Take notice that on July 15, 2009, Colstrip Energy Limited Partnership (Colstrip) filed with the Commission an application for recertification of a facility as a qualifying small power production facility. The facility is a small power production facility located in Rosebud County near Colstrip, Montana. The facility uses and will continue to use waste coal as its primary energy source. Colstrip seeks recertification authorizing a ‘‘backup’’ waste fuel to be used as the primary energy source for the facility in the event of an interruption in the supply of the facility’s current, Commission-approved primary energy source. NorthWestern Corporation interconnects with the facility, purchases the useful electric output of the facility, and supplies any required supplementary, backup and maintenance power required by the facility.
