Privacy Act of 1974; System of Records
In accordance with the Privacy Act of 1974, as amended (Privacy Act), 5 United States Code (U.S.C.) 552a, the Department of Education (Department) publishes this notice of a new system of records entitled ``The Graduate Fellowship Programs Participants Study (18-17- 01).'' This system will contain information about graduate students who received financial support between the years 1997-1999 through one or more of the following fellowship programs sponsored by the Office of Postsecondary Education (OPE): the Foreign Language and Area Studies Fellowship Program (FLAS), the Fulbright-Hays Doctoral Dissertation Research Abroad Fellowship Program (DDRA), the Jacob K. Javits Fellowship Program (Javits), and the Graduate Assistance in Areas of National Need Fellowship Program (GAANN). It will include names; social security numbers; addresses; demographic information such as race/ ethnicity, age, educational background, degree and enrollment information; fellowship funding and financial support; employment; and responses to survey questions. The Department seeks comment on this new system of records described in this notice, in accordance with the requirements of the Privacy Act.

National Institute on Disability and Rehabilitation Research-Disability and Rehabilitation Research Projects and Centers Program-Disability and Rehabilitation Research Projects
The Assistant Secretary for Special Education and Rehabilitative Services announces a priority for the National Institute on Disability and Rehabilitation Research's (NIDRR) Disability and Rehabilitation Research Projects and Centers Program, Disability and Rehabilitation Research Projects (DRRP). This priority may be used for competitions in fiscal year (FY) 2006 and later years. We take this action to focus research attention on areas of national need. We intend this priority to improve rehabilitation services and outcomes for individuals with disabilities.
State Charter School Facilities Incentive Program
The Secretary issues these proposed regulations to administer the State Charter School Facilities Incentive program. Under this program, the Department of Education (``Department'') provides competitive grants to States to help charter schools meet their need for facilities.

Jacob K. Javits Gifted and Talented Program-National Research and Development Center
The Director waives the requirements in Education Department General Administrative Regulations (EDGAR), in 34 CFR 75.250 and 75.261(c)(2), respectively, that generally prohibit project periods exceeding five years and project period extensions involving the obligation of additional Federal funds. This extension of project period and waiver will enable the current Jacob K. Javits Gifted and Talented ProgramNational Research and Development Center (Center) to be funded for an additional 12-month Federal funding period from October 1, 2005, until September 30, 2006, a period exceeding the original project period of five years. This extension will avoid any lapse in research and related activities conducted by the Center while IES is conducting a competition for a new award under this program during fiscal year 2006.

Notice of Proposed Information Collection Requests
On August 5, 2005, the Department of Education published a notice in the Federal Register (Page 45372, Column 2) for the information collection, ``Program for International Student Assessment (PISA).'' Because of a 60-day comment period waiver by the Office of Management and Budget (OMB), the 60-day comment period is hereby corrected to 30 days. Interested persons are invited to submit their comments by September 9, 2005. The Leader, Information Management Case Services Team, Regulatory Information Management Services, Office of the Chief Information Officer, hereby issues a correction notice as required by the Paperwork Reduction Act of 1995.

On July 26, 2005, we published in the Federal Register (70 FR 43132) a notice announcing plans to hold a public meeting to seek comments and suggestions about the Rehabilitation Services Administration's (RSA's) monitoring process. On page 43132, third column, under ADDRESSES, the location of the meeting is corrected to read, ``The meeting will be held at the Marriott Wardman Park Hotel, 2660 Woodley Rd., NW., Washington, DC 20008.''

Privacy Act of 1974; System of Records-Impact Evaluation of Teacher Preparation Models
In accordance with the Privacy Act of 1974, as amended (Privacy Act), the Department of Education (Department) publishes this notice of a new system of records entitled Impact Evaluation of Teacher Preparation Models (18-13-10). The system contains information about teachers from selected teacher preparation programs and their students. The selected teacher preparation programs are a sample of 10 programs with low entrance requirements5 of which also have minimal course requirements and 5 of which also have substantial course requirements. To identify the 10 programs, the contractor selected from 165 programs in 12 states with low entrance selectivity requirements. The study sample consists of teachers in districts and schools where there is both an alternatively certified teacher and a traditionally certified teacher with similar amounts of prior teaching experience who teach in the same grade. A pair of new teachers in the same grade was formed at each of 80 schools included in the study, with 1 teacher having taken the traditional route and 1 the alternative route to certification. The system includes the teachers' social security numbers; the teachers' demographic informationsuch as race/ethnicity, age, and educational background; information from two classroom observations; and the results of the teachers' standardized test scores (e.g., existing SAT or ACT scores) as well as their students' standardized test scores. The Department seeks comment on this new system of records described in this notice, in accordance with the requirements of the Privacy Act.

Arbitration Panel Decision Under the Randolph-Sheppard Act
The Department gives notice that on November 9, 2004, an arbitration panel rendered a decision in the matter of Arland Stratton v. Illinois Department of Human Services, Office of Rehabilitation Services (Docket No. R-S/03-1). This panel was convened by the U.S. Department of Education, under 20 U.S.C. 107d-1(a), after the Department received a complaint filed by the petitioner, Arland Stratton.
Training of Interpreters for Individuals Who Are Deaf or Hard of Hearing and Individuals Who Are Deaf-Blind
The Assistant Secretary for Special Education and Rehabilitative Services announces three priorities and definitions under the Training of Interpreters for Individuals Who Are Deaf or Hard of Hearing and Individuals Who Are Deaf-Blind program. The Assistant Secretary may use these priorities and definitions for competitions in fiscal year (FY) 2005 and later years. We take this action to focus on training and education as an identified area of national and regional need. We intend for the priorities to improve the quality of interpreters in the field by providing quality educational opportunities with consumer involvement throughout the process and with a specific focus on interpreters working with consumers of vocational rehabilitation (VR) services.
