The Defense Business Board (DBB) will meet in open session on Thursday, April 26th at the Pentagon, Washington, DC, from 8:05 a.m. to 8:50 a.m. The mission of the DBB is to advise the Secretary of Defense on effective strategies for implementation of best business practices of interest to the Department of Defense. At this meeting, the Board will deliberate on findings from three task groups: Task Group on Review of Prior DBB Supply Chain Reports, Task Group on Tooth-to-Tail Analysis, and Task Group on Developing a Framework for Analyzing Executive Level Compensation. Copies of DRAFT Task Group presentations will be made available on April 18th by contacting the DBB Office. Members of the public who wish to provide input to the board should submit written comments by 5 p.m., Monday, April 23rd to allow time for distribution to the Board members prior to the meeting. Additionally, those who wish to attend the meeting must contact the Defense Business Board no later than Noon on Monday, April 23rd, for further information about escort arrangements in the Pentagon.

The Army intends to prepare an EIS to assess the potential environmental impacts associated with the stationing and training of increased numbers and types of aviation assets within Alaska. The proposed increase and reorganization will allow the Army to transition to a force that is capable of providing a broad range of integrated aviation training experience to the forces of USARAK and more aviation capabilities when the unit deploys to support operational missions abroad. Existing aviation units would potentially be reorganized and stationed at Fort Wainwright, Fort Richardson or other military installations to support the training of aviation assets on U.S. Army training lands in Alaska. The reorganized unit would be capable of providing first line air transport, air reconnaissance, and close air support. The new aviation unit would be built around the existing USARAK aviation fleet of 30 medium and heavy lift transport helicopters, and USARAK's 640 aviation personnel. To this the Army proposes to add helicopters capable of providing medical evacuation, air reconnaissance, close air support, and aviation attack capabilities. The proposed aviation unit, an Aviation Task Force or Combat Aviation Brigade (CAB), would potentially consist of up to 62 medium and heavy lift helicopters, 30 combat scout helicopter, 24 attack helicopters, and between 1,200 to 2,850 personnel. This proposed stationing and training of increased aviation assets involves construction of new facilities, execution of day-to-day support operations, and routine joint military training at nearby training lands and ranges. The action may have significant environmental impacts resulting from training and construction required as part of the proposed reorganization. Significant impacts resulting from this action may include impacts to air space, noise, and cultural resources. The EIS will analyze the impacts of the proposed action and a full range of reasonable alternatives upon Alaska's natural and man-made environments.

Pursuant to Section 102(2)(C) of the National Environmental Policy Act (NEPA) of 1969 [42 U.S.C. sections 4321-4345] and its implementing regulations (40 CFR parts 1500-1508), the Department of the Navy prepared and filed with the U.S. Environmental Protection Agency (EPA) the Draft SEIS on February 16, 2007. A notice of public hearing dates and locations was published in the Federal Register, 72 FR 8151, on February 23, 2007, and a Notice of Availability of the Draft SEIS was published in the Federal Register, 72 FR 8155, on February 23, 2007. On March 19, 2007, the Secretary of the Navy was requested to hold an additional public hearing in the City of Charlotte, North Carolina.

A meeting of the Board has been scheduled to execute the provisions of the Chapter 101, Title 10, United States Code (10 U.S.C. 2006). The Board shall review DoD actuarial methods and assumptions to be used in the valuation of the Department of Defense Education Benefits Fund. Persons desiring to attend the DoD Education Benefits Board of Actuaries meeting, or make an oral presentation or submit a written statement for consideration at the meeting, must notify Inger Pettygrove at (703) 696-7413 by August 13, 2007. Notice of this meeting is required under the Federal Advisory Committee Act.

The Defense Science Board Task Force on Integrating Sensor- Collected Intelligence will meet in closed session on April 17-18, 2007; May 7-8, 2007; May 31-June 1, 2007; and July 19-20, 2007; at the Science Applications International Corporation, 4001 N. Fairfax Drive, Arlington, VA. The mission of the Defense Science Board is to advise the Secretary of Defense and the Under Secretary of Defense for Acquisition, Technology & Logistics on scientific and technical matters as they affect the perceived needs of the Department of Defense. At these meetings, the Defense Science Board Task Force will: Assess the sufficiency of support for U.S. military forces by current and planned intelligence, surveillance and reconnaissance systems. In accordance with Section 10(d) of the Federal Advisory Committee Act, Pub. L. No. 92-463, as amended (5 U.S.C. App. II), it has been determined that these Defense Science Board Task Force meetings concern matters listed in 5 U.S.C. 552b(c)(1) and that, accordingly, the meetings will be closed to the public.

At these meetings, the Defense Science Board Task Force will: Assess technological, operational, and policy oriented solutions. In accordance with Section 10(d) of the Federal Advisory Committee Act, Pub. L. No. 92-463, as amended (5 U.S.C. App. II), it has been determined that these Defense Science Board Task Force meetings concern matters listed in 5 U.S.C. 552b(c)(1) and that, accordingly, the meetings will be closed to the public.

