International Energy Agency Meetings
The Industry Advisory Board (IAB) to the International Energy Agency (IEA) will meet on February 24, 2015, at the headquarters of the IEA in Paris, France in connection with a joint meeting of the IEA's Standing Group on Emergency Questions (SEQ) and the IEA's Standing Group on the Oil Market (SOM) on that day, and on February 25, 2015, in connection with a meeting of the SEQ on that day.

Commission Information Collection Activities (FERC-598 & FERC-716); Comment Request
In compliance with the requirements of the Paperwork Reduction Act of 1995, 44 U.S.C. 3507(a)(1)(D), the Federal Energy Regulatory Commission (Commission or FERC) is submitting its information collections FERC-598 (Self-Certification for Entities Seeking Exempt Wholesale Generator Status or Foreign Utility Company Status) and FERC- 716 [Good Faith Requests for Transmission Service and Good Faith Responses by Transmitting Utilities Under Sections 211(a) and 213(a) of the Federal Power Act (FPA)] to the Office of Management and Budget (OMB) for review of the information collection requirements. Any interested person may file comments directly with OMB and should address a copy of those comments to the Commission as explained below. The Commission previously issued a Notice in the Federal Register (79 FR 68424, 11/17/2014) requesting public comments. The Commission received no comments on either the FERC-598 or the FERC-716 and is making this notation in its submittal to OMB.
SCT&E LNG, LLC; Amendment of Notice of Application for Long-Term, Multi-Contract Authorization To Export Liquefied Natural Gas to Non-Free Trade Agreement Countries
The Office of Fossil Energy (FE) of the Department of Energy (DOE) is amending a notice of application filed by SCT&E LNG, LLC (SCT&E LNG) on July 24, 2014, and published in the Federal Register on December 19, 2014 (Notice).\1\ The amended notice adds two environmental documents to the record in the SCT&E LNG docket. It also extends the Public Comment Period, ending February 17, 2015, by 20 days, to March 12, 2015, to ensure that interested parties have sufficient opportunity to review the documents in filing any protests, motions to intervene, notices of intervention, or written comments in response to the Application.

In compliance with the requirements of the Paperwork Reduction Act of 1995, 44 U.S.C. 3507(a)(1)(D), the Federal Energy Regulatory Commission (Commission or FERC) is soliciting public comment on the currently approved information collection, FERC-725F (Mandatory Reliability Standard for Nuclear Plant Interface Coordination: Reliability Standard NUC-001-3), as modified in this docket. The Commission previously published a notice in the Federal Register (79 FR 69450, 11/21/2014) requesting public comments. The Commission received no comments and is making this notation in its submittal to OMB.
Agency Information Collection Extension
The Department of Energy (DOE) has submitted an information collection request to the OMB for extension under the provisions of the Paperwork Reduction Act of 1995. The information collection requests a three year extension of its ``Technology Partnerships Ombudsman Reporting Requirements'', OMB Control Number 1910-5118. This information collection request covers information necessary to implement a statutory requirement that the Technology Transfer Ombudsmen report quarterly on complaints they receive.
Decision and Order Granting a Waiver to Sub-Zero From the Department of Energy Residential Refrigerator and Refrigerator-Freezer Test Procedures
The U.S. Department of Energy (DOE) gives notice of the decision and order in Case No. RF-040 that grants to Sub-Zero Group, Inc. a waiver from the DOE electric refrigerator and refrigerator- freezer test procedures for determining the energy consumption of residential refrigerator-freezers. Sub-Zero's request pertains to the specific hybrid refrigerated ``storage-wine storage'' basic models set forth in its petition. Sub-Zero seeks permission to use an alternate test procedure to test the wine chiller compartment of these devices at 55 [deg]F instead of the prescribed temperature of 39 [deg]F. That procedure would apply a K factor (correction factor) value of 0.85 when calculating the energy consumption of a tested model and replace the energy consumption calculation. Under today's decision and order, Sub- Zero shall be required to test and rate the hybrid refrigerated ``storage-wine storage'' basic models identified in its petition using an alternate test procedure that takes the nature of these products into account when measuring energy consumption.
Provo River Project Rate Order No. WAPA-165
Western Area Power Administration (Western) extends, on an interim basis, the existing Provo River Project Formula Rate through March 31, 2020. The existing Formula Rate under Rate Order No. WAPA-149 expires on March 31, 2015. The Formula Rate will be in effect until the Federal Energy Regulatory Commission (FERC) places it into effect on a final basis or until it is replaced by another rate.
Decision and Order Granting a Waiver to GE Appliances From the Department of Energy Residential Refrigerator and Refrigerator-Freezer Test Procedures
The U.S. Department of Energy (DOE) gives notice of the decision and order in Case No. RF-042 that grants to GE Appliances (GE) a waiver from the DOE electric refrigerator and refrigerator-freezer test procedures for determining the energy consumption of the specific residential refrigerator-freezer basic models set forth in GE's petition for waiver. Under today's decision and order, GE shall be required to test and rate these refrigerator-freezer basic models, which use dual compressors, using an alternate test procedure that takes this technology into account when measuring energy consumption.
Extension of Public Comment Period, Draft Environmental Impact Statement for the Plains & Eastern Clean Line Transmission Project
The U.S. Department of Energy (DOE) published a notice of availability and public hearing on December 17, 2014 and a correction on December 29, 2014 that provided for a comment period ending March 19, 2015. DOE is extending the public comment period for the Draft Environmental Impact Statement for the Plains & Eastern Clean Line Transmission Project (DOE/EIS-0486) to April 20, 2015.
