General and Non-Loan Programmatic Issues
The Secretary amends the regulations for Institutional Eligibility Under the Higher Education Act of 1965, the Student Assistance General Provisions, the Federal Work-Study (FWS) Programs, the Teacher Education Assistance for College and Higher Education (TEACH) Grant Program, the Federal Pell Grant Program, and the Leveraging Educational Assistance Partnership Program (LEAP) to implement various general and non-loan provisions of the Higher Education Act of 1965 (HEA), as amended by the Higher Education Opportunity Act of 2008 (HEOA) and other recently enacted legislation.
Federal Perkins Loan Program, Federal Family Education Loan Program, and William D. Ford Federal Direct Loan Program
The Secretary amends the Federal Perkins Loan (Perkins Loan) Program, Federal Family Education Loan (FFEL) Program, and William D. Ford Federal Direct Loan (Direct Loan) Program regulations to implement provisions of the Higher Education Act of 1965 (HEA), as amended by the Higher Education Opportunity Act of 2008 (HEOA), and other recently enacted legislation.
Federal Student Financial Assistance Programs Under Title IV of the Higher Education Act of 1965, as Amended
The Secretary of Education invites institutions of higher education that participate in the student assistance programs authorized under title IV of the Higher Education Act of 1965, as amended (the HEA), or consortiums of such institutions, to propose ideas for institutionally based experiments designed to test new ways of administering the student financial assistance programs authorized by title IV of the HEA (the Title IV, HEA programs). This effort is called the Experimental Sites Initiative (ESI). This notice is the first of two notices that the Secretary will publish regarding the ESI.

Institutions and Lender Requirements Relating to Education Loans, Student Assistance General Provisions, Federal Perkins Loan Program, Federal Family Education Loan Program, and William D. Ford Federal Direct Loan Program
The Secretary establishes new regulations regarding Institutions and Lender Requirements Relating to Education Loans, to implement requirements relating to education loans that were added to the Higher Education Act of 1965, as amended (HEA) by the Higher Education Opportunity Act of 2008 (HEOA). The Secretary also amends the regulations for Student Assistance General Provisions, the Federal Perkins Loan (Perkins Loan) Program, the Federal Family Education Loan (FFEL) Program, and the William D. Ford Federal Direct Loan (Direct Loan) Program to implement certain provisions of the HEA that involve school-based loan issues and that were affected by the statutory changes made to the HEA by the HEOA.
American Recovery and Reinvestment Act of 2009 (ARRA); Title I, Part A of the Elementary and Secondary Education Act of 1965, as Amended (ESEA); Part B, Section 611 of the Individuals With Disabilities Education Act (IDEA)
The U.S. Secretary of Education (Secretary) adjusts the statutory caps on State administration under Title I, Part A of the Elementary and Secondary Education Act of 1965, as amended (Title I, Part A), and Part B, section 611 of the Individuals with Disabilities Education Act (IDEA, section 611) with respect to data collection requirements pertaining to these two programs under the American Recovery and Reinvestment Act of 2009 (ARRA), Public Law 111-5. The adjustments allow a State educational agency (SEA) to reserve additional State administrative funds from its FY 2009 allocations under Title I, Part A and IDEA, section 611 to help defray the costs of data collections that are specifically related to ARRA funding for these programs (including, for Title I, Part A, data collection related to waivers). An SEA may use administrative funds from its regular Title I, Part A and IDEA, section 611 appropriations; the additional administrative funds allowed by the adjustments in this notice; or a combination of these funds to meet the costs of ARRA-related data collection requirements for the Title I, Part A and IDEA, section 611 programs, respectively. For costs associated with ARRA data collections unrelated to Title I, Part A or IDEA, section 611, an SEA may use the State's Government Services grant under the State Fiscal Stabilization Fund (SFSF or Stabilization) program or funds allowable for that purpose under other ARRA programs.
National Board for Education Sciences
This notice sets forth the schedule and proposed agenda of an upcoming meeting of the National Board for Education Sciences. The notice also describes the functions of the Committee. Notice of this meeting is required by Section 10(a)(2) of the Federal Advisory Committee Act and is intended to notify the public of their opportunity to attend the open portion of the meeting. This notice is being posted less than 15 days prior to the meeting due to logistical issues with scheduling the meeting.

The Secretary amends its regulations governing institutional eligibility and the Secretary's recognition of accrediting agencies. The Secretary is amending these regulations to implement changes to the Higher Education Act of 1965, as amended (HEA), resulting from enactment of the Higher Education Reconciliation Act of 2005 (HERA), and the Higher Education Opportunity Act (HEOA), and to clarify, improve, and update the current regulations.

Race to the Top Fund
By March 2010, the Secretary of Education (Secretary) intends to announce a competition for a program that would support one or more consortia of States that are working toward jointly developing and implementing common, high-quality assessments aligned with a consortium's common set of K-12 standards that are internationally benchmarked and that build toward college and career readiness by the time of high school completion. To inform the design of this program and the development of a notice inviting applications that establishes the requirements for this competition, and to provide technical assistance to States, the Secretary is seeking input from States, technical experts, and members of the public through public meetings and written submissions. Following the public meetings and review of the written submissions, the Department intends to publish a notice inviting applications for such a competition.

Investing in Innovation
The Secretary of Education (Secretary) proposes priorities, requirements, definitions, and selection criteria under the Investing in Innovation Fund. The Secretary may use these priorities, requirements, definitions, and selection criteria for competitions of the Investing in Innovation Fund for fiscal year (FY) 2010 and later years. We intend for the priorities, requirements, definitions, and selection criteria to support the efforts of local educational agencies (LEAs) and nonprofit organizations (as defined in this notice) that have strong track records of improving student achievement (as defined in this notice) to expand their work; identify, document, and share best practices; and take successful practices ``to scale.''
National Advisory Committee on Institutional Quality and Integrity
