Commission Information Collection Activities, Proposed Collection; Comment Request; Submitted for OMB Review
In compliance with the requirements of Section 3507 of the Paperwork Reduction Act of 1995, 44 U.S.C. 3507, the Federal Energy Regulatory Commission (Commission) has submitted the information collection described below to the Office of Management and Budget (OMB) for review of this information collection requirement. Any interested person may file comments directly with OMB and should address a copy of those comments to the Commission as explained below. The Commission received no comments in response to an earlier Federal Register notice of November 15, 2007 (72 FR 64200) and has noted this fact in its submission to OMB.
Mandatory Reliability Standard for Nuclear Plant Interface Coordination
Pursuant to section 215 of the Federal Power Act, the Commission proposes to approve the Nuclear Plant Interface Coordination Reliability Standard developed by the North American Electric Reliability Corporation (NERC). The proposed Reliability Standard requires a nuclear power plant operator and its suppliers of back-up power and related transmission and distribution services to coordinate concerning nuclear licensing requirements for safe nuclear plant operation and shutdown and system operating limits. The Commission also proposes to accept four related definitions for addition to the NERC Glossary of Terms and to direct various changes to proposed violation risk factors, which measure the potential impact of violations of the Reliability Standard on the reliability of the Bulk-Power System. The proposed rule would benefit the Reliable Operation of the Bulk-Power System by facilitating the provision of off-site power to ensure reliable and safe nuclear power plant operation and shutdown.
Standards of Conduct for Transmission Providers
The Federal Energy Regulatory Commission (Commission) is proposing to revise its Standards of Conduct for transmission providers to make them clearer and to refocus the rules on the areas where there is the greatest potential for affiliate abuse. By doing so, we will make compliance less elusive and facilitate Commission enforcement. We also propose to conform the Standards to the decision of the U.S. Court of Appeals for the D.C. Circuit in National Fuel Gas Supply Corporation v. FERC, 468 F.3d 831 (D.C. Cir. 2006). On January 18, 2007, the Commission issued a Notice of Proposed Rulemaking (initial NOPR), and received both initial and reply comments from interested persons. After giving consideration to these comments and to our own experience in enforcing the Standards, the Commission believes it to be necessary and appropriate to modify the approach proposed in the initial NOPR. The Commission is therefore issuing a new NOPR, and invites all interested persons to submit comments in response to the regulations proposed herein.

Agency Information Collection Extension
The Department of Energy (DOE) has submitted an information collection request to the OMB for extension under the provisions of the Paperwork Reduction Act of 1995. The information collection requests a three-year extension of its Legal Collections, OMB Control Number 1910- 0800. This information collection request covers information necessary to legal collections related to invention reporting by DOE contractors, and related matters. The information is used by DOE management to exercise management oversight with respect to the implementation of applicable statutory and contractual requirements and obligations.

The Department of Energy (DOE), pursuant to the Paperwork Reduction Act of 1995, intends to extend for three years, an information collection request with the Office of Management and Budget (OMB). Comments are invited on: (a) Whether the extended collection of information is necessary for the proper performance of the functions of the agency, including whether the information shall have practical utility; (b) the accuracy of the agency's estimate of the burden of the proposed collection of information, including the validity of the methodology and assumptions used; (c) ways to enhance the quality, and clarity of the information to be collected; and (d) ways to minimize the burden of the collection of information on respondents, including through the use of automated collection techniques or other forms of information technology.

Salt Lake City Area Integrated Projects Firm Power, Colorado River Storage Project Transmission and Ancillary Services Rates-Rate Order No. WAPA-137
Western initiated a public process to modify the Salt Lake City Area Integrated Projects (SLCA/IP) firm power rates and extend the Colorado River Storage Project (CRSP) transmission and ancillary services rates by publishing a notice in the Federal Register on January 4, 2008. Western held a Public Information Forum on February 5, 2008, and a Public Comment Forum on March 4, 2008. Western is extending the comment and consultation period to allow sufficient time to finalize the 2010 Work Program Review (WPR), which forms the basis of the operation, maintenance and replacement (OM&R) expenses, to propose a two-step increase and to add clarification to the Spinning and Supplement Reserves (SP-SSR-3) rates. In conjunction with extending the comment and consultation period, Western will hold an additional public information forum and public comment forum on April 10, 2008. Information will be provided at this public information forum and also on the CRSP Management Center Web site under the ``FY 2009 SLCA/IP Rate Adjustment'' section located at: https://www.wapa.gov/ CRSP/ratescrsp/default.htm. Western mailed a brochure on January 11, 2008, that provided detailed information about the rates to all interested parties. The proposed rates in Rate Order No. WAPA-137 under Rate Schedules SLIP-F9, SP-PTP7, SP-NW3, SP-NFT6, SP-CF1, SP-SD3, SP-RS3, SP-EI3, SP-FR3, and SP-SSR3 are scheduled to go into effect on October 1, 2008.
