DOE is adding provisions pertaining to certification testing and the determination of represented values for dedicated-purpose pool pump motors.
Energy Conservation Program: Test Procedure for Portable Electric Spas
The U.S. Department of Energy (``DOE'') proposes to establish definitions, a test procedure, and sampling requirements for portable electric spas. Currently, portable electric spas are not subject to DOE test procedures or energy conservation standards. The proposed test method references the relevant industry test standard. DOE is seeking comment from interested parties on the proposals within the notice of proposed rulemaking (``NOPR'').

Energy Conservation Program: Decision and Order Granting a Waiver to GE Appliances, a Haier Company, From the Department of Energy Miscellaneous Refrigeration Products Test Procedure
The U.S. Department of Energy (``DOE'') gives notification of a Decision and Order (Case Number 2021-004) that grants to GE Appliances, a Haier Company (``GEA'') a waiver from specified portions of the DOE test procedure for determining the energy consumption of a specified miscellaneous refrigeration product. Under the Decision and Order, GEA is required to test and rate the specified basic model of its product in accordance with the alternate test procedure set forth in the Decision and Order.
Commission Information Collection Activities (Ferc-539), Comment Request; Extension
In compliance with the requirements of the Paperwork Reduction Act of 1995, the Federal Energy Regulatory Commission (Commission or FERC) is soliciting public comment on the currently approved information collection, FERC-539 (Gas Pipeline Certificates: Import & Export Related Applications), which will be submitted to the Office of Management and Budget (OMB). The Commission published a 60-day notice in the Federal Register on August 1, 2022 and received no comments on the 60-day notice.
Commission Information Collection Activities (Ferc-725z); Comment Request; Extension
In compliance with the requirements of the Paperwork Reduction Act of 1995, the Federal Energy Regulatory Commission (Commission or FERC) is soliciting public comment on the currently approved information collection, FERC-725Z (Mandatory Reliability Standards: IRO Reliability Standards), which will be submitted to the Office of Management and Budget (OMB) for review. No comments were received on the 60-day notice published on August 3, 2022 for IC22-24-000. This notice includes modifications of Reliability Standard IRO-008 (version update) included in FERC-725Z as published in Docket No. RD-22-2-000. The burden totals have been merged to include the new updated version of IRO-008-3.
Agency Information Collection Extension
The Department of Energy (DOE) has submitted an information collection request to the OMB for extension under the provisions of the Paperwork Reduction Act of 1995. The information collection requests a three-year extension of its collection, titled U.S. Department of Energy Better Buildings Challenge, Better Buildings Alliance and the Better Buildings, Better Plants Voluntary Pledge Program, OMB Control Number 1910-5141. The proposed collection will allow DOE to operate voluntary programs intended to drive energy efficiency and emissions reductions within the marketplace. Questions will allow DOE to recognize program partners for their success, build web pages that educate the public on successful energy efficiency strategies, and draft publicly available progress reports.
