Energy Conservation Program: Energy Conservation Standards and Test Procedures for Ceiling Fans
The U.S. Department of Energy (``DOE'') is publishing this final rule to amend the current regulations for large-diameter ceiling fans. The contents of these technical amendments correspond with provisions enacted by Congress through the Energy Act of 2020. This final rule also implements conforming amendments to the ceiling fan test procedure to ensure consistency with the Energy Act of 2020.
Energy Conservation Program: Test Procedure and Energy Conservation Standards for Circulator Pumps and Small Vertical In-Line Pumps
On May 7, 2021, the U.S. Department of Energy (``DOE'') published a request for information (``RFI'') restarting rulemaking activities to consider potential test procedures and energy conservation standards for circulator pumps and small vertical in-line pumps. The notification provided an opportunity for submitting written comments, data, and information by July 6, 2021. DOE received requests from Grundfos, the Hydraulic Institute (``HI''), and Taco, Inc. on May 7, 2021, May 10, 2021, and May 14, 2021, respectively, asking DOE to extend the public comment period until August 30, 2021. Additionally, DOE received a request from Xylem Inc. to extend the comment period until September 30, 2021. On May 14, 2021, HI sent a follow-up request providing more information on why an extension is necessary. DOE has reviewed these requests and is granting an extension of the public comment period to allow public comments to be submitted until July 30, 2021.
Energy Conservation Program: Backstop Requirement for General Service Lamps
The U.S. Department of Energy (``DOE'') is re-evaluating its prior determination that the Secretary of Energy (``Secretary'') was not required to implement the statutory backstop requirement for general service lamps (``GSLs''). Under the Energy Policy and Conservation Act, as amended, if DOE fails to complete a rulemaking in accordance with certain statutory criteria, or if a final rule for GSLs does not produce savings that are greater than or equal to the savings from a minimum efficacy standard of 45 lumens per watt (``lm/W''), the Secretary must prohibit the sale of any GSL that does not meet a minimum efficacy standard of 45 lm/W. This request for information (``RFI'') solicits information from the public regarding the availability of lamps that would satisfy a minimum efficacy standard of 45 lm/W, as well other information that may be relevant to a possible implementation of the statutory backstop.
Electricity Advisory Committee
This notice announces a virtual meeting of the Electricity Advisory Committee. The Federal Advisory Committee Act requires that public notice of these meetings be announced in the Federal Register.
Environmental Management Site-Specific Advisory Board, Northern New Mexico
This notice announces an online virtual combined meeting of the Consent Order Committee and Risk Evaluation and Management Committee of the Environmental Management Site-Specific Advisory Board (EM SSAB), Northern New Mexico. The Federal Advisory Committee Act requires that public notice of this online virtual meeting be announced in the Federal Register.
Energy Conservation Program: Test Procedures for Packaged Terminal Air Conditioners and Packaged Terminal Heat Pumps
The U.S. Department of Energy (``DOE'') is undertaking the preliminary stages of a rulemaking to consider amendments to the test procedures for Packaged Terminal Air Conditioners (``PTACs'') and Packaged Terminal Heat Pumps (``PTHPs''). Through this request for information (``RFI''), DOE seeks data and information regarding issues pertinent to whether amended test procedures would more accurately or fully comply with the requirement that the test procedure produces results that measure energy use during a representative average use cycle for the equipment without being unduly burdensome to conduct, or reduce testing burden. DOE welcomes written comments from the public on any subject within the scope of this document (including topics not raised in this RFI), as well as the submission of data and other relevant information.
Notice of Intent To Prepare a Supplemental Environmental Impact Statement for the Long-Term Management and Storage of Elemental Mercury
As required by the Mercury Export Ban Act of 2008, as amended (MEBA), the U.S. Department of Energy (DOE) must identify a facility or facilities for the long-term management and storage of elemental mercury generated within the United States. To this end, DOE intends to prepare a supplemental environmental impact statement (DOE/EIS-0423-S2; SEIS-II) to supplement both the January 2011 Environmental Impact Statement for the Long-Term Management and Storage of Elemental Mercury (DOE/EIS-0423; 2011 Mercury Storage EIS) and the September 2013 Supplemental Environmental Impact Statement for the Long-Term Management and Storage of Elemental Mercury (DOE/EIS-0423-S1; 2013 Mercury Storage SEIS) by updating these previous analyses of potential environmental impacts and analyzing additional alternatives, in accordance with the National Environmental Policy Act (NEPA).
Agency Information Collection Extension
EIA submitted an information collection request for extension as required by the Paperwork Reduction Act of 1995. The information collection requests a three-year extension of its Form EIA-111 Quarterly Electricity Imports and Exports Report, OMB Control Number 1905-0208. Form EIA-111 collects information on U.S. imports and exports of electricity. Data are used to obtain estimates on the flows of electricity into and out of the United States.
Proposed Agency Information Collection
The DOE SBIR/STTR invites public to comment on a proposed collection of information that DOE is developing for submission to the Office of Management and Budget (OMB) pursuant to the Paperwork Reduction Act of 1995.
Agency Information Collection Extension; Revision to Currently Approved Collection
The Department of Energy (DOE), pursuant to the Paperwork Reduction Act of 1995, intends to extend for three years, an information collection request with the Office of Management and Budget (OMB).
Commission Information Collection Activities (FERC-537); Comment Request; Extension
In compliance with the requirements of the Paperwork Reduction Act of 1995, the Federal Energy Regulatory Commission (Commission or FERC) is soliciting public comment on the currently approved information collection, FERC-537 (Gas Pipeline Certificates: Construction, Acquisition, and Abandonment).
Energy Conservation Program: Test Procedure for Commercial Prerinse Spray Valves
The U.S. Department of Energy (``DOE'') proposes to amend the test procedures for commercial prerinse spray valves to incorporate by reference the current version of the relevant industry standard, i.e., ASTM F2324. ASTM F2324 (2019) is a reaffirmation of the industry standard currently incorporated by reference in the DOE test procedure for commercial prerinse spray valves and as such, this proposal would not substantively change the current test procedure. DOE also proposes to amend the commercial prerinse spray valves definition to codify existing guidance on the application of the definition. DOE is seeking comment from interested parties on the proposal.
Energy Conservation Program: Test Procedures for Water Closets and Urinals
The U.S. Department of Energy (``DOE'') proposes to amend the test procedures for water closets and urinals, to reference the most recent update to the relevant industry standard, American Society of Mechanical Engineers (``ASME'') Standard 112.19.2-2018. DOE also proposes to replace the term ``blowout toilet'' with ``blowout bowl water closet,'' and add definitions for the terms ``blowout action,'' ``gravity flush tank water closet,'' ``siphonic action,'' ``siphonic bowl,'' and ``trough-type urinal,'' which are currently used in the Federal test procedures but not defined. DOE is seeking comment from interested parties on the proposal.
