Application To Export Electric Energy; Iberdrola Renewables, Inc.
Iberdrola Renewables, Inc. (IRI) has applied for authority to transmit electric energy from the United States to Canada pursuant to section 202(e) of the Federal Power Act.
Mid-Columbia Coho Restoration Project
This notice announces BPA's intention to prepare an EIS on funding the Confederated Tribes and Bands of the Yakama Nation (YN) to undertake the reintroduction of coho salmon into mid-Columbia River basin tributaries. The reintroduction would occur in the Methow and Wenatchee river basins in Chelan and Okanogan counties, Washington. The proposed reintroduction project would use both existing hatchery facilities as well as require construction of some new permanent and temporary facilities and modification of existing sites to serve as semi-natural rearing areas for juvenile coho.
Annual Update of Filing Fees
In accordance with 18 CFR 381.104, the Commission issues this update of its filing fees. This notice provides the yearly update using data in the Commission's Management, Administrative, and Payroll System to calculate the new fees. The purpose of updating is to adjust the fees on the basis of the Commission's costs for Fiscal Year 2008.
Pipeline Posting Requirements Under Section 23 of the Natural Gas Act; Order Requesting Supplemental Comments
The Federal Energy Regulatory Commission (Commission) seeks supplemental comments regarding potential revisions to the posting requirements adopted in Order No. 720 of the Commission's regulations.
Post-2010 Resource Pool, Pick-Sloan Missouri Basin Program-Eastern Division
Western Area Power Administration (Western), Upper Great Plains Region, a Federal power marketing agency of the Department of Energy (DOE), hereby announces the Post-2010 Resource Pool Proposed Allocation of Power. The Energy Planning and Management Program (Program) provides for project-specific resource pools and allocating power from these pools to new preference customers and other appropriate purposes as determined by Western. Western, in accordance with the Program, is proposing an allocation of Federal power from the Pick-Sloan Missouri Basin ProgramEastern Division (P-SMBPED) beginning January 1, 2011. Western intends to use power previously returned to Western for this proposed allocation. Western will prepare and publish the Final Allocation of Power in the Federal Register after all public comments on the proposed allocation have been considered.
Contract Reporting Requirements of Intrastate Natural Gas Companies
The Commission is proposing to revise its contract reporting requirements for those natural gas pipelines that fall under the Commission's jurisdiction pursuant to section 311 of the Natural Gas Policy Act or section 1(c) of the Natural Gas Act. The Commission is proposing to require the existing annual Sec. 284.126(b) transactional reports to be filed on a quarterly basis, require that the reports include certain additional types of information and cover storage transactions as well as transportation transactions, establish a procedure for the Sec. 284.126(b) reports to be filed in a uniform electronic format and posted on the Commission's Web site, and hold that those reports must be public and may not be filed with information redacted as privileged.
Wholesale Competition in Regions With Organized Electric Markets
In this order on rehearing, the Federal Energy Regulatory Commission (Commission) affirms its basic determinations in Order No. 719, Wholesale Competition in Regions with Organized Electric Markets, which amended Commission regulations to improve the operation of organized wholesale electric markets in four areas: Demand response, including pricing during periods of operating reserve shortage; long- term power contracting; market-monitoring policies; and the responsiveness of RTOs and ISOs to their customers and other stakeholders. This order denies in part and grants in part rehearing and clarification regarding certain provisions of Order No. 719.
Boulder Canyon Project
The Deputy Secretary of Energy approved the Fiscal Year (FY) 2010 Base Charge and Rates (Rates) for Boulder Canyon Project (BCP) electric service provided by the Western Area Power Administration (Western). The Rates will provide sufficient revenue to pay all annual costs, including interest expense, and repay investments within the allowable period.
Smart Grid Policy
This Policy Statement provides guidance regarding the development of a smart grid for the nation's electric transmission system, focusing on the development of key standards to achieve interoperability and functionality of smart grid systems and devices. In response to the need for urgent action on potential challenges to the bulk-power system, in this Policy Statement the Commission provides additional guidance on standards to help to realize a smart grid. The Commission also adopts an Interim Rate Policy for the period until interoperability standards are adopted by the Commission, which will encourage investment in smart grid systems.
Energy Conservation Program for Consumer Products: Test Procedures for Residential Furnaces and Boilers
In order to implement recent amendments to the Energy Policy and Conservation Act (EPCA), the U.S. Department of Energy (DOE) proposes to amend its test procedures for residential furnaces and boilers to provide for measurement of standby mode and off mode energy consumption. Specifically, the proposed amendments would incorporate into the DOE test procedures the International Electrotechnical Commission's (IEC) Standard 62301, Household electrical appliances Measurement of standby power (First Edition 2005-06), as well as language to clarify application of this standard for measuring standby mode and off mode power consumption in furnaces and boilers. In addition, the proposed amendments would add new calculations to determine annual energy consumption associated with standby mode and off mode measured power. Finally, the amendments would modify existing energy consumption equations to integrate standby mode and off mode energy consumption into the calculation of overall annual energy consumption of these products. DOE is also announcing a public meeting to discuss and receive comments on the issues presented in this notice.
Notice of Intent To Prepare an Environmental Impact Statement for the Continued Operation of the Department of Energy/National Nuclear Security Administration Nevada Test Site and Off-Site Locations in the State of Nevada
Pursuant to the National Environmental Policy Act (NEPA) of 1969, as amended (42 U.S.C. 4321 et seq.), the Council on Environmental Quality (CEQ) and the U.S. Department of Energy (DOE) regulations implementing NEPA (40 CFR Parts 1500-1508 and 10 CFR Part 1021, respectively), the National Nuclear Security Administration (NNSA), a semi-autonomous agency within DOE, announces its intention to prepare a site-wide environmental impact statement (SWEIS) (DOE/EIS-0426) for the continued operation of DOE/NNSA activities at the Nevada Test Site (NTS) and certain off-site locations (the Remote Sensing Laboratory at Nellis Air Force Base, Las Vegas, Nevada, the DOE/NNSA campus in North Las Vegas, and the Nevada Test and Training Range (NTTR) including activities at the Tonopah Test Range (TTR)) in the State of Nevada. The purpose of this notice is to invite individuals, organizations, and government agencies and entities to participate in developing the scope of the SWEIS.
Interconnection of the Grapevine Canyon Wind Project, Coconino County, AZ
The Western Area Power Administration (Western), an agency of the DOE, intends to prepare an environmental impact statement (EIS) on the interconnection of the Grapevine Canyon Wind Project (Project) in Coconino County, near Flagstaff, Arizona.
