On October 26, 2017, the U.S. Department of Education published a 60-day comment period notice in the Federal Register (Page 49602, Column 1; FR DOC #2017-23222) seeking public comment for an information collection entitled, ``State Educational Agency and Local Educational AgencySchool Data Collection and Reporting Under ESEA, Title I, Part A''. The abstract was incorrect, and is corrected as follows: Although the U.S. Department of Education (ED) determines Title I, Part A allocations for Local Educational Agencies (LEAs), the Elementary and Secondary Education Act, as amended by the Every Student Succeeds Act, requires State Educational Agencies (SEAs) to adjust ED- determined Title I, Part A LEA allocations to account for newly created LEAs and LEA boundary changes, to redistribute Title I, Part A funds to small LEAs (under 20,000 total population) using alternative poverty data (if an SEA has ED's approval to do so), and to reserve funds for school improvement, State administration, and, if applicable, Direct Student Services. This control number covers only the burden associated with the actual procedures an SEA must follow when adjusting ED- determined LEA allocations. The Acting Director, Information Collection Clearance Division, Office of the Chief Privacy Officer, Office of Management, hereby issues a correction notice as required by the Paperwork Reduction Act of 1995.

The Secretary proposes to further delay, until July 1, 2019, the effective date of selected provisions of the final regulations entitled Student Assistance General Provisions, Federal Perkins Loan Program, Federal Family Education Loan (FFEL) Program, William D. Ford Federal Direct Loan Program, and Teacher Education Assistance for College and Higher Education Grant Program (the final regulations), published in the Federal Register on November 1, 2016. The Secretary proposes this further delay to ensure that there is adequate time to conduct negotiated rulemaking and, as necessary, develop revised regulations. The provisions for which we propose to further delay the effective date are listed in the SUPPLEMENTARY INFORMATION section of this document. The current effective date of selected provisions of the final regulations is July 1, 2018, in accordance with the interim final rule (IFR) published elsewhere in this issue of the Federal Register.

The Secretary is identifying as temporarily inapplicable certain regulatory provisions determining whether an educational institution qualifies in whole or in part as an eligible institution of higher education under the Higher Education Act of 1965, as amended (HEA), to provide relief to foreign institutions affected by Hurricane Irma and Hurricane Maria.

Between 2011 and 2016, the Department granted more than 800 waivers of statutory or regulatory requirements to State educational agencies (SEAs) but neglected to comply with the ESEA's publication and dissemination requirements. This notice is intended to fulfill the Department's obligation to publicize its waiver decisions by identifying the waivers granted during 2011.

The Secretary is issuing updated waivers and modifications of statutory and regulatory requirements governing the Federal student financial aid programs under the authority of the Higher Education Relief Opportunities for Students Act of 2003 (HEROES Act). The HEROES Act requires the Secretary to publish a document in the Federal Register announcing the waivers or modifications of statutory or regulatory requirements applicable to the student financial assistance programs under title IV of the Higher Education Act of 1965, as amended (HEA), to assist individuals who are performing qualifying military service, and individuals who are affected by a disaster, war or other military operation, or national emergency, as described in the SUPPLEMENTARY INFORMATION section of this document.

The Institute of Education Sciences extends, for certain prospective eligible applicants described elsewhere in this notice, the deadline date for transmittal of applications for new awards for fiscal year (FY) 2018 under the Education Research and Development Centers competition and the Research Networks Focused on Critical Problems of Policy and Practice in Special Education competition, Catalog of Federal Domestic Assistance (CFDA) numbers 84.305C and 84.324N. The Institute takes this action to allow more time for the preparation and submission of applications by prospective eligible applicants affected by Hurricanes Harvey and Irma. The extension of the application deadline date for this competition is intended to help eligible applicants that are located in a Federally declared disaster area, as determined by the Federal Emergency Management Agency (FEMA), in Texas and Florida to compete fairly with other eligible applicants under these competitions.
