The comment period for the JCI's notice of petition for waiver, grant of an interim waiver, and request for comments ends on September 12, 2018. Through this notice, DOE announces that the period for submitting comments is re-opened until September 28, 2018.
Energy Conservation Program: Request for Information on the Emerging Smart Technology Appliance and Equipment Market
The U.S. Department of Energy (DOE) is initiating a data and information collection process through this request for information to better understand market trends and issues in the emerging market for appliances and commercial equipment that incorporate smart technology. DOE aims to gain greater perspective on the direction of the emerging smart technology market, including any energy efficiency trends or issues with respect to appliances or equipment incorporating smart technologies. DOE understands the significant investments in innovation being made with respect to such products. DOE's intent in issuing this RFI is to gather information to ensure that DOE does not inadvertently impede such innovation in fulfilling its statutory responsibilities in setting efficiency standards for covered products and equipment. DOE welcomes written comments from the public on any subject within the scope of this document, including topics not directly outlined in this RFI. DOE also welcomes comments on any additional topics that may inform DOE's overall understanding of relevant smart technology issues, including any suggestions for reducing or avoiding regulatory burdens within this context.

Energy Conservation Program: Decision and Order Granting a Waiver to ITW Food Equipment Group, LLC From the Department of Energy Commercial Refrigeration Equipment Test Procedure
The U.S. Department of Energy (DOE) gives notice of a Decision and Order (Case No. CR-007) that grants to ITW Food Equipment Group, LLC (ITW) a waiver from specified portions of the DOE test procedure for determining the energy consumption of commercial refrigerators, freezers, and refrigerator-freezers (collectively, ``commercial refrigeration equipment''). Under the Decision and Order, ITW is required to test and rate specified basic models of its commercial refrigeration equipment in accordance with a specified method.
Application To Amend Presidential Permit; Vermont Electric Power Company, Inc., as Agent for the Joint Owners in the Highgate Interconnection Facilities
Vermont Electric Power Company, Inc. (``VELCO''), as operating-and-management agent for the Joint Owners of the Highgate Interconnection Facilities (the ``Highgate Joint Owners'') filed an application to amend PP-82, issued on May 14, 1985 and amended on March 1, 1994, September 3, 2003, February 7, 2005, May 3, 2016 and January 8, 2018. VELCO requested that DOE reflect changes in ownership of the Highgate Interconnection Facilities and transfer the ownership interests in the Highgate Interconnection Facilities from two of the Highgate Joint Owners to the third Highgate Joint Owner.

Secretarial Determination of a National Security Purpose for the Sale or Transfer of Enriched Uranium
On August 21, 2018, the Secretary of Energy issued a determination (``Secretarial Determination'') covering the transfer of low enriched uranium in support of the tritium production mission. The Secretarial Determination establishes the national security purpose of these transfers, therefore the transfers will be conducted under the USEC Privatization Act of 1996.
