On February 8, 2022, the U.S. Department of Energy (``DOE'') published a request for information regarding energy conservation standards for fans and blowers. In this NODA, DOE is publishing preliminary inputs and methodology for its technology, screening, engineering, shipments, markups, life cycle cost, and energy use analysis for air circulating fans. Air circulating fans are a subcategory of fans; however, air circulating fans were not included in the Appliance Standards and Rulemaking Federal Advisory (``ASRAC'') negotiations undertaken in 2015 (see Docket No. EERE-2013-BT-STD-0006). The purpose of this NODA is to provide stakeholders with the opportunity to review and provide comment on DOE's preliminary technical and economic evaluation of air circulating fans, prior to DOE's publication of a notice of proposed rulemaking for all fans and blowers. The analysis presented in this NODA is consistent with the air circulating fans scope and definitions that DOE proposed in the July 25, 2022, test procedure notice of proposed rulemaking (``NOPR'') for fans and blowers (``July 2022 TP NOPR''). DOE requests comments, data, and information regarding its analysis.

California experienced several periods of extreme heat, drought conditions, and threat of wildfires. California Governor Gavin Newsom issued a proclamation declaring a state of emergency regarding increased electrical demand and generation. Because the additional generation may result in a conflict with environmental standards and requirements, the DOE authorized only the necessary additional generation, allowing BANC to sufficiently supply the necessary amount of energy needed to prevent electrical disruption.

The U.S. Department of Energy (DOE) announces the notice of availability (NOA) and invites public comment on its request for information on the Defense Production Act (DPA), which will inform how the DPA authority provided to DOE through Presidential Determinations could best be used as a tool to accelerate manufacturing and deployment of clean energy technologies to bolster national defense, tackle climate change and environmental justice, and improve employment opportunities and broader economic prosperity for Americans. This RFI invites public comment on general use of DPA authority as well as potential program activities and/or designs addressing four of the five technology areas announced by the President on June 6, 2022: transformers and critical electric grid components; solar photovoltaics; insulation materials; and electrolyzers, platinum group metals, and fuel cells for clean hydrogen. Consistent with the intent of Congress, DOE plans to use $250 million of funds appropriated by the Inflation Reduction Act (IRA) to support the fifth and final technology area for which the President issued a determination under the Defense Production Act on June 6, 2022, electric heat pumps. Thus, use of DPA Title III for heat pumps will be addressed in a separate, forthcoming DOE announcement for which public input will be sought.

This notice advises the public that BPA is terminating the preparation of the Hot Springs to Anaconda Transmission Line Rebuild Project EIS (DOE/EIS-0502) that was announced in the Notice of Intent in the Federal Register on July 11, 2014. This EIS was considering BPA's decision whether to rebuild the Hot Springs to Rattlesnake, Rattlesnake to Garrison, and Garrison to Anaconda (collectively Hot Springs to Anaconda) 230-kilovolt (kV) transmission lines. BPA sold the Garrison to Anaconda line and the rebuild design of the remaining two lines has changed since the 2014 Notice of Intent (NOI). In the future, BPA will consider rebuild of the remaining two transmission lines upon redesign.

The Federal Energy Regulatory Commission (Commission) proposes to revise its regulations to provide incentive-based rate treatments for the transmission of electric energy in interstate commerce and the sale of electric energy at wholesale in interstate commerce by utilities for the purpose of benefitting consumers by encouraging investments by utilities in advanced cybersecurity technology and participation by utilities in cybersecurity threat information sharing programs, as directed by the Infrastructure Investment and Jobs Act of 2021 (Infrastructure and Jobs Act). This notice of proposed rulemaking (NOPR) also terminates the NOPR proceeding in Docket No. RM21-3-000 (December 2020 Cybersecurity Incentives NOPR).

The Office of Fossil Energy and Carbon Management (FECM) of the Department of Energy (DOE) gives notice (Notice) of receipt of an application (Application), filed on September 9, 2022, by NFE Altamira FLNG, S. de R.L. de C.V. (NFE Altamira). NFE Altamira requests long- term, multi-contract authorization to export domestically produced natural gas by pipeline to Mexico in a volume up to 158 billion cubic feet (Bcf) per year (Bcf/yr), and to re-export 145 Bcf/yr of this natural gas as liquefied natural gas (LNG). NFE Altamira seeks to re- export this LNG by vessel from a proposed floating liquefaction and export terminal project, the Altamira FLNG Project (Project), to be located off the coast of Altamira Tamaulipas, Mexico, in the Gulf of Mexico. NFE Altamira filed the Application under section 3 of the Natural Gas Act (NGA).
Energy Conservation Program: Energy Conservation Standards for Metal Halide Lamp Fixtures

The U.S. Department of Energy (``DOE'') is initiating an effort to determine whether to amend the current energy conservation standards for metal halide lamp fixtures (``MHLF''). On October 25, 2021, DOE published a final determination concluding that energy conservation standards for MHLFs do not need to be amended because they are not economically justified. No later than 3 years after such a determination, under the Energy Policy and Conservation Act, as amended, DOE must periodically review these standards and publish either a notice of proposed rulemaking (``NOPR'') to propose new standards for MHLFs or a notification of determination that the existing standards do not need to be amended. This request for information (``RFI'') solicits information from the public to help DOE determine whether amended standards for MHLFs would result in significant energy savings and whether such standards would be technologically feasible and economically justified. As part of this RFI, DOE seeks comment on technological and market changes since the most recent standards update to consider in its evaluation of more stringent standards. DOE also welcomes written comments from the public on any subject within the scope of this document (including those topics not specifically raised), as well as the submission of data and other relevant information.
