A. Purpose
Clause 552.239–71 requires
contractors, within 30 days after
contract award, to submit an IT Security
Plan to the Contracting Officer and
Contacting Officer’s Representative that
describes the processes and procedures
that will be followed to ensure
appropriate security of IT resources that
are developed, processed, or used under
the contract. The clause will also
require that contractors submit written
proof of IT security authorization six
months after contract award, and verify
that the IT Security Plan remains valid
annually.

SUPPLEMENTARY INFORMATION:
A. Purpose
The Truth in Negotiations Act
requires the Government to obtain
certified cost or pricing data under
certain circumstances. Contractors may
request an exemption from this
requirement under certain conditions
and provide other information instead.
B. Annual Reporting Burden
Fiscal year 2016 data was obtained
from the Federal Procurement Data
System to estimate burdens for the
provisions and clauses addressed in this
information collection notice. This
update does not include the
requirements at FAR 42.7, Indirect Cost
Rates, as this requirement is covered
under OMB Control Number 9000–0069.
The data for 52.215–20 is for new
contract awards in FY 2016. The data
for modifications and orders executed in
FY 2016 applies to new contract awards
as well as to prior multiple year
contracts that continue to be active. The
