Proposed Collection; Comment Request
Pursuant to 44 U.S.C. 3506(c)(2)(A) (the Paperwork Reduction Act of 1995, 44 U.S.C. 3501 et seq.) the Office of the Under Secretary of Defense (Personnel and Readiness) announces the following proposed reinstatement of a public information collection and seeks public comment on the provisions thereof. Comments are invited on: (a) Whether the proposed collection of information is necessary for the proper performance of the functions of the agency, including whether the information shall have practical utility; (b) The accuracy of the agency's estimate of burden of the proposed information collection; (c) Ways to enhance the quality, utility, and clarity of the information to be collected; and (d) Ways to minimize the burden of the information collection on respondents, including through the use of automated collection techniques or other forms of information technology.
Notice of Intent To Prepare an Environmental Impact Statement/Overseas Environmental Impact Statement for Military Readiness Activities in the Northwest Training and Testing Study Area and To Announce Public Scoping Meetings
Pursuant to section 102(2)(c) of the National Environmental Policy Act (NEPA) of 1969, as implemented by the Council on Environmental Quality Regulations (40 Code of Federal Regulations Parts 1500-1508), and Executive Order 12114, the Department of the Navy (DoN) announces its intent to prepare an Environmental Impact Statement (EIS)/Overseas Environmental Impact Statement (OEIS) to assess the potential environmental impacts associated with training and testing military readiness activities conducted in the Northwest Training and Testing (NWTT) Study Area (Study Area). The Study Area is composed of established maritime operating and warning areas in the eastern north Pacific Ocean region, located adjacent to the Northwest coast of the United States, to include the Strait of Juan de Fuca, Puget Sound, and the Behm canal in southeastern Alaska. The Study Area includes four existing range complexes and facilities: The Northwest Training Range Complex (NWTRC), the Naval Undersea Warfare Center (NUWC) Keyport Range Complex, Carr Inlet Operations Area, and the Southeast Alaska Acoustic Measurement Facility (SEAFAC). In addition to these range complexes, the Study Area also includes pierside locations on Navy bases where sonar maintenance and testing occurs within the Study Area, and inland waters that are not part of the range complexes, where training and testing may occur. The DoN is preparing this EIS/OEIS to renew current federal regulatory permits and authorizations, address proposed, future training and testing activities not covered under existing permits and authorizations (such as those activities proposed to be conducted in the Carr Inlet Operations Area), and include new platforms and weapons systems training and testing requirements. The DoN will invite the National Marine Fisheries Service and the U.S. Fish and Wildlife Service to be cooperating agencies in preparation of this EIS and OEIS pursuant to 40 CFR 1501.6.
Renewal of Department of Defense Federal Advisory Committees
Under the provisions of the Federal Advisory Committee Act of 1972, (5 U.S.C. Appendix), the Government in the Sunshine Act of 1976 (5 U.S.C. 552b), and 41 CFR 102-3.50(d), the Department of Defense gives notice that it is renewing the charter for the Board of Advisors to the Presidents of the Naval Postgraduate School and the Naval War College (hereafter referred to as ``the Board''). The Board of Advisors to the Presidents of the Naval Postgraduate School and the Naval War College, pursuant to 41 CFR 102-3.50(d), is a discretionary Federal advisory committee established to provide the Secretary of the Navy through the Chief of Naval Operations and the Presidents of the Naval Postgraduate School and the Naval War College, advice and recommendations on items such as, but not limited to, organizational management, curricula, and methods of instructions, facilities, and other matters of interest. The Secretary of the Navy may act upon the Board's advice and recommendations. The Board shall be comprised of no more than 10 members, who are eminent authorities in the fields of academia, business, national defense and security, the defense industry, and research and analysis. Not less than 50 percent of Board members shall be eminent authorities in the field of academia. Board members shall be appointed by the Secretary of Defense, with annual renewals. The Board's Chairperson shall be elected by vote of the membership. The Chief of Naval Personnel and the Commanding General, Training and Education Command, United States Marine Corps, shall serve as ex- officio members of the Board. Board members appointed by the Secretary of Defense, who are not full-time or permanent part-time Federal employees, shall be appointed to serve as experts and consultants under the authority of 5 U.S.C. 3109, and to serve as special government employees. The Secretary of Defense may approve the appointment of Board members for one to four year terms of service; however, no member, unless authorized by the Secretary of Defense, may serve more than two consecutive terms of service. This same term of service limitation also applies to any DoD authorized subcommittees. Regardless of the individual's approve term of service; all appointments to the Board shall be renewed on an annual basis. In addition, they shall serve without compensation, except for travel and per diem for official Board-related travel. Each Board member is appointed to provide advice on behalf of the government on the basis of his or her best judgment without representing any particular point of view and in a manner that is free from conflict of interest. The Department, when necessary, and consistent with the Board's mission and DoD policies and procedures, may establish subcommittees, task groups, or working groups deemed necessary to support the Board. Establishment