Suspension of the Financial Reserves Policy Surcharge for the Remainder of the BP-20 Rate Period; Public Hearing and Opportunities for Public Review and Comment
Bonneville is holding an expedited rate proceeding pursuant to Section 7(i) of the Pacific Northwest Electric Power Planning and Conservation Act (Northwest Power Act) to suspend the application of the Financial Reserves Policy Surcharge (FRP Surcharge) for the remainder of the BP-20 rate period. The Northwest Power Act requires that Bonneville's rates be established based on the record of a formal hearing. By this notice, Bonneville announces the commencement of an expedited rate proceeding, designated as the ``BP-20E'' proceeding, for the limited purpose of suspending the FRP Surcharge for the remainder of the BP-20 rate period. As explained in Part IV.C, the effective date would depend on the timing of approval by the Federal Energy Regulatory Commission.

Revision to Power Marketing Policy Kerr-Philpott System of Projects
Pursuant to its Procedure for Public Participation in the Formulation of Marketing Policy, published in the Federal Register of July 6, 1978, Southeastern Power Administration (Southeastern or SEPA) published on November 15, 2019, a notice of intent to revise its power marketing policy to include provisions regarding renewable energy certificates (RECs) from its Kerr-Philpott System of Projects (Kerr- Philpott System). The current power marketing policy was published on July 29, 1985, for the Kerr-Philpott System and is reflected in contracts for the sale of system power, which are maintained in Southeastern's headquarters office. The following is the proposed revision to the Kerr-Philpott System Power Marketing Policy to include a procedure for distribution of RECs to Preference Customers. Southeastern solicits written comments in formulating the final marketing policy revision.

The Office of Fossil Energy (FE) of the Department of Energy gives notice that during April 2020, it issued orders granting authority to import and export natural gas, to import and export liquefied natural gas (LNG), and to vacate prior authorization. EIA reinstates the Residential Energy Consumption Survey (RECS), with changes, under OMB Control Number 1905-0092, as required by the Paperwork Reduction Act of 1995. RECS collects data on energy characteristics, consumption, and expenditures for the residential sector of the United States. This collection is comprised of five forms including: Form EIA 457-A Household Survey, Form EIA 457-D Energy Supplier Survey: Household Propane Usage, Form EIA 457-E Energy Supplier Survey: Household Electricity Usage, Form EIA 457-F Energy Supplier Survey: Household Natural Gas Usage, and Form EIA 457-G Energy Supplier Survey: Household Fuel Oil/Kerosene Usage.
Energy Conservation Program: Energy Conservation Standards for Room Air Conditioners
The U.S. Department of Energy (DOE) will hold a webinar to discuss and receive comments on the preliminary analysis it has conducted for purposes of evaluating energy conservation standards for room air conditioners (ACs). The webinar will cover the analytical framework, models, and tools that DOE is using to evaluate potential standards for this product; the results of preliminary analyses performed by DOE for this product; the potential energy conservation standard levels derived from these analyses that DOE could consider for this product should it determine that proposed amendments are necessary; and any other issues relevant to the evaluation of energy conservation standards for room ACs. In addition, DOE encourages written comments on these subjects. To inform interested parties and to facilitate this process, DOE has prepared an agenda, a preliminary technical support document (TSD), and briefing materials, which are available on the DOE website at: https://www.regulations.gov/ docket?D=EERE-2014-BT-STD-0059.
Energy Conservation Program: Energy Conservation Standards for Air-Cooled Commercial Package Air Conditioning and Heating Equipment and Commercial Warm Air Furnaces
On May 12, 2020, the U.S. Department of Energy (DOE) published a request for information (RFI) pertaining to the energy conservation standards for air-cooled commercial package air conditioning and heating equipment (ACUACs and ACUHPs) and commercial warm air furnaces (CWAFs). The RFI provided an opportunity for submission of written comments, data, and information to the Department by June 11, 2020. Prior to the end of the comment period for the RFI, DOE received a request from the Air-Conditioning, Heating and Refrigeration Institute (AHRI), as well as from the American Public Gas Association (APGA), seeking additional time to consider the applicability and impact of an updated energy conservation standard for this equipment. In light of these requests, DOE is reopening the comment period for the subject RFI for an additional 14 days.