The Per Diem, Travel and Transportation Allowance Committee is publishing Civilian Personnel Per Diem Bulletin Number 252. This bulletin listed revision in the per diem rates prescribed for U.S. Government employees for official travel in Alaska, Hawaii, Puerto Rico, the Northern Mariana Islands and Possessions of the United States. AEA changes announced in Bulletin Number 194 remain in effect. Bulletin Number 252 is being published in the Federal Register to assure that travelers are paid per diem at the most current rates.

Pursuant to the Federal Advisory Committee Act of 1972 (5 U.S.C., Appendix, as amended) and the Sunshine in the Government Act of 1976 (5 U.S.C. 552b, as amended), announcement is made of the following committee meeting: Name of Committee: Department of Defense Task Force on the Future of the Military Health Care, a duly established subcommittee of the Defense Health Board.

The Military Surface Deployment and Distribution Command (SDDC), as the Traffic Manager for Department of Defense (DOD) Personal Property Program, is reminding the Transportation Service Provider (TSP) community of SDDC's increase in Cargo Liability Insurance. The Amount Per Shipment increases from $22,500 to $50,000 Amount Per Shipment for all shipment movement of Personal Property (Domestic, International and Mobile Homes/Boats) within the Families First Phase II program utilizing the Defense Personal Property System (DPS). This announcement is made pursuant to Families First, Phase II, Business Rules, E, TSP Qualifications, 2.1.9. Effective immediately, all shipments moving within the DPS program will move at the minimum Cargo Liability Insurance of $50,000 Amount Per Shipment. SDDC will require certificates of the higher insurance as the DPS system is capable of accepting such certificates electronically, but this is effective now and will not be delayed due to delay in filing electronically the proof of the higher insurance amount.

This Draft Environmental Impact Statement (DEIS) has been prepared by National Guard Bureau (NGB) and the United States Department of AgricultureForest Service (USDA-FS). NGB is the lead agency and the USDA-FS is serving as a cooperating agency in the development of this DEIS for the renewal of the current Special Use Permit (SUP) that authorizes military training activities at Camp Shelby Joint Forces Training Center.

The Civilian Agency Acquisition Council and the Defense Acquisition Regulations Council (Councils) are proposing to amend the Federal Acquisition Regulation (FAR) to change the provision regarding certification regarding debarment, suspension, proposed debarment, and other responsibility matters, and to make changes to the language regarding contractor qualifications, to add language regarding nonpayment of taxes. This proposed rule requires offerors to also certify whether or not they have, within a three-year period preceding the offer, been convicted of or had a civil judgment rendered against them for violating any tax law or failing to pay any tax, or been notified of any delinquent taxes for which the liability remains unsatisfied. In addition, the offeror will be required to certify whether or not they have received a notice of a tax lien filed against them for which the liability remains unsatisfied or the lien has not been released.

Pursuant to the Federal Advisory Committee Act of 1972 (5 U.S.C., Appendix, as amended) and the Sunshine in the Government Act of 1976 (5 U.S.C. 552b, as amended), the Department of Defense announces an amendment to the March 9, 2007 meeting notice for the Department of Defense Task Force on the Future of the Military Health Care. On Friday, March 9, 2007 (72 FR 10717), the Department of Defense Task Force on the Future of the Military Health Care announced that its March 28, 2007 meeting would conduct an open meeting from 8:30 a.m. to 4 p.m. The March 9th Federal Register notice also indicated that the Task Force would hold an administrative work meeting from 8:30 a.m. to 9:15, and a preparatory work meeting from 3:30 p.m. to 4 p.m. Due to changing requirements, the Task Force has cancelled its previously scheduled administrative work meeting and will delay the start of its open meeting. Instead the Task Force will conduct a preparatory work meeting from 8:30 a.m. to 11:45 a.m. to gather information, conduct research and analyze relevant issues and facts to draft position papers for deliberation by the Task Force Members. Following the preparatory work meeting, the Task Force will conduct an open meeting. The open meeting will be from 12 p.m. to 3:30 p.m., and the public or interested parties are invited to attend the meeting. Immediately following the public meeting, the Task Force will hold its previously announced preparatory work meeting from 3:40 p.m. to 4 p.m. In addition to changing the March 28, 2007 meeting schedule, the Task Force is changing the topics to be discussed at the open meeting. The Task Force will discuss managed care issues. All March 28, 2007 meetings of the Department of Defense Task Force on the Future of the Military Health Care will be held at the National Transportation. In view of the Task Force's decision to cancel its administrative work meeting to analyze relevant issues and facts to draft position papers for deliberation, the Committee Management Officer for the Department, pursuant to his authority under 41 CFR 102-3.150(b), has authorized a waiver to the 15-calendar day rule (41 CFR 102-3.150(a)). DoD has adopted as final, without change, an interim rule amending the Defense Federal Acquisition Regulation Supplement (DFARS) to implement Section 1211 of the National Defense Authorization Act for Fiscal Year 2006. Section 1211 prohibits DoD from acquiring United States Munitions List items from Communist Chinese military companies.

DoD has issued a final rule amending the Defense Federal Acquisition Regulation Supplement (DFARS) to update policy addressing requirements for DoD contractors to submit payment requests in electronic form. The rule clarifies the situations under which DoD will grant exceptions to requirements for electronic submission of payment requests.

DoD is making technical amendments to the Defense Federal Acquisition Regulation Supplement (DFARS) to update references within the DFARS text.
