Response: Funding to evaluate EFH impacts to degraded habitats and for habitat restoration is beyond the scope of this Amendment. NOAA staff from the Flower Garden Banks National Marine Sanctuary conduct sanctuary implemented and sanctuary facilitated ecological and biological research, including research focused on habitat. It is beyond the scope of this amendment for the Atlantic HMS Management Division to directly conduct focused research, or for the Atlantic HMS Management Division to direct the Sanctuary to conduct focused research, on Atlantic HMS EFH within Flower Garden Banks National Marine Sanctuary.
