On February 23, 2015 the U.S. Department of Education published a 30-day comment period notice in the Federal Register Pages 9447, Column 3; Page 9448, Column 1 and 2 seeking public comment for an information collection entitled, ``Personal Authentication Service (PAS) for FSA ID''. ED is requesting a correction to the agency contact information, total estimated number of annual responses, total estimated number of annual burden hours and the abstract. The For Further Information Contact section should read as: For specific questions related to collection activities, please contact Beth Grebeldinger, 202-377-4018. The total estimated number of annual responses should read as 55,300,000. The total estimated number of annual burden hours should read as 7,370,000. The abstract should read as Federal Student Aid (FSA) is replacing the current PIN system with the Personal Authentication Service (PAS) which will employ an FSA ID, a standard user name and password solution. In order to create an FSA ID to gain access to certain FSA systems (FAFSA on the Web, NSLDS, StudentLoans.gov, etc.) a user must register on-line for an FSA ID account. The FSA ID will allow the customer to have a single identity, even if there is a name change or change to other personally identifiable information. The information collected to create the FSA ID enables electronic authentication and authorization of users for FSA web-based applications and information and protects users from unauthorized access to user accounts on all protected FSA sites. The Acting Director, Information Collection Clearance Division, Privacy, Information and Records Management Services, Office of Management, hereby issues a correction notice as required by the Paperwork Reduction Act of 1995.

The Assistant Secretary for Postsecondary Education proposes priorities, requirements, a selection criterion, and definitions under the First in the World (FITW) Program. The Assistant Secretary may use these priorities, requirements, selection criterion, and definitions for FITW competitions in fiscal year (FY) 2015 and later years. These priorities, requirements, selection criterion, and definitions would enable the Department to focus the FITW program on identified barriers to student success in postsecondary education and advance the program's purpose to build evidence for what works in postsecondary education through development, evaluation, and dissemination of innovative strategies to support students who are at risk of failure in persisting in and completing their postsecondary programs of study.

Proposed Waiver and Extension of the Project Period for the Native American Career and Technical Education Program
For the Native American Career and Technical Education Program (NACTEP), the Secretary proposes to: (1) Waive the requirements that generally prohibit project period extensions involving the obligation of additional Federal funds; and (2) extend the project periods for current NACTEP grantees for up to an additional 24 months. This proposed extension and waiver would enable the 31 current NACTEP grantees to request and continue to receive Federal funding annually for fiscal year (FY) 2016 and possibly through FY 2017.
Proposed Waiver and Extension of the Project Period for the Native Hawaiian Career and Technical Education Program
For the Native Hawaiian Career and Technical Education Program (NHCTEP), the Secretary proposes to waive the requirements that generally prohibit project period extensions involving the obligation of additional Federal funds and extend the project periods of the seven current NHCTEP grants for up to an additional 24 months. This proposed waiver and extension would allow the seven current NHCTEP grantees to seek continuation awards annually through fiscal year (FY) 2016 and possibly through FY 2017.

Final Requirements-School Improvement Grants-Title I of the Elementary and Secondary Education Act of 1965
The Assistant Secretary for Elementary and Secondary Education adopts final requirements for the School Improvement Grants (SIG) program, authorized under section 1003(g) of title I of the Elementary and Secondary Education Act of 1965, as amended (ESEA). These final requirements make changes to the current SIG program requirements and implement language in the Consolidated Appropriations Act, 2014, that allows local educational agencies (LEAs) to implement additional interventions, provides flexibility for rural LEAs, and extends the grant period from three to five years. Additionally, the final requirements make changes that reflect lessons learned from four years of SIG implementation.

Vocational Rehabilitation Services Projects for American Indians With Disabilities
The Secretary amends the definition of ``reservation'' under the regulations governing the American Indian Vocational Rehabilitation Services (AIVRS) program to conform to the Department's current interpretation and practices. ``Reservation'' means Federal or State Indian reservations; public domain Indian allotments; former Indian reservations in Oklahoma; land held by incorporated Native groups, regional corporations, and village corporations under the provisions of the Alaska Native Claims Settlement Act; and defined areas of land recognized by a State or the Federal Government where there is a concentration of tribal members and on which the tribal government is providing structured activities and services.

Privacy Act of 1974; System of Records-Study of Teacher Preparation Experiences and Early Teacher Effectiveness
In accordance with the Privacy Act of 1974, as amended (Privacy Act), the Department of Education (Department) publishes this notice of an altered system of records entitled ``Study of Teacher Preparation Experiences and Early Teacher Effectiveness'' (18-13-29) (formerly, ``Study of Promising Features of Teacher Preparation Programs''). The National Center for Education Evaluation and Regional Assistance at the Department's Institute of Education Sciences (IES) awarded a contract in September 2011 to Abt Associates to conduct a rigorous study of the effect on student learning of teachers who have various experiences in their teacher preparation programs (e.g., intensive clinical practice). The original system of records notice for this study was published in the Federal Register on June 28, 2012 (77 FR 38611). This altered system of records notice reflects changes to the study's design based on the infeasibility of efficiently identifying a sufficient number of teachers eligible for an impact study design.