of subcommittees will be based upon a written determination, to include terms of reference, by the Secretary of Defense, the Deputy Secretary of Defense, or the advisory committee's sponsor. The Board shall establish two permanent subcommittees: a. The Naval Postgraduate School subcommittee shall be comprised of no more than 15 members and shall focus on the Naval Postgraduate School. The Chief of Naval Personnel/Deputy Chief of Naval Operations for Manpower, Personnel, Training and Education Command; the Commanding General USMC Training and Education Command; the Commandant Army War College; the Chief of Naval Research; the President of the National Defense University; and the President of the Air University, will serve as ex-officio members of the subcommittee. The subcommittee shall meet a minimum of two times annually. b. The Naval War College subcommittee shall be comprised of no more than 10 members and shall focus on the Naval War College. The Chief of Naval Personnel/Deputy Chief of Naval Operations for Manpower, Personnel, Training and Education will serve as ex-officio member of the subcommittee. The subcommittee shall meet a minimum of two times annually. These subcommittees shall not work independently of the chartered Board, and shall report all of their recommendations and advice to the Board for full deliberation and discussion. Subcommittees have no authority to make decisions on behalf of the chartered Board; nor can any subcommittees or any of its members update or report directly to the Department of Defense or any Federal officers or employees. Such subcommittee members shall be appointed in the same manner as the Board members; that is, the Secretary of Defense shall appoint subcommittee members even if the member in question is already a Board member. Subcommittee members, with the approval of the Secretary of Defense, may serve a term of service on the subcommittee of one to four years; however, no member shall serve more than two consecutive terms of service on the subcommittee. Subcommittee members, if not full-time or permanent part-time government employees, shall be appointed in the same manner as the Board members. Such individuals, shall be appointed to serve as experts and consultants under the authority of 5 U.S.C. 3109, and serve as special government employees, whose appointments must be renewed by the Secretary of Defense on an annual basis. Renewal of Department of Defense Federal Advisory Committees
Under the provisions of 10 U.S.C. 2166(e), the Federal Advisory Committee Act of 1972, (5 U.S.C. Appendix), the Government in the Sunshine Act of 1976 (5 U.S.C. 552b), and 41 CFR 102-3.50(a), the Department of Defense gives notice that it is renewing the charter for the Board of Visitors for the Western Hemisphere Institute for Security Cooperation (hereafter referred to as ``the Board''). The Board shall provide the Secretary of Defense, through the Secretary of the Army, with independent advice and recommendations on matters pertaining to the operations and management of the Institute. The Board shall: (a) Inquire into the curriculum, instruction, physical equipment, fiscal affairs, and academic methods of the Institute; other matters relating to the Institute that the Board decides to consider; and any other matter that the Secretary of Defense determines appropriate; (b) Review the curriculum to determine whether it adheres to U.S. doctrine, complies with applicable U.S. laws and regulations, and is consistent with U.S. policy goals toward Latin America and the Caribbean; and (c) Determine whether the Institute emphasizes human rights, including the rule of law, due process, civilian control of the military, and the role of the military in a democratic society. The Board shall report to the Secretary of Defense through the Secretary of the Army. The Board shall be comprised of no more than fourteen members appointed by the Secretary of Defense. All Board member appointments must be renewed by the Secretary of Defense on an annual basis. The Board shall be comprised of: (a) Two Members of the Senate (the Chair and Ranking Member of the Armed Services Committee or their designees); (b) two Members of the House of Representatives (the Chair and Ranking Members of the Armed Services Committee or their designees); (c) one person designated by the Secretary of State; the senior military officer responsible for training and education in the U.S. Army (or designee); the commanders of the combatant commands with geographic responsibility for the Western Hemisphere (U.S. Northern Command and U.S. Southern Command (or designees); and (d) six persons designated by the Secretary of Defense, including, to the extent practicable, persons from academia, religious institutions, and human rights communities. Board members appointed by the Secretary of Defense, who are not full-time or permanent part-time federal employees, shall be appointed to serve as experts and consultants under the authority of 5 U.S.C. 3109 and shall serve as special government employee members. With the exception of travel and per diem for official Board related travel, Board members shall serve without compensation. The Secretary of Defense may approve the appointment of Board members for one to four year terms of service; however, no member, unless authorized by the Secretary of Defense, may serve more than two consecutive terms of service. Revised Non-Foreign Overseas Per Diem Rates
The Per Diem, Travel and Transportation Allowance Committee is publishing Civilian Personnel Per Diem Bulletin Number 280. This bulletin lists revisions in the per diem rates prescribed for U.S. Government employees for official travel in Alaska, Hawaii, Puerto Rico, the Northern Mariana Islands and Possessions of the United States. AEA changes announced in Bulletin Number 194 remain in effect. Bulletin Number 280 is being published in the Federal Register to assure that travelers are paid per diem at the most current rates.

