On July 7, 2009, Hydrodynamics, Inc. filed an application for a preliminary permit, pursuant to section 4(f) of the Federal Power Act, proposing to study the feasibility of the West Rosebud Hydro Project, which would be located on West Rosebud Creek, approximately 800 feet downstream of Emerald Lake, in Carbon County, Montana. The sole purpose of a preliminary permit, if issued, is to grant the permit holder priority to file a license application during the permit term. A preliminary permit does not authorize the permit holder to perform any land disturbing activities or otherwise enter upon lands or waters owned by others without the owners’ express permission. The proposed project would consist of the following: (1) A new 8-foot-high, 100-foot-long concrete diversion dam; (2) a new 7-foot-wide, 30-foot-long intake extending from the left side of the dam; (3) a new 42-inch-diameter, 2.3mile-long steel penstock; (4) a new powerhouse containing one generating unit with an installed capacity of 3 megawatts; (5) a new tailrace discharging flows into West Rosebud Creek; (6) a new substation; (7) a new 50-kilovolt, 300-foot-long transmission line; and (8) appurtenant facilities. Gulfstream seeks authorization to install and operate an additional 20,500 horsepower of compression at its existing compressor Station 420, in Manatee County, Florida as more fully explained in its application.
