of the Federal Energy Regulatory Commission's (Commission) Rules of 
Practice and Procedure,\1\ the Kansas Power Pool (KPP) on behalf of 
itself and its authorizing member municipal cities (Authorizing 
Members), filed a request for partial waiver of certain obligations