Intent To Prepare a Draft Environmental Impact Statement/Environmental Impact Report for the Proposed Cambria Water Supply Project, San Luis Obispo County, CA
The Los Angeles District of the U.S. Army Corps of Engineers (Corps) and Cambria Community Services District (CCSD), the non-Federal sponsor under a Project Cooperation Agreement dated March 27, 2006, intend to jointly prepare an Environmental Impact Statement/ Environmental Impact Report (EIS/EIR) to study, plan, and implement a project to provide for a reliable water supply for the community of Cambria in San Luis Obispo County. The relatively remote location of Cambria has resulted in the area relying solely upon local groundwater for its current water supply. The groundwater supplies from the Santa Rosa and San Simeon groundwater basins no longer are adequate to meet existing demand under extreme drought conditions or to meet projected future demand in most years.
Revised Notice of Intent To Prepare a Draft Environmental Impact Statement for the Brunswick County Beaches, NC, Coastal Storm Damage Reduction Project
The U.S. Army Corps of Engineers (USACE), Wilmington District (Corps) is currently conducting a General Reevaluation Report (GRR) for the Brunswick County Beaches, NC, Coastal Storm Damage Reduction (CSDR) Project. The Corps intends to prepare a Draft Environmental Impact Statement (DEIS) to evaluate the impacts of the proposed CSDR alternatives to reduce coastal storm damages from beach erosion in the towns of Holden Beach, Oak Island, and Caswell Beach, North Carolina. An array of structural, non-structural, and no action alternatives are being evaluated. Current analyses suggest that the dune and berm beach fill alternative maximizes net CSDR benefits for the project area beaches and provides additional environmental and recreation benefits. An offshore borrow area has been identified within the Southwestern portion of Frying Pan Shoals (FPS) (located off the coast of Cape Fear, North Carolina) to provide beach compatible sediment for the 50-year life of the project. The DEIS is being prepared in accordance with the requirements of the National Environmental Policy Act (NEPA) of 1969, as amended, and will address the relationship of the proposed action to all other applicable Federal and State Laws and Executive Orders.
Intent To Prepare a Draft Environmental Impact Statement (EIS) for the Installation of a Terminal Groin Structure at Lockwood Folly Inlet and to Conduct Supplemental Beach Nourishment Along the Eastern Oceanfront Shoreline of Holden Beach, in Brunswick County, NC
The U.S. Army Corps of Engineers (USACE), Wilmington District, Wilmington Regulatory Field Office has received a request for Department of the Army authorization, pursuant to Section 404 of the Clean Water Act and Section 10 of the Rivers and Harbor Act, from the Town of Holden Beach to develop and implement a shoreline protection plan that includes the installation of a terminal groin structure on the west side of Lockwood Folly Inlet (a federally maintained navigational channel) and the nourishment of the oceanfront shoreline along the eastern end of Holden Beach.

Defense Federal Acquisition Regulation Supplement: Award Fee Reduction or Denial for Health or Safety Issues (DFARS Case 2011-D033)
DoD is adopting as final, without change, an interim rule amending the Defense Federal Acquisition Regulation Supplement (DFARS) to implement those sections of the National Defense Authorization Acts for Fiscal Years 2010 and 2011, providing increased authorities to reduce or deny award fees to companies found to jeopardize the health or safety of Government personnel. In addition, this rule modifies the requirement that information on the final determination of award fee be entered into the Federal Awardee Performance and Integrity Information System (FAPIIS).

