The Per Diem, Travel and Transportation Allowance Committee is publishing Civilian Personnel Per Diem Bulletin Number 288. This bulletin lists revisions in the per diem rates prescribed for U.S. Government employees for official travel in Alaska, Hawaii, Puerto Rico, the Northern Mariana Islands and Possessions of the United States. AEA changes announced in Bulletin Number 194 remain in effect. Bulletin Number 288 is being published in the Federal Register to assure that travelers are paid per diem at the most current rates.

The Department of the Navy (DoN) is amending its certifications and exemptions under the International Regulations for Preventing Collisions at Sea, 1972 (72 COLREGS), to reflect that the Deputy Assistant Judge Advocate General (DAJAG)(Admiralty and Maritime Law) has determined that USS MINNESOTA (SSN 783) is a vessel of the Navy which, due to its special construction and purpose, cannot fully comply with certain provisions of the 72 COLREGS without interfering with its special function as a naval ship. The intended effect of this rule is to warn mariners in waters where 72 COLREGS apply.

DoD has completed their review and response to comments received in connection with the Defense Personal Property Program (DP3) Phase III Direct Procurement Method (DPM) business rules. The EIS will assess the potential environmental consequences of bedding down KC-46A tanker aircraft, associated infrastructure and manpower of the FTU and MOB 1 at existing active duty Air Force installations within the continental United States and the no-action alternative. The FTU squadron will consist of up to eight KC-46A aircraft with a mission to train personnel to safely and effectively fly, operate, and maintain the KC-46A aircraft. Under the provisions of the Federal Advisory Committee Act of 1972 (5 U.S.C., Appendix, as amended), the Government in the Sunshine Act of 1976 (5 U.S.C. 552b, as amended), and 41 CFR 102-3.150, the Department of Defense announces that the United States Air Force Scientific Advisory Board (SAB) quarterly meeting will take place on 9 April 2013 at the Eubank Conference Center on Barksdale AFB, LA. The SAB will meet 7:45 a.m.-12:45 p.m. with all sessions closed to the public. The purpose of this quarterly meeting is to review the status of the FY13 SAB studies directed by the Secretary of the Air Force: countering electro-optical and infrared targeting system threats to our aircraft, disaggregation of satellite mission applications, and communicating in a contested environment. The SAB will receive a presentation on the mission of Air Force Global Strike Command, the host for the SAB's Spring Board Meeting. This board meeting will also include the publication status of the FY12 studies, the latest updates on the ongoing study outbriefs, as well as discussion of the SAB's review of Air Force Research Laboratory (AFRL) science and technology investments. The remaining FY13 Board schedule and internal restructuring options will also be discussed. The U.S. Army Corps of Engineers (Corps) is revising its Engineer Regulation No. 15-2-13 dated 10 May 1989. This regulation establishes and prescribes the objectives, composition, responsibilities and authority of the Corps Greater Mississippi River Basin Water Management Board. It is applicable to all Corps offices involved with water management within the Greater Mississippi River Basin. The Board consists of the Deputy Commanding General for Civil and Emergency Operations, and Division Commanders of the Northwestern, Mississippi Valley, Great Lakes and Ohio River, and Southwestern Divisions. The Deputy Commanding General for Civil and Emergency Operations serves as permanent Board Chairperson. The Board provides oversight and guidance during significant regional drought or flood events that cross Division boundaries. The Board discusses water management issues among Corps Divisions within the Greater Mississippi River Basin.

As required under the National Environmental Policy Act (NEPA) (42 U.S.C. 4321 et seq.), an environmental assessment (EA) has been prepared to assess the potential environmental impacts associated with the proposed action to continue DLA Energy's current domestic mobility fuel purchase programs. DLA Energy currently operates two programs for mobility fuel contracts, Direct Delivery Fuels (DDF) and Bulk Petroleum, which were considered as part of the EA. The EA also analyzed the no-action alternative. Based on the analysis in the EA, DLA Energy has determined that the proposed action is not a major federal action significantly affecting the quality of the human environment within the context of NEPA. Therefore, the preparation of an environmental impact statement (EIS) is not required.

