The Assistant Secretary for Special Education and Rehabilitative Services proposes a priority under the Rehabilitation Continuing Education Program (RCEP) to fund regional Technical Assistance and Continuing Education (TACE) centers. The Assistant Secretary may use this priority for competitions in fiscal year (FY) 2008 and later years. We take this action to improve the quantity and quality of employment outcomes for individuals with disabilities through enhanced technical assistance and continuing education for State vocational rehabilitation (VR) agencies and agency partners that cooperate with State VR agencies in providing VR and other rehabilitation services (e.g., Centers for Independent Living, Client Assistance Programs, and Community Rehabilitation Programs).

The abstract is hereby corrected to read, ``The Common Core of Data fiscal data collection gathers universe information from states about public school districts and schools. The Assistant Secretary for Elementary and Secondary Education proposes a priority under the Jacob K. Javits Gifted and Talented Students Education Program. The Assistant Secretary may use this priority for competitions in fiscal year (FY) 2008 and later years. We take this action to support the implementation of models with demonstrated effectiveness in identifying and serving gifted and talented students who are economically disadvantaged or limited English proficient, or who have disabilities, and who may not be identified and served through typical strategies for identifying gifted children. We intend the priority to increase the availability of proven approaches for increasing the number of students from underrepresented groups performing at high levels of academic achievement.

The Secretary of Education (Secretary) announces the establishment of two negotiated rulemaking committees to develop proposed regulations related to the Federal student aid programs authorized by Title IV of the Higher Education Act of 1965, as amended (HEA). The first committee will develop proposed regulations for the Teacher Education Assistance for College and Higher Education (TEACH) Grant program. The second committee will develop proposed regulations for other Federal student aid programs authorized by Title IV of the HEA.
Privacy Act of 1974; System of Records-Financial Management System (FMS)

In accordance with the Privacy Act of 1974, as amended (Privacy Act), (5 U.S.C. 552a), the Department of Education (Department) publishes this notice of a new system of records entitled the ``Financial Management System (FMS)'' (18-11-17). FMS interfaces with other Federal Student Aid systems and consolidates and centralizes all Federal Student Aid accounting and financial data into one system. FMS is a conduit (pass-through system) containing personally identifiable information that is obtained from other Federal Student Aid systems. FMS has been in operation since October 2001. However, because FMS maintains Privacy Act records and discloses these records to the United States Department of the Treasury and to loan holders, a management decision was made to treat FMS as an official system of records under the Privacy Act.
Privacy Act of 1974; System of Records-Electronic Cohort Default Rate Appeals (eCDR Appeals)

In accordance with the Privacy Act of 1974, as amended (Privacy Act), the Department of Education (Department) publishes this notice of a new system of records entitled ``Electronic Cohort Default Rate Appeals (eCDR Appeals)''. 18-11-18 The eCDR Appeals system will be used to process institution of higher education cohort default rate challenges and adjustment requests. The eCDR Appeals system will also contain records regarding borrowers who have applied for and received loans under the William D. Ford Federal Direct Loan (Direct Loan) Program and the Federal Family Education Loan (FFEL) Program. The Department seeks comment on the new system of records described in this notice, in accordance with the requirements of the Privacy Act.