The Department of the Air Force proposes to alter a system of records in its inventory of record systems subject to the Privacy Act of 1974 (5 U.S.C. 552a), as amended.
Reissuance of Nationwide Permits
The U.S. Army Corps of Engineers (Corps) is reissuing 48 of the 49 existing nationwide permits (NWPs), general conditions, and definitions, with some modifications. The Corps is also issuing two new NWPs, three new general conditions, and three new definitions. The effective date for the new and reissued NWPs will be March 19, 2012. These NWPs will expire on March 18, 2017. The NWPs will protect the aquatic environment and the public interest while effectively authorizing activities that have minimal individual and cumulative adverse effects on the aquatic environment.
Notice of Availability of a Draft Environmental Impact Statement in Cooperation With the North Carolina Department of Transportation for the Improvement of a 27.3 Mile Segment of US Highway 64 in Tyrrell and Dare Counties, NC

Air University Board of Visitors Meeting
Under the provisions of the Federal Advisory Committee Act of 1972 (5 U.S.C., Appendix, as amended), the Government in the Sunshine Act of 1976 (5 U.S.C. 552b, as amended), and 41 CFR 102-3.150, the Department of Defense announces that the Air Force Institute of Technology (AFIT) Subcommittee of the Air University Board of Visitors will meet on Monday, March 12, 2012, from 8 a.m. to 5 p.m. and Tuesday, March 13, 2012, from 8 a.m. to 5 p.m. The meeting will be held in the AFIT Commander's Conference Room located in building 646 at Wright- Patterson Air Force Base, OH. Public Scoping Meetings and Preparation of Environmental Impact Statement for the Proposed Glades Reservoir
The U.S. Army Corps of Engineers (USACE), Savannah District, has received an application (File Number SAS-2007-00388) for a Department of the Army Permit pursuant to Section 404 of the Clean Water Act (33 U.S.C. 1344) from the Hall County Board of Commissioners (Applicant) for a proposed water supply reservoir project to be located in Hall County, Georgia. The proposed project would be comprised of a new pump-storage water supply reservoir (Glades Reservoir), as well as pipelines and pumping stations to withdraw water from the Chattahoochee River and to connect with the existing Cedar Creek Reservoir. Water would be pumped to the existing Cedar Creek Reservoir located in eastern Hall County for treatment and distribution to Hall County customers. The Applicant believes this action is needed to supply water for Hall County through the year 2060. The primary federal involvement associated with the proposed action is the discharge of dredged or fill material into waters of the United States, including jurisdictional wetlands. It is estimated, by the Applicant, that 39.2 acres of jurisdictional wetlands and approximately 95,000 linear feet of streams would be adversely affected by the proposed action. Federal authorizations for the proposed project would constitute a ``major federal action.'' Based on the potential impacts, both individually and cumulatively, the USACE intends to prepare an Environmental Impact Statement (EIS) in compliance with the National Environmental Policy Act to render a final decision on the permit application. The USACE's decision will be to either issue, issue with modification or deny a Department of the Army permit for the proposed action. The EIS will assess the potential social, economic and environmental impacts of the construction and operation of the reservoir, raw water conveyances, associated facilities, and appurtenances. The EIS is intended to be sufficient in scope to address federal, state and local requirements, environmental issues concerning the proposed action, and permit reviews.

Termination of the Department of Defense Web-Based TRICARE Assistance Program Demonstration
This notice is to advise interested parties of the termination of the Military Health System (MHS) demonstration project, under authority of Title 10, U.S. Code, Section 1092, entitled Web-Based TRICARE Assistance Program (TRIAP). Publication of Housing Price Inflation Adjustment Under 50 U.S.C. App. § 531
The Servicemembers Civil Relief Act, as codified at 50 U.S.C. App. Sec. 531, prohibits a landlord from evicting a Service member (or the Service member's family) from a residence during a period of military service except by court order. The law as originally passed by Congress applied to dwellings with monthly rents of $2400 or less. The law requires the Department of Defense to adjust this amount annually to reflect inflation and to publish the new amount in the Federal Register. We have applied the inflation index required by the statute. The maximum monthly rental amount for 50 U.S.C. App. Sec. 531 (a)(1)(A)(ii) as of January 1, 2012, will be $3,047.45.