In compliance with Section 3506(c)(2)(A) of the Paperwork Reduction Act of 1995 (44 U.S.C. Chapter 35), DoD announces the proposed extension of a public information collection requirement and seeks public comment on the provisions thereof. DoD invites comments on: (a) Whether the proposed collection of information is necessary for the proper performance of the functions of DoD, including whether the information will have practical utility; (b) the accuracy of the estimate of the burden of the proposed information collection; (c) ways to enhance the quality, utility, and clarity of the information to be collected; and (d) ways to minimize the burden of the information collection on respondents, including the use of automated collection techniques or other forms of information technology. The Office of Management and Budget (OMB) has approved this information collection for use through July 31, 2013. DoD proposes that OMB extend its approval for use for three additional years beyond the current expiration date.
U.S. Air Force Space Command Notice of Test

The purpose of this notification is to inform users of an upcoming event related to the GPS satellite constellation. U.S. Air Force Space Command will be testing CNAV capabilities on the GPS L2C and L5 signals on 15-29 June 2013. There are no planned GPS satellite outages for this activity. The broadcast navigation messages will be in compliance with IS-GPS-200 and IS-GPS-705. L2C/L5 CNAV testing will be transparent to GPS receivers that do not process L2C or L5 CNAV. U.S. Air Force Space Command expects to conduct one to two CNAV tests per year over the next few years. These test events will provide an opportunity for civil users and manufacturers to participate in L2C/L5 evaluation and will result in enhanced provider and user readiness for L2C/L5 operations once the Next Generation GPS Operational Control System comes online in 2016. The draft test plan is available at (https://www.navcen.uscg.gov/L2C_ L5_CNAV_Test_Plan.pdf). The draft test plan communicates details of the broadcast, data collection, and results reporting plans. U.S. Air Force Space Command and the National Space-Based Positioning, Navigation, and Timing Systems Engineering Forum (NPEF) encourage L2C and L5 users and receiver manufacturers to review the test plan, provide comments, and participate in the evaluation process. Comments to the test plan must be submitted on a Comment Resolution Matrix (https://www.navcen.uscg.gov/L2C_L5_CNAV_Test_Plan_Comments_ BLANK.xlsx) by 29 April 2013 and sent to Smcgper@us.af.mil. The final test plan will be posted (https://www.navcen.uscg.gov/L2C_L5_CNAV_ Test_Plan.pdf) once all comments have been adjudicated. All user and manufacturer comments and the resulting adjudications will also be posted (https://www.navcen.uscg.gov/L2C_L5_CNAV_Test_Plan_ Comments.pdf) consistent with the GPS public ICWG process. Any military or civil users who encounter user equipment problems during or after testing should contact the GPS Operations Center (GPSOC) (military), NAVCEN (civil, non-aviation) as soon as possible. Aviation users should file reports consistent with FAA-approved procedures.

Notice for Termination of a Disease Management Demonstration Project for TRICARE Standard Beneficiaries

This notice is to advise interested parties of the termination of a Military Health System (MHS) demonstration project entitled ``Disease Management Demonstration Project for TRICARE Standard Beneficiaries.'' The demonstration provided disease management (DM) services to TRICARE Standard beneficiaries who are not eligible to receive some DM-like services under the basic benefit regulations. TRICARE began the demonstration project in March 2007 for Standard beneficiaries and this demonstration project has enabled the MHS to evaluate the programs and identify ways to improve the provision of effective services by detecting strengths and weaknesses of the programs, as well as evidence of best practices. As the TRICARE Management Activity (TMA) chose a phased approach, the demonstration was extended twice, on March 16, 2009 (74 FR 11089-11090), and again on March 4, 2011 (76 FR 12081-12082), to allow time for all program evaluations. TMA intends to continue to provide DM services to eligible TRICARE beneficiaries through strategies based on evidence-based best practices, beneficiary's needs, plan category, and location of health care provision.
