The study evaluates opportunities for restoring degraded aquatic and riparian ecosystem structure and function, riverine and floodplain system connectivity, stream channel stability and protection of critical public infrastructure, including both regional water supply and wastewater conveyance pipelines along the lower Aliso Creek Mainstem in Orange County, CA. A Notice of Intent to prepare the Draft EIS was published on April 9, 2009 in the Federal Register (74 FR 16188). A public scoping meeting was conducted on May 7, 2009 in the City of Mission Viejo, CA.

This interim final rule implements the primary features of section 701 and partially implements several other sections of the National Defense Authorization Act for Fiscal Year 2017 (NDAA-17). The law makes significant changes to the TRICARE program, especially to the health maintenance organization (HMO)-like health plan, known as TRICARE Prime; to the preferred provider organization (PPO) health plan, previously called TRICARE Extra which is to be replaced by TRICARE Select; and to the third health care option, known as TRICARE Standard, which will be terminated as of December 31, 2017, and also replaced by TRICARE Select. The statute also adopts a new health plan enrollment system under TRICARE and new provisions for access to care, high value services, preventive care, and healthy lifestyles. In implementing the statutory changes, this interim final rule makes a number of improvements to TRICARE.

The ROD was rendered to declare that, after careful consideration of the purpose of and need for the Regulating Works Project, the analysis contained in Final Supplement I, input from the public, affected Tribes, state and Federal agencies, and other interested parties, and based on the Regulating Works Project's Congressional authority and continued benefit of remaining construction, USACE has determined that the public interest will best be served by implementing the Continue Construction Alternative (hereafter, the Selected Plan).

On July 20, 2017, the U.S. Army Corps of Engineers (the Corps) published a document in accordance with Executive Order 13777, ``Enforcing the Regulatory Reform Agenda.'' In that document, the United States Army, Corps of Engineers Subgroup to the DoD Regulatory Reform Task Force said it is seeking input on its existing regulations that may be appropriate for repeal, replacement, or modification. The Corps is extending the comment period by 30 days. The extension of the comment period is a result of requests from a number of entities to allow more time to submit their comments.

On August 29, 2017, the United States Air Force signed the ROD for the Establishment and Modification of Oregon Military Training Airspace. The ROD states the Air Force decision to modify existing airspace and establish new airspace to support the Oregon Air National Guard's F-15 training operations and to implement practicable mitigations. The decision was based on matters discussed in the Final Environmental Impact Statement (FEIS) for the Proposed Establishment and Modification of Oregon Military Training Airspace; contributions from the public, tribes, and regulatory agencies; and other relevant factors. The FEIS was made available to the public on May 19, 2017 through a NOA in the Federal Register (82 FR 22997) with a 30-day wait period that ended on June 19, 2017.

Notice of Intent To Prepare an Integrated Environmental Impact Statement for the Lower Columbia River Federal Navigation Channel Maintenance Plan

The Portland District, U.S. Army Corps of Engineers (Corps) intends to prepare an integrated Environmental Impact Statement (EIS) and Federal Navigation Channel (FNC) Maintenance Plan, hereafter referred to as the Plan. The purpose of this Plan is to ensure the continued maintenance of the 43-foot deep Lower Columbia River FNC for the next 20 years. The Port of Longview, Port of Kalama, Port of Woodland, Port of Vancouver, and the Port of Portland (collectively the Sponsor Ports) are non-federal sponsors of the project, who will have Oregon and Washington State permitting requirements to execute on the Plan. The Corps will serve as the lead federal agency for purposes of the National Environmental Policy Act (NEPA). The Sponsor Ports will serve as cooperating agencies for purposes of NEPA. The Washington ports' activities in support of the proposed project will be subject to environmental review under chapter 43.21C Revised Code of Washington (RCW), the Washington State Environmental Policy Act (SEPA). The Washington Sponsor Ports will be co-lead agencies under SEPA, and the Port of Longview will serve as the nominal SEPA lead agency for purposes of SEPA compliance. To satisfy the requirements of NEPA and SEPA, the Corps and Sponsor Ports will be jointly preparing an integrated EIS for the Plan.

The Rock Island and Chicago Districts, U.S. Army Corps of Engineers (USACE), will host three public meetings to discuss the draft report titled The Great Lakes and Mississippi River Interbasin Study Brandon Road Draft Integrated Feasibility Study and Environmental Impact StatementWill County, Illinois. The purpose of these public meetings is to receive input regarding the GLMRIS-Brandon Road Study to prevent the upstream transfer of aquatic nuisance species, such as Asian carp, while minimizing impacts to existing waterway uses and users. Public meetings will begin with an open house followed by a presentation regarding the study and an oral public comment period. There will be opportunities for web-based participation during two of these meetings.
