Department of Energy 2015 – Federal Register Recent Federal Regulation Documents

The U.S. Department of Energy (DOE) is initiating this rulemaking and data collection process to consider amending energy conservation standards for fluorescent lamp ballasts. To inform interested parties and to facilitate this process, DOE has prepared a Framework Document that details the analytical approach and scope of coverage for the rulemaking, and identifies several issues on which DOE is particularly interested in receiving comments. DOE will hold a public meeting to discuss and receive comments on its planned analytical approach and issues it will address in this rulemaking proceeding. DOE welcomes written comments and relevant data from the public on any subject within the scope of this rulemaking. The U.S. Department of Energy (DOE) proposes to amend the test procedures for commercial prerinse spray valves to consider the latest version of the industry standard that is incorporated by reference and to consider a procedure for measuring the spray force. DOE also proposes to revise the definition of commercial prerinse spray valve and the current test procedure as they relate to various spray valves currently on the market, including those with multiple spray patterns. DOE does not believe the proposed changes will affect the measured water use. As part of this proposal, DOE is announcing a public meeting to collect comments and data on its proposal.

In compliance with the requirements of the Paperwork Reduction Act of 1995, 44 U.S.C. 3507(a)(1)(D), the Federal Energy Regulatory Commission (Commission or FERC) is submitting these information collections [FERC-567 (Gas Pipeline Certificates: Annual Reports of System Flow Diagrams and System Capacity) and FERC-587 (Land Description (Public Land States/Non-Public Land States [Rectangular or Non-Rectangular Survey System Lands in Public Land States])] to the Office of Management and Budget (OMB) for review of the information collection requirements. Any interested person may file comments directly with OMB and should address a copy of those comments to the Commission as explained below. The Commission previously issued a Notice in the Federal Register (80 FR 19308, 4/10/2015) requesting public comments. The Commission received no comments on neither the FERC-567 nor FERC-587 and is making this notation in its submittal to OMB.

The U.S. Department of Energy (DOE) is initiating an effort to determine whether to amend the current energy conservation standards for room air conditioners (room ACs). According to the Energy Policy and Conservation Act's 6-year review requirement, DOE must publish by April 8, 2017 a notice of proposed rulemaking (NOPR) to propose new standards for room ACs or a notice of determination that the existing standards do not need to be amended. This RFI seeks to solicit information from the public to help DOE determine whether amended standards for room ACs would result in a significant amount of additional energy savings and whether those standards would be technologically feasible and economically justified. In addition, DOE has identified several issues associated with the currently applicable test procedure for room ACs on which DOE is particularly interested in receiving comment.

The Department of Energy (DOE) published a Notice of Application for Proposed Project for Clean Line Plains & Eastern Transmission Line (80 FR 23520) requesting public comment on an application submitted by Clean Line Energy Partners, LLC under Section 1222 of the Energy Policy Act of 2005. DOE is extending the end of the public comment period on the application for the Clean Line Plains & Eastern Transmission Line from June 12 to July 13, 2015.
